Semulher: trajetórias da institucionalização das políticas para mulheres em Maringá - PR

As políticas sociais brasileiras direcionadas às mulheres são resultado de décadas de lutas dos movimentos feministas e de mulheres. O processo de institucionalização destas políticas teve início em meados da década de 1980 com o surgimento dos primeiros Conselhos de Direito e com a criação das primeiras Delegacias da Mulher. Os órgãos municipais de políticas para mulheres difundiram-se no início deste século, ganhando proporção e notoriedade com a criação, em nível federal, da Secretaria Especial de Políticas para as Mulheres, em 2002, e com a Lei Maria da Penha (Lei 11.340/2006), em 2006. Nesta pesquisa analisamos a trajetória de implantação da Assessoria Municipal da Mulher (2001) e da Secretaria Municipal da Mulher (2005), ambas de Maringá-PR, através da aplicação de entrevistas semiestruturadas com as agentes destas instituições. A partir do levantamento bibliográfico sobre políticas para mulheres, notamos que estas partilham de discursos influenciados pela(s) teoria(s) feminista(s), e com o trabalho de campo, percebemos que as agentes dos órgãos municipais de políticas para mulheres de Maringá apresentam em suas falas traços deste(s) discurso(s), porém, os ressignificam em suas práticas cotidianas

The Brazilian social policies aimed to women are the result of decades of struggles of feminist and women movements. The institutionalization process of these policies began in mid the 1980s with the advent of the earliest Councils of Law and the establishment of the first Woman's Police Stations. The municipal agencies of policies to women disseminate in earlier this century, gaining proportion and prominence with the creation, at federal level, the Special Secretariat of Policies to Women, in 2002, and with Maria da Penha Law (11.340/2006 law), in 2006. We analyzed in this research the implantation of Municipal Advisement of Woman (2001) and the Municipal Secretariat of Woman (2005), both in Maringá-PR, through the application of semi-structured interviews with the agents of these institutions. From the literature about policies to women, we note that they share of discourses influenced by feminist theories, and with fieldwork, we understood that the agents of municipal agencies of policies to women of Maringá show in their speeches
