The Steering Committee recognizes that the Departments may need to implement reviews necessary to address specific Federal requirements and that while consolidated reporting should be used when possible, the review and reporting processes should facilitate the ability to garner Federal funding. However, the analysis thus far confirms the need for change and a significant potential to reduce redundant monitoring and reporting. At the end of this Executive Summary, there is a summary presentation, including a timeline and progress indicators, that gives more details on these recommendations.

This report presents the findings and recommendations of the Work Group; it evaluates the Division of Developmental Disabilities' CILA rate model in terms of the sufficiency of nursing services included in the model, as well as the competitiveness of the wage levels assumed by the model for nurses working in the CILAs. In accordance with Resolution 514, the report is the product of the Working Group's discussions and requests for information and has been facilitated by the Department of Human Services, Division of Developmental Disabilities. As such, the report does not represent the recommendations of the Department of Human Services, nor can the Department of Human Services make any commitment to implement any of the report recommendations or commit funding without executive and legislative direction and a funding appropriation. However, the recommendations of the Work Group are consistent with the nursing services structures of the CILA rate-model and would enhance nursing services reimbursement in CILA, if adopted.

"Public Act 89-530 requires the Illinois Dept. on Aging to report annually to the General Assembly regarding its efforts to implement a Community Based Residential Facilities Demonstration Project (CBRFDP). The goal of the project is to reduce Medicaid expenditures for long-term care by allowing individuals to remain in a community setting, rather than reside in a nursing facility, thus reducing the dependency upon Medicaid."

Understanding the health, economic and social costs of a growing obesity epidemic to Illinois and its citizens, the Illinois General Assembly passed the Obesity Prevention Initiative Act (PA 96-0155) in the spring of 2009. In accordance with the act, the Illinois Department of Public Health convened public hearings in Chicago, Springfield and Carbondale to: Illuminate the social and human costs of obesity and to highlight existing state and community level initiatives. Identify existing plans and opportunities for action and expansion of initiatives. Inform policymakers and the public about effective solutions to the problem. Identify and engage stakeholders to promote action to reduce obesity, to improve nutrition and to increase physical activity.

Six mandates were identified by the Committee as high-impact and worthy of the General Assembly's immediate attention. These recommendations include the elimination or modification of three mandates that would result in an estimated $55.1 million in annual savings for public universities. The other three recommendations, if implemented, will provide long-term indirect savings by reducing administrative work and promoting efficiencies at public universities. Two additional mandates are included in this report as areas of concern. The Committee asks the General Assembly to also review these two concerns during the upcoming fiscal year.

A report by the Illinois Dept. of Public Health to the Illinois General Assembly about the development and implementation of a program prepared in response to Public Act 91-0515 which calls for the IDPH to create an asthma information program whose actions will be coordinated with those of state and community-based agencies involved with asthma and that would subsequently form the Illinois Asthma Task Force and target population groups in Illinois that are at high risk for asthma.

A sexual assault nurse examiner (SANE) is a registered nurse (R.N.) who has advanced education in conducting medical and forensic examinations of patients who are sexually victimized. SANE programs consist of SANEs as well as other professionals from community agencies that respond to sex crimes such as police departments, state's attorney's officers, and victim service agencies. Together these professionals work to achieve two primary objectives: 1) improve treatment of sexually assaulted victims who are admitted to hospital emergency departments; and 2) improve the quality of evidence collection and presentation to increase successful prosecution outcomes.
