Today?s knowledge management (KM) systems seldom account for language management and, especially, multilingual information processing. Document management is one of the strongest components of KM systems. If these systems do not include a multilingual knowledge management policy, intranet searches, excessive document space occupancy and redundant information slow down what are the most effective processes in a single language environment. In this paper, we model information flow from the sources of knowledge to the persons/systems searching for specific information. Within this framework, we focus on the importance of multilingual information processing, which is a hugely complex component of modern organizations.

ABSTRACT With the increasing utilization of Internet services and cloud computing by most organizations (both private and public), it is clear that computing is becoming the 5th utility (along with water, electricity, telephony and gas). These technologies are used for almost all types of systems, and the number is increasing, including Critical Infrastructure systems. Even if Critical Infrastructure systems appear not to rely directly on cloud services, there may be hidden inter-dependencies. This is true even for private cloud computing, which seems more secure and reliable. The critical systems can began in some cases with a clear and simple design, but evolved as described by Egan to "rafted" networks. Because they are usually controlled by one or few organizations, even when they are complex systems, their dependencies can be understood. The organization oversees and manages changes. These CI systems have been affected by the introduction of new ICT models like global communications, PCs and the Internet. Even virtualization took more time to be adopted by Critical systems, due to their strategic nature, but once that these technologies have been proven in other areas, at the end they are adopted as well, for different reasons such as costs. A new technology model is happening now based on some previous technologies (virtualization, distributing and utility computing, web and software services) that are offered in new ways and is called cloud computing. The organizations are migrating more services to the cloud; this will have impact in their internal complexity and in the reliability of the systems they are offering to the organization itself and their clients. Not always this added complexity and associated risks to their reliability are seen. As well, when two or more CI systems are interacting, the risks of one can affect the rest, sharing the risks. This work investigates the use of cloud computing by critical systems, and is focused in the dependencies and reliability of these systems. Some examples are presented together with the associated risks. A framework is introduced for analysing the dependability and resilience of a system that relies on cloud services and how to improve them. As part of the framework, the concepts of micro and macro dependability are introduced to explain the internal and external dependability on services supplied by an external cloud. A pharmacovigilance model system has been used for framework validation.

ABSTRAC The Aerospace and Defence Specification 2000M, in short S2000M, is an Electronic Data Interchange (EDI) standard used in the logistic support of defence equipment. The S2000M is the result of the joint effort undertaken by the Armed Forces and industry of several Nations over the last four decades. The protocol defines the business processes for the supply, maintenance and repair of military components, as well as the standard messages on support of the said processes. Representatives from industry and military keep the S2000M up-to-date and therefore, the protocol evolves continuously to support new requirements that may arise. Consequently, there are different versions of the standard currently available and this study is about one of them, precisely, Revision 2.1; however, many of the research outcomes are also be valid for other versions of the protocol. Through the years, the S2000M has become an essential element for the electronic trade of spare parts and repair services on support of modern European aeronautical systems such as the fighters Typhoon, Tornado and Rafale, the airlifter A400M and the helicopters NH90 and Tiger. As a result, the S2000M is at the center of the logistic support required to ensure the operational availability of these systems. Further, the protocol plays a key role in the electronic exchanges among main European aeronautical players and defence logistics organizations from Nations such as France, Germany, Italy, Netherlands, Spain, etc. Therefore, the significance of the S2000M on the operational availability of the mentioned weapon systems, and in logistics, electronic business and Information Systems (IS) terms is noticeable, and it is then worth evaluating how the S2000M is doing with respect to its effectiveness and efficiency in order to improve these two areas as much as possible. To this end, this work analyzes the S2000M with the aim to find a response to the following research question: How to measure the success of the Aerospace and Defence Specification 2000M? As in the end the S2000M is about the electronic exchange of logistics information among organizations and firms by means of standard messages and processes automation, IS are at the core of this dissertation. For that reason, the theoretical foundation to tackle the research question rests on the ongoing stream of research on IS success, which will be extended to take into consideration the S2000M standpoint as well. Last, it is worth noting that due to the practically inexistent research on the S2000M M, this investigation help filling a gap in this domain. The outcomes from this study materialize in a number of conceptual and practical proposals that contribute to the theory and practice on three main knowledge areas, that is, S2000M, IS and EDI. Further, this work opens the door for further research in the said or related fields.

Social capacity building has been considered in the last decades an important element of rural development projects, as it helps organizations and communities to better use their resources, design and manage projects locally and improve their living standards. Social capacity building has been related to the development of certain skills and to the concept of leadership development. Social capacity building and leadership development under a social learning approach have guided a rural development project with an Aymara women organization in Puno, Peru, where around 400 women artisans are trying to develop a business organization to improve their lives and their communities. Qualitative and quantitative methodologies have been applied to assess improvements in capacities and leadership. Results show that the technical aspects are the first to be developed but that group process skills and contextual skills take longer and are crucial to the success of the projects.

Purpose – The purpose of this paper is to present a simulation‐based evaluation method for the comparison of different organizational forms and software support levels in the field of supply chain management (SCM). Design/methodology/approach – Apart from widely known logistic performance indicators, the discrete event simulation model considers explicitly coordination cost as stemming from iterative administration procedures. Findings - The method is applied to an exemplary supply chain configuration considering various parameter settings. Curiously, additional coordination cost does not always result in improved logistic performance. Influence factor variations lead to different organizational recommendations. The results confirm the high importance of (up to now) disregarded dimensions when evaluating SCM concepts and IT tools. Research limitations/implications – The model is based on simplified product and network structures. Future research shall include more complex, real world configurations. Practical implications – The developed method is designed for the identification of improvement potential when SCM software is employed. Coordination schemes based only on ERP systems are valid alternatives in industrial practice because significant investment IT can be avoided. Therefore, the evaluation of these coordination procedures, in particular the cost due to iterations, is of high managerial interest and the method provides a comprehensive tool for strategic IT decision making. Originality/value – Reviewed literature is mostly focused on the benefits of SCM software implementations. However, ERP system based supply chain coordination is still widespread industrial practice but associated coordination cost has not been addressed by researchers.

It has been shown that cloud computing brings cost benefits and promotes efficiency in the operations of the organizations, no matter what their type or size. However, few public organizations are benefiting from this new paradigm shift in the way the organizations consume and manage computational resources. The objective of this thesis is to analyze both internal and external factors that may influence the adoption of cloud computing by public organizations and propose possible strategies that can assist these organizations in their path to cloud usage. In order to achieve this objective, a SWOT analysis has been conducted, detecting internal factors (strengths and weaknesses) and external factors (opportunities and threats) that can influence the adoption of a governmental cloud. With the application of a TOWS matrix, by combining the internal and external factors, a list of possible strategies have been formulated to be used as a guide to decision-making related to the transition to a cloud environment.
