Gestão ambiental e planejamento urbano em Abaetetuba: uma análise a partir das concepções e ações do poder público local

O presente trabalho discutirá a gestão ambiental e o planejamento urbano enquanto instrumentos da política pública municipal, através das concepções e ações que envolvem os órgãos e agentes sociais na dinâmica sócio-ambiental no espaço urbano de Abaetetuba. Analisando as atuações da administração municipal no que concernem as atividades desenvolvidas pela SESMAB e SEMOB, no período de 2004-2006, tentará esclarecer as visíveis e inegáveis contradições na paisagem urbana do Município, principalmente no que tange a qualidade do meio ambiente (o qual implica na qualidade de vida das pessoas) e a ausência de mecanismos mais específicos para desenvolver a proteção do meio ambiente e a inclusão social nos fóruns de decisão. Considerando o enorme potencial legislativo e jurídico brasileiro, esta pesquisa vai tentar mostrar que a falta de mobilidade político-administrativa municipal, mesmo com o recém criado Plano Diretor Municipal (Out./2006) ainda compromete os padrões ambientais urbanos, devido, entre outros, a desarticulação entre as secretarias municipais, o caráter físico-territorial das políticas urbanas e o centralismo do investimento público em áreas já servidas de infra-estrutura.

ABSTRACT: The present work will argue the ambient management and the urban planning while instruments of the municipal public politics, through the conceptions and actions that involve the social agencies and agents in the partner-ambient dynamics in the urban space of Abaetetuba. Analyzing the performances of the municipal administration in what they concern the activities developed for the SESMAB and SEMOB, in the period of 2004-2006, it will try to mainly clarify the visible and undeniable contradictions in the urban landscape of the City, in what it refers to the quality of the environment (which implies in the quality of life of the people) and the absence of more specific mechanisms to develop the protection of the environment and the social inclusion in fóruns of decision. Considering the enormous legislative potential and legal Brazilian, this research goes to try to show that the lack of municipal politician-administrative mobility, exactly to just created Municipal Managing Plan (Out. /2006) still compromises the urban ambient standards, had, among others, the disarticulation between the city departments, the physicist-territorial character of the urban politics and the centralism of the public investment in served infrastructure areas already.
