This paper presents a comparison of acquisition models related to decision analysis of IT supplier selection. The main standards are: Capability Maturity Model Integration for Acquisition (CMMI-ACQ), ISO / IEC 12207 Information Technology / Software Life Cycle Processes, IEEE 1062 Recommended Practice for Software Acquisition, the IT Infrastructure Library (ITIL) and the Project Management Body of Knowledge (PMBOK) guide. The objective of this paper is to compare the previous models to find the advantages and disadvantages of them for the future development of a decision model for IT supplier selection.

En los últimos años hemos sido testigos de la creciente demanda de software para resolver problemas cada vez más complejos y de mayor valor agregado. Bajo estas circunstancias, nos podemos hacer la siguiente pregunta: ¿Está preparada la industria de software para entregar el software que se necesita en los próximos años, de acuerdo con las demandas del cliente? Hoy en día, muchos expertos creen que el éxito de esta industria dependerá de su capacidad para gestionar los proyectos, las personas y los recursos. En este sentido, la gestión de proyectos es un factor clave para el éxito de los proyectos software en todo el mundo. Además, considerando que las Pequeñas y Medianas Empresas de software (PYMEs) representan el 99,87% de las empresas españolas, es vital para este tipo de empresas la implementación de los procesos involucrados con la gestión de proyectos. Es cierto que existen muchos modelos que mejoran la eficacia de la gestión de proyectos, pero la mayoría de ellos se centra únicamente en dos procesos: la planificación del proyecto y la monitorización y control del proyecto, ninguno de los cuales a menudo es asequible para las PYMEs. Estos modelos se basan en el consenso de un grupo de trabajo designado para establecer cómo debe ser gestionado el proceso software. Los modelos son bastante útiles ya que proporcionan lineamientos generales sobre dónde empezar a mejorar la gestión de los proyectos, y en qué orden, a personas que no saben cómo hacerlo. Sin embargo, como se ha dicho anteriormente, la mayoría de estos modelos solamente funcionan en escenarios dentro de las grandes empresas. Por lo tanto, es necesario adaptar los modelos y herramientas para el contexto de PYMEs. Esta tesis doctoral presenta una solución complementaria basada en la aplicación de un metamodelo. Este metamodelo es creado para mejorar la calidad de los procesos de la gestión de proyectos a través de la incorporación de prácticas eficaces identificadas a través del análisis y estudio de los modelos y normas existentes relacionadas con la gestión de proyectos. viii ProMEP – Metamodelo para la gestión de proyectos Por lo tanto, el metamodelo PROMEP (Gestión de Proyectos basada en Prácticas Efectivas) permitirá establecer un proceso estándar de gestión de proyectos que puede adaptarse a los proyectos de cada empresa a través de dos pasos: En primer lugar, para obtener una fotografía instantánea (o base) de los procesos de gestión de proyectos de las PYMEs se creó un cuestionario de dos fases para identificar tanto las prácticas realizadas y como las no realizadas. El cuestionario propuesto se basa en el Modelo de Madurez y Capacidad Integrado para el Desarrollo v1.2 (CMMI-DEV v1.2). Como resultado adicional, se espera que la aplicación de este cuestionario ayude a las PYMEs a identificar aquellas prácticas que se llevan a cabo, pero no son documentadas, aquellas que necesitan más atención, y aquellas que no se realizan debido a la mala gestión o al desconocimiento. En segundo lugar, para apoyar fácilmente y eficazmente las tareas de gestión de proyectos software del metamodelo PROMEP, se diseñó una biblioteca de activos de proceso (PAL) para apoyar la definición de los procesos de gestión de proyectos y realizar una gestión cuantitativa de cada proyecto de las PYMEs. Ambos pasos se han implementado como una herramienta computacional que apoya nuestro enfoque de metamodelo. En concreto, la presente investigación propone la construcción del metamodelo PROMEP para aquellas PYMEs que desarrollan productos software de tal forma que les permita planificar, monitorizar y controlar sus proyectos software, identificar los riesgos y tomar las medidas correctivas necesarias, establecer y mantener un conjunto de activos de proceso, definir un mecanismo cuantitativo para predecir el rendimiento de los procesos, y obtener información de mejora. Por lo tanto, nuestro estudio sugiere un metamodelo alternativo para lograr mayores niveles de rendimiento en los entornos de PYMEs. Así, el objetivo principal de esta tesis es ayudar a reducir los excesos de trabajo y el tiempo de entrega, y aumentar así la calidad del software producido en este tipo de organizaciones. Abstract In recent years we have been witnessing the increasing demand for software to solve more and more complex tasks and greater added value. Under these circumstances, we can ourselves the following question: Is the software industry prepared to deliver the software that is needed in the coming years, according to client demands? Nowadays, many experts believe that the industry’ success will depend on its capacity to manage the projects, people and resources. In this sense, project management is a key factor for software project success around the world. Moreover, taking into account that small and medium-sized software enterprises (SMSe) are the 99.87% of the Spanish enterprises, it is vital for this type of enterprises to implement the processes involved in project management. It is true that there are many models that improve the project management effectiveness, but most of them are focused only on two processes: project planning and project monitoring and control, neither of which is affordable for SMSe. Such models are based on the consensus of a designated working group on how software process should be managed. They are very useful in that they provide general guidelines on where to start improving the project management, and in which order, to people who do not know how to do it. However, as we said, the majority of these models have only worked in scenarios within large companies. So, it is necessary to adapt these models and tools to the context of SMSe. A complementary solution based on the implementation of a metamodel is presented in this thesis. This metamodel is created to improve the quality of project management processes through the incorporation of effective practices identified through the analysis and study of relevant models and standards related to project management. Thus, the PROMEP (PROject Management based on Effective Practices) metamodel will allow establishing a project management standard process to be tailored to each enterprise’s project through two steps: Firstly, to obtain a baseline snapshot of project management processes in SMSe a two-phase questionnaire was created to identify both performed and nonperformed practices. The x ProMEP – Metamodelo para la gestión de proyectos proposed questionnaire is based on Capability Maturity Model Integration for Development v1.2. As additional result, it is expected that the application of the questionnaire to the processes will help SMSe to identify those practices which are performed but not documented, which practices need more attention, and which are not implemented due to bad management or unawareness. Secondly, to easily an effectively support the software project management tasks in the PROMEP metamodel, a Process Asset Library (PAL) is designed to support the definition of project management processes and to achieve quantitative project management in SMSe. Both steps have been implemented as a computational tool that supports our metamodel approach. Concretely, the present research proposes the accomplishment of the PROMEP metamodel for those SMSe which develop software products and enable them to plan, supervise and control their software projects, identify risks and take corrective actions, establish and maintain a set of process assets, define quantitative models that predict the process performance, and provide improvement information. So, our study suggests an alternative metamodel to achieve higher performance levels in the SMSe environments. The main objective of this thesis is help to reduce software overruns and delivery time, and increase software quality in these types of organizations.

Technology transfer (TT) in the area of renewable energy (RE) throughout history has been an important tool for rural development (RD). Initially, the TT has been conceptualized as the purchase or donation of machinery from first world countries - without any consideration of staff training and contextual conditions for the adaptation of technology to the needs of the country. Various researches have revealed the existence of different approaches to planning the TT of RE, demonstrating the high complexity of projects from the social and contextual dimension. This paper addresses the conceptual evolution of the TT of RE for RD, examining its different periods considered for three criteria: historical events occurred, the role of stakeholders and changing objectives for the TT of RE for RD. For the conceptual analysis of changes the model Working With People (WWP) is used for planning and project management of high social complexity in RD. The analysis defines the existence of four historical periods in the TT of RE and synthesizes the lessons of experience from the three dimensions (ethical-social, technical-entrepreneurial, and political-contextual) of the WWP model.

Experiences relating to the InternationalMasters in Rural Development from the Technical University of Madrid (Universidad Politécnica de Madrid, UPM), the first Spanish programme to receive a mention as a Registered Education Programme by InternationalProject Management Association (IPMA) are considered. Backed by an educational strategy based on Project-Based Learning dating back twenty years, this programme has managed to adapt to the competence evaluation requirements proposed by the European Space for Higher Education (ESHE). In order to do this the training is linked to the professional qualification using competences as a reference leading to the qualification in project management as established by the IPMA.

In this work, a comparison between the competences codes in the CDIÓs* curriculum, the ones defined for the Tunning Project and the International Project Management Association (IPMA) is made. The goal is to define the most appropriate competences codes for the engineering education in Latin America. The CDIO code is obtained from the engineering practice, and responds to the Accreditation Board for Engineering and Technology (ABET) standards of accreditation. The Tuning competences are the ones defined for Latin America and the IPMÁs are international competences for project management. It is the first time that the competences defined in ABET accreditation standards in the engineering field are compared with the international competences according to IPMÁs model. The results give evidence that, in first place, there is a need to apply holistic models in the definition of an engineering curriculum. Second, the pertinence of these models in the definition of engineering programs in Latin America.

A high productivity rate in Engineering is related to an efficient management of the flow of the large quantities of information and associated decision making activities that are consubstantial to the Engineering processes both in design and production contexts. Dealing with such problems from an integrated point of view and mimicking real scenarios is not given much attention in Engineering degrees. In the context of Engineering Education, there are a number of courses designed for developing specific competencies, as required by the academic curricula, but not that many in which integration competencies are the main target. In this paper, a course devoted to that aim is discussed. The course is taught in a Marine Engineering degree but the philosophy could be used in any Engineering field. All the lessons are given in a computer room in which every student can use each all the treated software applications. The first part of the course is dedicated to Project Management: the students acquire skills in defining, using Ms-PROJECT, the work breakdown structure (WBS), and the organization breakdown structure (OBS) in Engineering projects, through a series of examples of increasing complexity, ending up with the case of vessel construction. The second part of the course is dedicated to the use of a database manager, Ms-ACCESS, for managing production related information. A series of increasing complexity examples is treated ending up with the management of the pipe database of a real vessel. This database consists of a few thousand of pipes, for which a production timing frame is defined, which connects this part of the course with the first one. Finally, the third part of the course is devoted to the work with FORAN, an Engineering Production package of widespread use in the shipbuilding industry. With this package, the frames and plates where all the outfitting will be carried out are defined through cooperative work by the studens, working simultaneously in the same 3D model. In the paper, specific details about the learning process are given. Surveys have been posed to the students in order to get feed-back from their experience as well as to assess their satisfaction with the learning process. Results from these surveys are discussed in the paper

La crisis afecta a todos los sectores, es un terremoto en cadena que se inicio en el sector inmobiliario y se ha ido introduciendo en el resto. Todo esto ha dado lugar a una caída brusca de la demanda de los servicios relacionados con la construcción, con un posicionamiento en “espera” de los Promotores e Inversores, que aún tienen liquidez para invertir, buscando oportunidades que lógicamente se tienen que producir en un entorno escasamente fiable como el actual. Aquellos Inversores que vean oportunidades, se aseguraran de que los productos que van a realizar, tengan una demanda suficiente, sus costes estén en consonancia con el mercado, pero sin que aquello perjudique al resultado final, es decir manteniendo la calidad propuesta al inicio del proceso con los costes previstos, dando lugar a un control exhaustivo del producto a realizar, lo cual obligará a una gran profesionalidad por parte de los agentes implicados. Para todo esto habrá que contar con Empresas especializadas, que aporten garantías en este proceso y aseguren tanto al promotor como al Inversor en todo momento donde y en que se invierten sus recursos. La Dirección Integrada de Proyecto (“Project Management “) aplicada al proceso constructivo es una Técnica Metodológica que ayuda a organizar, controlar y gestionar los recursos de los promotores dentro del proceso edificatorio. Cuando los recursos están limitados (que normalmente es la mayoría de las situaciones) gestionarlos de una manera eficiente se convierte en algo muy importante. Bien, pues nos encontramos con que en esta situación actual, los recursos no solo están limitados, si no que son limitados, por lo que un control y un exhaustivo seguimiento de los mismos se convierte no solo en importante si no en fundamental.

In the year 1999 approves the Law of Construction Building (LOE, in Spanish) to regulate a sector such as construction, which contained some shortcomings from the legal point of view. Currently, the LOE has been in force 12 years, changing the spanish world of the construction, due to influenced by internationalization. Within the LOE, there regulating the different actors involved in the construction building, as the Projects design, the Director of Construction, the developer, The builder, Director of execution of the construction (actor only in Spain, similar as construcion engineer and abroad in), control entities and the users, but lacks figure Project manager will assume the delegation of the promoter helping and you organize, direct and management the process. This figure assumes that the market and contracts are not legally regulated in Spain, then should define and establish its regulation in the LOE. (Spain Construction Law) The translation in spanish of the words "Project Manager is owed to Professor Rafael de Heredia in his book Integrated Project Management, as agent acting on behalf of the organization and promoter assuming control of the project, ie Integraded Project Management . Already exist in Spain, AEDIP (Spanish Association Integrated of Project Construction management) which comprises the major companies in “Project Management” in Spain, and MeDIP (Master in Integrated Construction Project) the largest and most advanced studies at the Polytechnic University of Madrid, in "Construction Project Management" they teach which is also in Argentina. The Integrated Project ("Project Management") applied to the construction process is a methodological technique that helps to organize, control and manage the resources of the promoters in the building process. When resources are limited (which is usually most situations) to manage them efficiently becomes very important. Well, we find that in this situation, the resources are not only limited, but it is limited, so a comprehensive control and monitoring of them becomes not only important if not crucial. The alternative of starting from scratch with a team that specializes in developing these follow directly intervening to ensure that scarce resources are used in the best possible way requires the use of a specific methodology (Manual DIP, Matrix Foreign EDR breakdown structure EDP Project, Risk Management and Control, Design Management, et ..), that is the methodology used by "Projects managers" to ensure that the initial objectives of the promoters or investors are met and all actors in process, from design to construction company have the mind aim of the project will do, trying to get their interests do not prevail over the interests of the project. Among the agents listed in the building process, "Project Management" or DIPE (Director Comprehensive building process, a proposed name for possible incorporation into the LOE, ) currently not listed as such in the LOE (Act on Construction Planning ), one of the agents that exist within the building process is not regulated from the legal point of view, no obligations, ie, as is required by law to have a project, a builder, a construction management, etc. DIPE only one who wants to hire you as have been advanced knowledge of their services by the clients they have been hiring these agents, there being no legal obligation as mentioned above, then the market is dictating its ruling on this new figure, as if it were necessary, he was not hired and eventually disappeared from the building process. Acourse focused on the acquisition of integration competencies in ship production engineering, organized in collaboration with selected industry partners, is presented in this paper. The first part of the course is dedicated to Project Management: the students acquire skills in defining, using MS-PROJECT, the work breakdown structure (WBS), and the organization breakdown structure (OBS) in Engineering projects, through a series of examples of increasing complexity with the final one being the construction planning of a vessel. The second part of the course is dedicated to the use of a database manager, MS-ACCESS, in managing production related information.Aseries of increasing complexity examples is treated, the final one being the management of the piping database of a real vessel. La construcción es una de las actividades más valiosas para la sociedad debido a la naturaleza de los servicios que ofrece y por el volumen de empleos y movimiento económico que genera. Por ello es un elemento fundamental para el desarrollo sustentable. Es una industria compleja, cada vez más dependiente del conocimiento. Debido a su naturaleza fragmentaria y temporal y la alta rotación de personal presenta grandes retos y complicaciones particulares. Estas dificultades en oportunidades pueden transformarse en problemas por la complejidad, localización geográfica o los requisitos técnicos, financieros e innovaciones de los proyectos. Debido a sus características, las construcciones sufren cambios en las condiciones planificadas. Con frecuencia estos cambios conducen a retrasos en la ejecución de los proyectos, costes superiores a los presupuestados y conflictos entre los clientes y los ejecutores. Esto genera problemas de competitividad que afectan tanto a países desarrollados como países en vías de desarrollo. Los problemas de la construcción tienen perniciosos efectos para la sociedad, que pierde recursos que deberían permitir mejores resultados en términos de calidad de vida y beneficios sociales y económicos. Debido a la importancia del sector y los ingentes recursos que se invierten en cada proyecto se justifican los máximos esfuerzos para lograr los mejores desempeños de esta industria. Éste interés ha orientado el desarrollo de investigaciones, para apoyar el logro de los objetivos de mejoramiento continuo y construcción sustentable. Los estudios desarrollados han permitido demostrar el valor añadido del conocimiento en todos los sectores productivos. Para la construcción, los conocimientos ofrecen indicadores de desempeño, datos y lecciones aprendidas provenientes de aciertos y errores. Estos deben conducir a aprendizajes fundamentales para sustentar su competitividad. Sin embargo, a pesar de los conocimientos disponibles y los avances en las técnicas de control gerencial y de proyectos, es alarmante la recurrencia de los problemas de construcción. Esta problemática se manifiesta con severidad en los proyectos de construcción industrial que se desarrollan para el sector petrolero, petroquímico y energético venezolano. El sector presenta evidentes necesidades para un mejor desempeño competitivo por la alta incidencia de retrasos de los proyectos, que implican pérdidas de gran parte de los recursos humanos, financieros, técnicos y conocimientos invertidos. Esta investigación plantea como objetivos analizar la importancia de la construcción y su sustentabilidad, los principales problemas que afectan el sector, la gestión del conocimiento y algunos modelos disponibles para gestionarlos. Igualmente examina las lecciones aprendidas y la productividad y competitividad, con particular atención a los problemas de competitividad venezolanos. Adicionalmente se evalúan las implicaciones del conocimiento como activo estratégico y se caracterizan las empresas de construcción industrial venezolanas. Para ello se identifican las dimensiones que sustentan la gestión del conocimiento en estas empresas, para finalmente determinar las que resultan más idóneas para el nuevo modelo a ser propuesto. Con estos objetivos se desarrolló el estudio empírico. Para ello fueron invitados a participar representantes de 105 empresas y expertos de construcción distintos, todos con experiencias de construcción al sector industrial venezolano. Se obtuvieron 112 respuestas en representación de 41 organizaciones y expertos diferentes. El trabajo de campo inició en Junio de 2012 y culminó en Noviembre de 2012. Los datos obtenidos fueron analizados con apoyo de técnicas estadísticas descriptivas y multivariables. Los objetivos de la investigación se alcanzaron ya que se logró caracterizar el sector de las construcciones industriales y se propuso un nuevo modelo de gestión del conocimiento adecuado a sus características. El nuevo modelo fue formulado atendiendo a criterios de sencillez, bajos costes y facilidad de adaptación para motivar su utilización en organizaciones de construcción industrial variadas. Con ello se busca que resulte de utilidad aún para las organizaciones más pequeñas, con menores recursos o aquellas que enfrentan entornos constructivos complicados. Por último se presentan algunas sugerencias para motivar la comprensión de los fenómenos estudiados en los grupos de interés de la construcción. Se propone analizar estos problemas desde las etapas iniciales de los estudios de ingeniería, de arquitectura, de construcción, de economía y administración. Igualmente se propone desarrollar acciones conjuntas de parte de los sectores académicos, gubernamentales, industriales y asociaciones para el mejoramiento competitivo y desarrollo sustentable global. La propuesta aporta datos sobre el sector constructivo venezolano en un área que presenta grandes carencias y propone un modelo innovador por su sencillez y orientación hacia el uso diario e intuitivo de los conocimientos como recursos fundamentales para la competitividad. Esta orientación puede tener trascendencia más allá del sector descrito, para apoyar la solución de problemas de otras industrias en entornos globales. ABSTRACT Construction is one of the most valuable activities for society due to the nature of the services offered and the number of jobs and revenues generated. Therefore it is a key element for sustainable development. Construction is a complex industry increasingly dependent on knowledge. Its temporary and fragmentary nature and the high staff turnover present great challenges and particular complications to construction. In some cases these conditions may evolve to serious problems because of the complexity, geographic location or even technical, financial and innovative requirements of each project. Due to their characteristics, constructions frequently undergo changes in planned conditions. Often these changes lead to delays in project completion, costs higher than budgeted and conflicts between clients and performers. This creates problems of competitiveness affecting both developed and developing countries. The construction problems have harmful effects on society, since it loses resources that would otherwise allow better results in terms of quality of life and social and economic benefits. The importance and the enormous resources invested in each project justify the efforts to achieve the best performance of this industry. This interest has guided the development of multiple research efforts to support the achievement of construction performance improvements and sustainable construction. The studies carried out have demonstrated the added value of knowledge in all productive sectors. For construction, knowledge offers performance indicators, data and lessons learned from successes and failures. These should lead to fundamental learning to sustain sector competitiveness. However, despite the available knowledge and advances in techniques and project management control, the recurrence of construction problems is alarming. This problem shows itself severely in industrial construction projects that are developed for the Venezuelan oil, petrochemical and energy sectors. These sectors have evident needs for better competitive performance because of the high incidence of project delays, involving loss of much of the human, financial, technical and knowledge resources invested. This research analyzes the importance of construction and sustainability, the main problems affecting the sector, knowledge and some models available to manage them. It also examines the lessons learned and the productivity and competitiveness, with particular attention to the problems of Venezuelan competitiveness. Additionally, the Venezuelan industrial construction companies are characterized evaluating the implications of knowledge as an strategic asset for construction. Moreover, the research evaluates the dimensions that support knowledge management in these companies, to finally identify those that are the most suitable for the new model to be proposed. With these objectives in mind the empirical study was developed. 105 different companies and experts with Venezuelan industrial construction experiences were invited to participate on the survey. 112 responses were obtained representing 41 different organizations and experts. Fieldwork started in June 2012 and ended in November 2012. The data obtained was analyzed with descriptive and multivariate statistical techniques. The research objectives were achieved since the industrial construction sector was characterized and a new management model was proposed based on the particular characteristics of these companies. The new model was formulated according to the criteria of simplicity, low cost and ease of adaptation. This was performed to motivate the use of the new model in various industrial construction organizations, even in smaller companies, with limited resources or those facing complex construction environments. Finally some suggestions to encourage understanding of the phenomena studied among construction stakeholders were proposed. The importance of studying these problems at an early stage of the engineering, architectural, construction, economic and administration studies is highlighted. Additionally, academic, government, industrial organizations and associations are invited to join efforts to improve the competitive and sustainable global development. The proposal provides data on the Venezuelan construction sector in an area that has large gaps and proposes a model which is innovative for its simplicity and suggests the daily and intuitive use of knowledge resources as a key issue to competitiveness. This orientation may have implications beyond the described sector to support the solution of problems of other industries in a global environment.

La trascendencia de la educación sobre la construcción del capital humano y social, ha sido vastamente discutido, considerando entre otros elementos, la correlación entre las inversiones en educación, las políticas educativas, los actores involucrados, y los efectos que tienen sobre la calidad de la educación. Esto se refleja en los esfuerzos, de los diferentes estamentos, por mejorar los resultados del proceso educativo, intentando construir una sociedad más equitativa en la cual todo individuo pueda tener acceso a una educación de calidad, que permita tener las mismas oportunidades para el desarrollo personal, profesional y social. La educación entonces, pasa a ser un pilar fundamental en los modelos de desarrollo - y un tema de debate constante- en especial en aspectos tales como: resultados de aprendizaje, gestión y efectividad escolar, como ejes para mejorar la construcción del capital humano en la sociedad. En Chile, a partir de un proceso de descentralización de la educación iniciado en los 80, el modelo de planificación y gestión de la educación pública fue transformado, pasando de un modelo centralizado a un enfoque en el cual el establecimiento educacional – el proyecto educativo – adquiere autonomía de gestión que se vuelve determinante en la calidad de la educación. Es al interior de los establecimientos escolares donde los diferentes agentes educativos llevan a cabo los procesos pedagógicos y administrativos, y se generan las condiciones para poder desarrollar una educación de calidad. Durante los últimos 30 años, los esfuerzos se han centrado en las capacidades docentes y en alcanzar la cobertura universal. Sin embargo, en los últimos 10 años la investigación aplicada ha evidenciado que los directores y equipos directivos tienen efectos directos e indirectos sobre la gestión escolar, pedagógica y de convivencia dentro de la escuela a través de su desempeño y liderazgo escolar. Es en este contexto, que se propone esta investigación con el fin de contribuir en el fortalecimiento de las capacidades de estos actores y promover un desempeño que impacte positivamente en la calidad de los aprendizajes en las escuelas Esta tesis se estructura en cinco capítulos. En el primer capítulo, se define y analiza el marco conceptual de la investigación centrado en los dos ejes de este trabajo: por un lado, conceptos de competencia, competencias profesionales; y por otro lado, liderazgo y dirección escolar, definiendo el concepto de competencias profesionales para la dirección escolar. A continuación, en el segundo capítulo, se presenta un análisis del contexto enfocado en el proceso de descentralización de la educación pública en Chile y sus efectos sobre el rol de los directivos escolares en Chile, el cual a través de su proceso de evolución ha transformado las responsabilidades de este estamento, en cuanto la gestión y la administración de los proyectos educativos definiendo un perfil del directivo escolar. Complementariamente, y en función de la gestión directiva, se realiza una conceptualización de buenas prácticas directivas como los instrumentos a través de las cuales se movilizan los elementos de competencia. En el tercer capítulo, se presenta la propuesta de modelo de competencias profesionales para la dirección escolar, como la principal aportación de esta investigación, que se sustenta sobre cuatro componentes como base científica: el enfoque holístico de competencia, el enfoque de dirección de proyectos de la International Project Management Association (IPMA), el paradigma de gestión escolar y el modelo Working with People (WWP). La propuesta considera una metodología de implementación para el desarrollo de procesos de intervención para la mejora de la gestión escolar, articulando las competencias profesionales directivas y las prácticas de gestión, como los principales componentes del modelo. En el cuarto capítulo se presenta la aplicación del modelo propuesto en un estudio de caso desarrollado en el Colegio público Kings´ School de San Bernardo (Chile), un establecimiento particular subvencionado, del área urbana de Santiago con condiciones socioeconómicas media, con un alto porcentaje de vulnerabilidad y cuyos resultados en las pruebas de evaluación nacionales evidencian una caída. La aplicación del modelo se realiza a lo largo del curso 2012-13, trabajando de forma directa con el equipo de dirección, a través de un proyecto de innovación educativa, diseñando e implementando una propuesta de intervención de la cual se sistematizan los resultados y los aprendizajes obtenidos. A partir de la investigación y los resultados obtenidos permiten concluir que el modelo propuesto puede ser considerada una herramienta estratégica de planificación e intervención para la gestión de proyectos educativos, promoviendo que a los equipos directivos contrastar su realidad con los estándares propuestos, y de esta forma poder articular las capacidades – en términos de competencias - de los recursos humanos con las prácticas directivas que buscan lograr los objetivos y resultados esperados, incidiendo positivamente en los resultados de aprendizaje y la calidad educativa. ABSTRACT The importance of education on the construction of human and social capital, has been vastly discussed, considering among other things, the correlation between investments in education, educational policies, stakeholders, and the effects they have on education quality. This is reflected on the efforts of different stakeholders, to improve educational outcomes, trying to build a more equitable society in which every individual can have access to quality education, allowing the same opportunities for personal, professional and social development. Education then becomes a cornerstone at development models - and a topic of constant discussion, especially in areas such as learning outcomes, management and school effectiveness, as core concepts to improve the construction of human capital in the society. In Chile, after a process of decentralization of education that started in the 80s, planning and management model of public education was transformed from a centralized approach to a decentralized perspective in which schools - the educational project - acquires management autonomy and becomes determinant in the quality of education outcomes. It is within the school context where teachers, principals and administrative assistants held teaching and administrative processes, and generates the conditions to develop quality education. During the past 30 years, efforts have been focused on teaching skills and achieve universal coverage. However, in the last 10 years applied research has shown that the principals and management teams have direct and indirect effects on school management, teaching and school environment through their performance and school leadership. This research is proposed within this context in order to contribute to strengthen the capacities of these actors, and promote a professional performance that will positively impact schools´ quality of learning. This thesis is divided into five chapters. The first chapter defines and analyzes the conceptual framework focused on the two main ideas of this work: first, concepts of competence, professional competence; and secondly, leadership and school management, defining the concept of professional competences for school leadership. Then, in the second chapter is developed a context analysis focused on the process of decentralization of public education in Chile, and its effects on the role of school leaders which through this process has been transformed the responsibilities on management and administration of educational projects, allowing to define a school leader’s profile. In addition, and related to principals´ management, it is proposed a conceptualization of school leadership best practices, as the instruments through which competence elements are mobilized and placed in action. Within chapter three, is presented the proposed model of professional competences for school principals, as the main contribution of this research which is based on four components as scientific basis: holistic competence approach, project management approach from the International Project management Association (IPMA), effective school management paradigm; and Working with People model (WWP). The proposal considers an implementation methodology for the development of intervention processes to improve school management, articulating professional competences and school leadership practices, as main elements of the model. Chapter four presents the implementation of the proposed model, using a case study at the Kings´ School of San Bernardo (Chile), subsidized school located at the urban area of Santiago with average socioeconomic conditions, with a high percentage of vulnerability and whose national educational assessment results show a fall. Model implementation was developed through 2012- 2013, working directly with the management team, through an innovative educational management project, designing and implementing an intervention which processes, results and lessons learned are systematized. Research and obtained results through its implementation indicates that the proposed model can be considered a strategic tool for planning and operational management for educational projects, encouraging the principals to compare their reality with the proposed standards, and thus articulate capacity - in terms of competences – in human resources with principals´ practices to achieve the objectives and expected results, impacting positively on learning outcomes and educational quality.

La actividad de muchas empresas, y en concreto las de software, está basada en proyectos. Típicamente, estas empresas tendrán un modelo de negocio orientado a productos para un mercado abierto, o un modelo de negocio orientado a consultoría para otras empresas. La empresa LeadClic Solutions se incluye en el segundo grupo. Se trata de una consultoría especializada en una tecnología emergente, Salesforce, cuya labor consiste en el desarrollo de aplicaciones cloud en esta plataforma que satisfagan las necesidades de sus clientes, desde empresas relativamente pequeñas hasta grandes empresas internacionales. Ante esta variedad de realidades, LeadClic necesita una herramienta versátil que permita una gestión eficaz de proyectos de distinta índole, integrando al mismo tiempo gestión de clientes, planificación, control de tiempo y costes, seguimiento, y gestión de recursos humanos. En la actualidad, la empresa basa esta gestión en un gran elenco de programas especializados, desatacando hojas de cálculo, herramientas de gestión de proyectos en diversos programas locales o en la nube, correo electrónico, servicios de comunicación y desarrollos personalizados en Salesforce. El objetivo de este Trabajo Fin de Grado es el diseño, implementación y validación de una herramienta en la nube, sobre la plataforma Salesforce, que integre las soluciones a todas las necesidades de la empresa. ---ABSTRACT---Many companies’ activity, in particular software companies’, is based on projects. Typically, these companies have a product for open market - oriented business model, or a B2B consultancy business model. The company LeadClic Solutions is included in the second group. It is a small consultancy, specialized in an emergent technology, Salesforce, that develops cloud applications in that platform to satisfy its clients’ needs, from small companies to big international ones. Faced with this variety of situations, LeadClic needs a versatile tool able to cope with an effective management of projects of different types, integrating at once client management, planning, time and costs control, monitoring, and human resources management. At the moment, the company bases this management on a wide range of specialized programs, such as spreadsheets, local and cloud based project management tools, emailing, communication services and Salesforce based custom developments. This Final Degree Project seeks to design, implement and validate a cloud based tool, on the Salesforce platform, to integrate the solution to all of the company’s needs into one single application.

La tecnología de la información y su utilización en las empresas ha sido y es un elemento de debate ya que las organizaciones cuentan con grandes éxitos y grandes fracasos. Gran parte de estos últimos asociados a una falta de visión estratégica integral en relación a la utilización de TI en la organización lo que ha dado lugar al área del conocimiento llamada Gobernanza de TI y a la publicación de numerosos marcos y estándares. Un campo sensible y económicamente muy importante tanto para Uruguay como a nivel mundial son las empresas medianas y pequeñas (PyMEs), las que no logran aplicar de manera efectiva los marcos y estándares, es por esta razón que el objetivo final de esta tesis es el de construir un marco que permita a las PyMEs incorporar un marco efectivo para gobernar y gestionar TI adecuadamente obteniendo el valor esperado de las inversiones realizadas. Para alcanzar este objetivo general se ha realizado un estudio de campo que permita conocer la situación de la gobernanza y la gestión de TI en PyMEs del Uruguay; a partir de este estudio se pudo analizar cuáles son los factores más significativos que no permiten la correcta aplicación de buenas prácticas de gobernanza de TI en éstas empresas. Los resultados encontrados llevaron a la construcción de un marco de gobernanza de TI con foco en PyMEs, a la definición de un modelo de madurez asociado al marco y a una guía de implantación. En el marco de gobernanza propuesto, compatible con el estándar ISO/IEC 38500:2008, se han fortalecido los procesos que, por las características propias de las PyMEs presentan debilidades estructurales y se han reducido o eliminado aquellos que por las mismas razones no son aplicables a este tipo de organización. Finalmente se validaron los resultados en un entorno empresarial definiendo un estudio de caso. Los resultados obtenidos con una mejora porcentual consolidada del 46% en el conjunto de indicadores definidos llevan a considerar que la aplicación del marco fue exitosa. Por ser un estudio de caso único, los resultados no deben ser generalizados y una oportunidad de trabajo futuro es replicar el mismo estudio en otras empresas. ABSTRACT Information technology (IT) and its use in the enterprise context is a discussion element because organizations have numerous successes and failures using it. Most of the IT failed projects have a lack of integral strategic vision in relation with IT use in the organization. This fact has resulted in the IT Governance (ITG) area of knowledge. A large number of standards and frameworks have been published in relation with it. Small and medium enterprises (SMEs) are an important and sensible field in all economies around the world, particularly in Uruguay, an underdeveloped country of South America. Commonly, SMEs cannot apply successfully ITG frameworks because of the intrinsic complexity or because a lack of knowledge and culture respect this field, so the objective of this thesis is build a framework that allows SMEs to incorporate an effective framework to govern and manage IT properly, helping enterprises get the expected value of its IT investments. In a first place, has been conducted a field study to know the quality of actual practices relatively to the ITG and IG management in Uruguayan SMEs. With the obtained results in the study we can make a diagnostic of the most significant factors that prevent the proper application of good IT governance practices in these companies. The obtained results were the inputs to the definition of a IT governance framework with focus in SMEs, a maturity model associated with it and a implementation guide. The proposed framework is ISO/IEC 38500 standard compatible always with an SME vision so, sensible and weak processes have been strengthened and other ones have been eliminated because have no application in these type of organization. Finally the results were validated in a business environment by defining a case study. The results obtained with a consolidated percentage improvement of 46% in the defined set of indicators suggest that the implementation of the framework was successful. As a single case study, the results should not be generalized and an opportunity for future work is to replicate the same study in other companies.

In an environment where there is no communication between different social levels and which is suffering an increasing demand in agricultural production, agribusiness and quality, trade, as a regulator of the supply and demand, has a strong impact on the economic and environmental areas as well as on the farmers quality of life. This entails the need to find a sustainable and fair balance between the different parties (farmers and traders). This paper seeks to find this balance through the integration of trade with prosperity, understood not from a purely economic point of view, but as an improvement in life quality. This proposal is framed within Working With People (WWP) as the main conceptual base for achieving concrete actions that will promote a rapprochement between the parties that will lead to the sector?s sustainable resilience. This will be achieved through a exhaustive review of scientific literature in order to analyze and develop the state of the art of the concepts involved. The result is a conceptual proposal presented from the three dimensions of the WWP model: technical-entrepeneurial, ethical-social, political-contextual"
Communication Project for development: 25 years of experience in andean rural communities in Ecuador

IThis paper analyses communication for development from a new perspective: the project in its broader and most genuine sense, as an instrument for changing current reality. This is examined from both its theoretical and practical implementation side. Knowledge/action binomial as a two-way relationship is one of the basis of the project cycle. It allows for better knowing the reality that the project itself (what constitutes the action) is intended to improve. Besides that, this knowledge/action binomial also offers new knowledge that nourishes future actions (projects). From a project based communication perspective, the project nourishes the knowledge, which leads to a transformative action. Reflecting about the action is a new knowledge source whose adoption by the community is eased by the communication process. Radio Mensaje project among the indigenous Andean communities in Cayambe (Ecuador) was born and also developed within this approach, supporting the collaborative participation in project management. This leads to the development process which is described in this case study.
