Sensor networks are increasingly becoming one of the main sources of Big Data on the Web. However, the observations that they produce are made available with heterogeneous schemas, vocabularies and data formats, making it difficult to share and reuse these data for other purposes than those for which they were originally set up. In this thesis we address these challenges, considering how we can transform streaming raw data to rich ontology-based information that is accessible through continuous queries for streaming data. Our main contribution is an ontology-based approach for providing data access and query capabilities to streaming data sources, allowing users to express their needs at a conceptual level, independent of implementation and language-specific details. We introduce novel query rewriting and data translation techniques that rely on mapping definitions relating streaming data models to ontological concepts. Specific contributions include: • The syntax and semantics of the SPARQLStream query language for ontologybased data access, and a query rewriting approach for transforming SPARQLStream queries into streaming algebra expressions. • The design of an ontology-based streaming data access engine that can internally reuse an existing data stream engine, complex event processor or sensor middleware, using R2RML mappings for defining relationships between streaming data models and ontology concepts. Concerning the sensor metadata of such streaming data sources, we have investigated how we can use raw measurements to characterize streaming data, producing enriched data descriptions in terms of ontological models. Our specific contributions are: • A representation of sensor data time series that captures gradient information that is useful to characterize types of sensor data. • A method for classifying sensor data time series and determining the type of data, using data mining techniques, and a method for extracting semantic sensor metadata features from the time series.

The goal of the W3C's Media Annotation Working Group (MAWG) is to promote interoperability between multimedia metadata formats on the Web. As experienced by everybody, audiovisual data is omnipresent on today's Web. However, different interaction interfaces and especially diverse metadata formats prevent unified search, access, and navigation. MAWG has addressed this issue by developing an interlingua ontology and an associated API. This article discusses the rationale and core concepts of the ontology and API for media resources. The specifications developed by MAWG enable interoperable contextualized and semantic annotation and search, independent of the source metadata format, and connecting multimedia data to the Linked Data cloud. Some demonstrators of such applications are also presented in this article.

Durante años, los países de América Latina y en especial Panamá han sufrido grandes cambios sociales, demográficos y epidemiológicos que han provocado un crecimiento de la incidencia y prevalencia de varias enfermedades crónicas no transmisibles como: las cardiopatías, el cáncer y la diabetes. Actualmente, la suma de estas afecciones causa la mayoría de las muertes y discapacidades en la región. Las necesidades de salud varían de un país a otro, inclusive en el interior de un mismo país o de una misma región debido a factores demográficos, socioculturales, económicos y políticos propios de la región, lo cual favorece la desigualdad en el acceso a los servicios de salud. Este hecho pone de manifiesto un aspecto importante de esta tesis de doctorado, que es facilitar el autocuidado de los pacientes diabéticos en tres zonas rurales de Panamá, contribuyendo de esta manera a la planeación e implantación de nuevos servicios TIC en salud para los pacientes diabéticos de tres zonas rurales de Panamá. El objetivo principal de esta tesis doctoral es desarrollar una contextualización del paciente diabético en zonas rurales de Panamá y modelar su autocuidado mediante el uso de las TIC. A través del modelo se busca mejorar la calidad de vida de los pacientes y propiciar estados de equidad en salud. Se continúa con la implementación del modelo en tres zonas rurales diferentes de Panamá. Se concluye con una fase de validación en la que se demuestra que el enfermo de diabetes aumenta la conciencia de la importancia de su tratamiento mejorando su estado de salud y su calidad de vida. La demostración clínica de este resultado está fuera del ámbito de la tesis doctoral. Abstract Through the years, countries of Latin America, Panama in particular have endured great social, demographic and epidemiologic changes, which in turn caused an increase in the occurrence and prevalence of chronic non transmissible diseases, such as: cardiopathy, cancer and diabetes. The sum of these afflictions causes most of the deaths and disabilities in the region nowadays. The healthcare needs vary from one country to another, furthermore the healthcare needs are different from one rural area to another in a given country or region, due demographic, sociocultural, economic and political factors, this favors the inequality in access to health care services. This facts shows one important aspect of this Ph. D. thesis, which is to facilitate the self-care of diabetic patients in three rural areas of Panama, contributing to the planning and implementation of new ICT services in healthcare for diabetic patients in rural areas of Panama. The primary goal of this Ph.D thesis is to develop a contextualization of the diabetic patient in country side of Panama and to model its self-care by means of the use of the ICT. Through model one looks for to improve the quality of life of the patients and to cause states of fairness in health. It continues with the implementation of ICT through a conceptualized model in three different rural areas of Panama. It concludes with a validation phase which shows how the awareness of the diabetes patient increases, about the importance of his/her treatment for the improvement of health and quality of life. The clinic demonstration of this result is not part of this thesis.

World Health Organization actively stresses the importance of health, nutrition and well-being of the mother to foster children development. This issue is critical in the rural areas of developing countries where monitoring of health status of children is hardly performed since population suffers from a lack of access to health care. The aim of this research is to design, implement and deploy an e-health information and communication system to support health care in 26 rural communities of Cusmapa, Nicaragua. The final solution consists of an hybrid WiMAX/WiFi architecture that provides good quality communications through VoIP taking advantage of low cost WiFi mobile devices. Thus, a WiMAX base station was installed in the health center to provide a radio link with the rural health post "El Carrizo" sited 7,4 km. in line of sight. This service makes possible personal broadband voice and data communication facilities with the health center based on WiFi enabled devices such as laptops and cellular phones without communications cost. A free software PBX was installed at "San José de Cusmapa" health care site to enable communications for physicians, nurses and a technician through mobile telephones with IEEE 802.11 b/g protocol and SIP provided by the project. Additionally, the rural health post staff (midwives, brigade) received two mobile phones with these same features. In a complementary way, the deployed health information system is ready to analyze the distribution of maternal-child population at risk and the distribution of diseases on a geographical baseline. The system works with four information layers: fertile women, children, people with disabilities and diseases. Thus, authorized staff can obtain reports about prenatal monitoring tasks, status of the communities, malnutrition, and immunization control. Data need to be updated by health care staff in order to timely detect the source of problem to implement measures addressed to alleviate and improve health status population permanently. Ongoing research is focused on a mobile platform that collects and automatically updates in the information system, the height and weight of the children locally gathered in the remote communities. This research is being granted by the program Millennium Rural Communities of the Technical University of Madrid.
