Inside COBRA 2011 RICS International Research Conference, the present paper is linked to analyze the liability of the construction professional in his practice as a expert witness in the Spanish legal framework. In a large number of legal procedures related to the building it is necessary the intervention of the expert witness to report on the subject of litigation, and to give an opinion about possible causes and solutions. This field is increasingly importantly for the practice of construction professional that requires an important specialization. The expert provides his knowledge to the judge in the matter he is dealing with (construction, planning, assessment, legal, ...), providing arguments or reasons as the base for his case and acting as part of the evidence. Although the importance of expert intervention in the judicial process, the responsibilities arising from their activity is a slightly studied field. Therefore, the study has as purpose to think about the regulation of professional activities raising different aims. The first is to define the action of the construction professional-expert witness and the need for expert evidence, establishing the legal implications of this professional activity. The different types of responsibilities (the civil, criminal and administrative) have been established as well as the economic, penal or disciplinary damages that can be derived from the expert report

INTRODUCTION: Motion metrics have become an important source of information when addressing the assessment of surgical expertise. However, their direct relationship with the different surgical skills has not been fully explored. The purpose of this study is to investigate the relevance of motion-related metrics in the evaluation processes of basic psychomotor laparoscopic skills, as well as their correlation with the different abilities sought to measure. METHODS: A framework for task definition and metric analysis is proposed. An explorative survey was first conducted with a board of experts to identify metrics to assess basic psychomotor skills. Based on the output of that survey, three novel tasks for surgical assessment were designed. Face and construct validation study was performed, with focus on motion-related metrics. Tasks were performed by 42 participants (16 novices, 22 residents and 4 experts). Movements of the laparoscopic instruments were registered with the TrEndo tracking system and analyzed. RESULTS: Time, path length and depth showed construct validity for all three tasks. Motion smoothness and idle time also showed validity for tasks involving bi-manual coordination and tasks requiring a more tactical approach respectively. Additionally, motion smoothness and average speed showed a high internal consistency, proving them to be the most task-independent of all the metrics analyzed. CONCLUSION: Motion metrics are complementary and valid for assessing basic psychomotor skills, and their relevance depends on the skill being evaluated. A larger clinical implementation, combined with quality performance information, will give more insight on the relevance of the results shown in this study.

This paper discusses the use of sound waves to illustrate multipath radio propagation concepts. Specifically, a procedure is presented to measure the time-varying frequency response of the channel. This helps demonstrate how a propagation channel can be characterized in time and frequency, and provides visualizations of the concepts of coherence time and coherence bandwidth. The measurements are very simple to carry out, and the required equipment is easily available. The proposed method can be useful for wireless or mobile communication courses.

A system for simultaneous 2D estimation of rectangular room and transceiver localization is proposed. The system is based on two radio transceivers, both capable of full duplex operations (simultaneous transmission and reception). This property enables measurements of channel impulse response (CIR) at the same place the signal is transmitted (generated), commonly known as self-to-self CIR. Another novelty of the proposed system is the spatial CIR discrimination that is possible with the receiver antenna design which consists of eight sectorized antennas with 45° aperture in the horizontal plane and total coverage equal to the isotropic one. The dimensions of a rectangular room are reconstructed directly from spatial radio impulse responses by extracting the information regarding round trip time (RTT). Using radar approach estimation of walls and corners positions is derived. Tests using measured data were performed, and the simulation results confirm the feasibility of the approach.

This paper presents an automatic strategy to decide how to pronounce a Capital Letter Sequence (CLS) in a Text to Speech system (TTS). If CLS is well known by the TTS, it can be expanded in several words. But when the CLS is unknown, the system has two alternatives: spelling it (abbreviation) or pronouncing it as a new word (acronym). In Spanish, there is a high relationship between letters and phonemes. Because of this, when a CLS is similar to other words in Spanish, there is a high tendency to pronounce it as a standard word. This paper proposes an automatic method for detecting acronyms. Additionaly, this paper analyses the discrimination capability of some features, and several strategies for combining them in order to obtain the best classifier. For the best classifier, the classification error is 8.45%. About the feature analysis, the best features have been the Letter Sequence Perplexity and the Average N-gram order.

This paper describes the language identification (LID) system developed by the Patrol team for the first phase of the DARPA RATS (Robust Automatic Transcription of Speech) program, which seeks to advance state of the art detection capabilities on audio from highly degraded communication channels. We show that techniques originally developed for LID on telephone speech (e.g., for the NIST language recognition evaluations) remain effective on the noisy RATS data, provided that careful consideration is applied when designing the training and development sets. In addition, we show significant improvements from the use of Wiener filtering, neural network based and language dependent i-vector modeling, and fusion.

This paper describes a novel approach to phonotactic LID, where instead of using soft-counts based on phoneme lattices, we use posteriogram to obtain n-gram counts. The high-dimensional vectors of counts are reduced to low-dimensional units for which we adapted the commonly used term i-vectors. The reduction is based on multinomial subspace modeling and is designed to work in the total-variability space. The proposed technique was tested on the NIST 2009 LRE set with better results to a system based on using soft-counts (Cavg on 30s: 3.15% vs 3.43%), and with very good results when fused with an acoustic i-vector LID system (Cavg on 30s acoustic 2.4% vs 1.25%). The proposed technique is also compared with another low dimensional projection system based on PCA. In comparison with the original soft-counts, the proposed technique provides better results, reduces the problems due to sparse counts, and avoids the process of using pruning techniques when creating the lattices.

Current text-to-speech systems are developed using studio-recorded speech in a neutral style or based on acted emotions. However, the proliferation of media sharing sites would allow developing a new generation of speech-based systems which could cope with spontaneous and styled speech. This paper proposes an architecture to deal with realistic recordings and carries out some experiments on unsupervised speaker diarization. In order to maximize the speaker purity of the clusters while keeping a high speaker coverage, the paper evaluates the F-measure of a diarization module, achieving high scores (>85%) especially when the clusters are longer than 30 seconds, even for the more spontaneous and expressive styles (such as talk shows or sports).

In order to obtain more human like sounding humanmachine interfaces we must first be able to give them expressive capabilities in the way of emotional and stylistic features so as to closely adequate them to the intended task. If we want to replicate those features it is not enough to merely replicate the prosodic information of fundamental frequency and speaking rhythm. The proposed additional layer is the modification of the glottal model, for which we make use of the GlottHMM parameters. This paper analyzes the viability of such an approach by verifying that the expressive nuances are captured by the aforementioned features, obtaining 95% recognition rates on styled speaking and 82% on emotional speech. Then we evaluate the effect of speaker bias and recording environment on the source modeling in order to quantify possible problems when analyzing multi-speaker databases. Finally we propose a speaking styles separation for Spanish based on prosodic features and check its perceptual significance.

Several methods to improve multiple distant microphone (MDM) speaker diarization based on Time Delay of Arrival (TDOA) features are evaluated in this paper. All of them avoid the use of a single reference channel to calculate the TDOA values and, based on different criteria, select among all possible pairs of microphones a set of pairs that will be used to estimate the TDOA's. The evaluated methods have been named the "Dynamic Margin" (DM), the "Extreme Regions" (ER), the "Most Common" (MC), the "Cross Correlation" (XCorr) and the "Principle Component Analysis" (PCA). It is shown that all methods improve the baseline results for the development set and four of them improve also the results for the evaluation set. Improvements of 3.49% and 10.77% DER relative are obtained for DM and ER respectively for the test set. The XCorr and PCA methods achieve an improvement of 36.72% and 30.82% DER relative for the test set. Moreover, the computational cost for the XCorr method is 20% less than the baseline.

The Integrated Safety Assessment (ISA) methodology, developed by the Spanish Nuclear Safety Council (CSN), has been applied to a thermo-hydraulical analysis of a Westinghouse 3-loop PWR plant by means of the dynamic event trees (DET) for Steam Generator Tube Rupture (SGTR) sequences. The ISA methodology allows obtaining the SGTR Dynamic Event Tree taking into account the operator actuation times. Simulations are performed with SCAIS (Simulation Code system for Integrated Safety Assessment), which includes a dynamic coupling with MAAP thermal hydraulic code. The results show the capability of the ISA methodology and SCAIS platform to obtain the DET of complex sequences.

Walker et al. defined two families of binary operations on M (set of functions of [0,1] in [0,1]), and they determined that, under certain conditions, those operations are t-norms (triangular norm) or t-conorms on L (all the normal and convex functions of M). We define binary operations on M, more general than those given by Walker et al., and we study many properties of these general operations that allow us to deduce new t-norms and t-conorms on both L, and M.

Toledo es una de las principales ciudades españolas Patrimonio de la Humanidad; ciudad-capital de Castilla-La Mancha, y el centro económico, administrativo e industrial de una amplia región geográfica. Estos tres factores representan una importante base de partida a la hora de elaborar su Plan de Ordenación Municipal (POM). El presente texto define el proceso de redacción, las determinaciones estructurantes y las particularidades urbanísticas del Plan de Ordenación Municipal de Toledo, en una ciudad que se inscribe, tanto en un proceso de inserción regional más amplio, como en una constante transformación interna, y que suponen un importante reto para su futuro a corto y medio plazo.

Effective remediation of contaminated sites with oils, heavy metals and other chemical agents is one of the most important environmental problems all over the world. Contaminated soils by petroleum from different sites and origins, might contaminate groundwater aquifers and then be spread by rain. Many years and the requirement of remedial techniques may be needed to remediate them. However, previous experiences show the uselessness of these methods for the solution of all problems. As any case of soil contamination is different, specific studies with relevant factors at financial aspects, legal limits and waste and soil characteristics are needed. In this work, a study of the use of bitumen asphalt emulsion to remediate contaminated soils by crude oils is exposed. By means of the soil stabilization technology, using the contaminated soils as aggregates and the tailor made emulsion as binder, the feasibility of the mix application to produce stable and resistant pavements is demonstrated

The aim of this work was to assess the effects of four doses of three commercial fibrolytic enzymes on ruminal fermentation of rice straw, maize stover and Pennisetum purpureum clon Cuba CT115 hay in batch cultures of ruminal micro-organisms from sheep. One enzyme was produced by Penicillium funiculosum (PEN) and two were from Trichoderma longibrachiatum (TL1 and TL2). Each liquid enzyme was diluted 200 (D1), 100 (D2), 50 (D3) and 10 (D4) - fold and applied to each substrate in quadruplicate over time and incubated for 120 h in rumen fluid. The D4 dose of each enzyme increased (P<0.05) the fractional rate of gas production and organic matter effective degradability for all substrates, and TL2 had similar effects when applied at D3. In 9 h incubations, PEN at D4, TL1 at all tested doses, and TL2 at D2, D3 and D4 increased (P<0.05) volatile fatty acid production and dry matter degradability for all substrates. The commercial enzymes tested were effective at increasing in vitro ruminal fermentation of low-quality forages, although effective doses varied with the enzyme.
