"The Illinois First Program was established by the Governor of Illinois and funded by the General Assembly in Fiscal Year 2000. Funding from this program was approved for a number of projects which were allocated to the Illinois Department of Natural Resources, Office of Water Resources. The Office of Water Resources is administering a number of these projects under the authorities granted in the Flood Control Act of 1945 (615 ILCS 15), and one of the requirements of the Act is that a report be filed with the Illinois General Assembly describing the projects being undertaken.
