Participación ciudadana y reforma del estado

Este trabajo responde al propósito de reflexionar acerca del verdadero sentido de la participación ciudadana en la gestión de «lo público»; de las formas y modos que toma la intervención activa de los ciudadanos en los asuntos de interés general; de los obstáculos que se oponen a la participación y de los beneficios y riesgos que de ella derivan. Pretendemos también, analizar los procesos de reforma del Estado encarados por nuestro país desde 1989, para detectar qué espacios de intervención han sido reconocidos a nuestros ciudadanos, mediante qué mecanismos y resortes se asegura la participación, qué se ha hecho y qué falta por hacer. Abordamos el tema de la participación ciudadana o social como asignatura pendiente de la reforma del Estado, en tanto creemos que los procesos de reforma encarados a nivel nacional, provincial y municipal -con diferencia de matices- adolecen de la misma falla: asegurar una mayor y más efectiva intervención de la ciudadanía en la toma de decisiones y control de la gestión pública.

This work responds to the intention to reflect about the true sense of the citizen participation in the management publishes; of the forms and ways that the active intervention takes from the citizens in the subjects of general interest; of the obstacles that are against to the participation and of the benefits and risks that of her derive. We also try, to analyze the processes of reform of the State faced by our country from 1989, to detect what intervention spaces have been recognized our citizens, by means of what mechanisms and means the participation makes sure, what has become and what it lacks to do. We approached the subject of the citizen or social participation like pending subjet of the reform of the State, in as much we think that the processes of reform in the different levels -with difference of shades- they suffer from the same fault: to assure a greater and more effective intervention the citizenship in the decision making and control of the public management.
