Re-habitar um bairro do Estado Novo

Dissertação para obtenção do grau de Mestre em Arquitectura, apresentada na Universidade de Lisboa - Faculdade de Arquitetura.

Partindo do reconhecimento do papel da reabilitação de património para o desenho urbano das cidades e acreditando que a cidade vive da riqueza morfológica e social que lhe é conferida pela diversidade do edificado e das suas populações, neste Trabalho Final de Mestrado propõe-se a requalificação urbana e habitacional do Bairro Municipal de Viseu. Devido ao êxodo rural que se verificou em Portugal nos anos 20 e 30 do século XIX, houve uma enorme necessidade de edificação de habitação social para famílias pobres. As primeiras medidas foram tomadas no início da República, mas foi no decorrer do Estado Novo que foi dada resposta a esta urgência social com a construção de habitação digna, procurando-se solucionar a falta de salubridade e sobrelotação das casas. O modelo habitacional defendido pelo regime vigente para os Bairros que edificava era o da casa individual, implementando em alguns desses bairros a ideologia do modelo da cidade-jardim. Contudo, os planos inicialmente implementados não surtiram o resultado expectável, surgindo em 1945 o Programa de Casas para Famílias Pobres. O bairro municipal em análise foi edificado no âmbito desse programa. O presente trabalho procura analisar a forma como a habitação evoluiu ao longo do tempo, nomeadamente o conceito de habitação social e em que contexto social e urbano foi edificado o Bairro Municipal de Viseu. Paralelamente tenta-se compreender a que modelo arquitectónico correspondem as habitações do bairro, como evoluíram, de que forma foi feita a ocupação do espaço e como este funciona social, demográfica, urbana e habitacionalmente, para que fosse possível operar e dar respostas às necessidades contemporâneas a todos os níveis. A investigação procura operar sobre o território com o intuito de o dinamizar e o tornar parte integrante da cidade, sem esquecer a necessidade de se esboçar um projecto que seja também participativo.

ABSTRACT: Based on the recognition of the role of heritage rehabilitation for urban design of cities and believing that the city lives off the morphological wealth conferred on it by the diversity of the building, on this thesis is proposed the urban and housing rehabilitation of the Municipal District of Viseu. Due to the rural exodus that took place in Portugal in the 20s and 30s of the nineteenth century, there was a huge need for social housing construction to help poor families. The first steps to achieve this goal were taken at the beginning of the Portuguese First Republic, but it was during the so called “New State” (Estado Novo) that an answer to this social emergency was given through a construction of a decent housing, seeking to solve the lack of sanitation and the overcrowding of houses. The housing model advocated by the regime at that time to the edified neighborhoods was the detached house, implementing on these neighborhoods the ideologies of the “garden-city” model. To the extent that the implemented plans didn’t produced the expected result, in 1945 the “Houses Program for Poor Families” emerges. The neighborhood proposed to be studied was built under that program. This study proposes to analyze how housing evolved over time, how the concept of social housing comes up, and in what social and urban context was the Municipal District of Viseu edified. Moreover, it’s necessary to understand to which architectural model do the neighborhood housings correspond, how they evolved, how was the use of space made and how the space works in a social, demographic, urban and housing way, to be able to operate and to respond to contemporary needs at all levels. The investigation seeks to operate on the territory in order to both make it more dynamic and becoming part of the city, bearing in mind that the whole process was meant to be participatory.
