The Open Space Lands Acquisition and Development (OSLAD) grant program (525 ILCS 35/1 et. seq.), administered by the Illinois Dept. of Natural Resources, was enacted in FY86 to assist eligible local government agencies in the acquisition and/or development of lands for public outdoor recreation and resource preservation purposes.

The Balanced Growth Cabinet was extablished to investigate new solutions to problems facing Illinois communities and to ensure that existing programs that effect growth are implemented effectively. One of the purposes of the Cabinet is to promote the "Illinois Tomorrow" initiative which pulls together a variety of state programs under a common focus: to encourage the creation, expansion, and restoration of livable communities in Illinois. It also promotes voluntary state/local partnerships and focuses on state programs that invest in existing communities. The Cabinate is charged with evaluating these programs to ensure that they are being used effectively. In addition, the Cabinet makes recommendations to the Governor for additional programs and policies that will promote balanced growth and effective planning strategies in Illinois.

The Energy Conservation Act (20 ILCS 1115) was signed into law in September 1979. The law requires that the Department provide technical assistance in the development of thermal efficiency standards and lighting efficiency standards to units of local government, upon request by such unit. The law also states that the Department shall provide technical assistance in the development of a program for energy efficiency in procurement to units of local government, upon request by such unit. The Technical Assistance Programs provided under the law are supported by funds provided to the State pursuant to federal acts that provide funds for energy conservation efforts through the use of building codes.
