This manual has been designed for use at the elementary school level in classrooms where instruction dealing with municipal solid waste (MSW) and the 4Rs - reduce, reuse, recycle, and re-buy - is felt important. What separates this document from many others is the methodology as well as the scope and the sequence found here. The methodology focuses on issue investigation and the skills associated with it. The investigation skills methodology employs a broad, more generalizable approach to the process of issue investigation. The intent of this methodology is to develop in students the skills involved in issue investigation, evaluation, and resolution: capabilities which can be used throughout their lives as citizens.

State government purchases a wide array of goods and services, ranging from office supplies to motor vehicles to energy. While purchasing officials are working to get the maximum value out of each dollar they spend, products with reduced environmental impacts are becoming increasingly available in the marketplace to help state agencies meet the challenge of operating more efficiently. Known as environmentally preferable or "green," these products can save energy and water, reduce waste generation and improve the workplace environment. ... This report provides recommendations on steps Illinois state government can take to expand the purchase of products that have a reduced impact on human health and the environment, while maintaining fiscal responsibility. The report was prepared by the Interagency Working Group on Environmentally Preferable Purchasing, which was created by Governor Rod Blagojevich in response to House Resolution 797. The Working Group included representatives of the Capital Development Board; Department of Central Management Services; Department of Natural Resources, Department of Commerce and Economic Opportunity; Environmental Protection Agency; and Governor's Office of Management and Budget.

Election judges serve a vital role in protecting the rights of voters. They are responsible for ensuring that the electoral process is administered fairly and in accordance with federal and state election laws. This manual of instructions has been prepared by the State Board of Elections to assist the election judges with the administration of their duties in accordance with Illinois statutes. The instructions in this manual describe the statutory responsibilities of election judges and their duties on Election Day. ... Included in this manual are step-by-step instructions which describe in detail the procedures to be followed before the polls open, during voting hours, and after the polls close....In addition, this manual reflects the many changes brought about by the Help America Vote Act of 2002 and Senate Bill 428, PA 0574. These changes include provisional voting, eligbility requirements for serving as a pollwatcher, campaign free zones and other processes encountered on Election Day.
