Such restructuring shall encompass the provision of housing, health, financial and supportive older adult services. It is envisioned that this restructuring will promote the development, availability, and accessibility of a comprehensive, affordable, and sustainable service delivery system that places a high priority on home-based and community-based services. The Steering Committee recognizes that the Departments may need to implement reviews necessary to address specific Federal requirements and that while consolidated reporting should be used when possible, the review and reporting processes should facilitate the ability to garner Federal funding. However, the analysis thus far confirms the need for change and a significant potential to reduce redundant monitoring and reporting. At the end of this Executive Summary, there is a summary presentation, including a timeline and progress indicators, that gives more details on these recommendations.

Community Based Residential Facilities Demonstration Project.

"Public Act 89-530 requires the Illinois Dept. on Aging to report annually to the General Assembly regarding its efforts to implement a Community Based Residential Facilities Demonstration Project (CBRFDP). The goal of the project is to reduce Medicaid expenditures for long-term care by allowing individuals to remain in a community setting, rather than reside in a nursing facility, thus reducing the dependency upon Medicaid."
