On August 21, 2000, the Illinois Health Facilities Planning Act, which authorized the state's certificate of need (CON) program, was amended to require that the Health Facilities Planning Board annually obtain certain information from health care facilities concerning capital expenditures. The statue required facilities to provide total annual capital expenditures; a description of any capital expenditures in excess of two hundred thousand dollars; the certificate of need project number associated with the capital expenditures (if applicable); and data concerning how the expenditures were financed.
