UCCLA : pioneirismo e crise de identidade

A UCCLA teve um papel pioneiro no estabelecimento de laços entre instituições políticas dos países de língua oficial portuguesa, tendo surgido uma década antes da constituição da CPLP. Conhecer esta associação intermunicipal, a sua estrutura e os seus fins, e perceber como ela evoluiu desde a sua criação há vinte e quatro anos e como tem prosseguido os objetivos a que se propôs é o que se pretende com o presente ensaio.

The UCCLA has had a pioneering role in establishing bonds between political institutions from the Portuguese speaking countries, having arisen a full decade before the constitution of the CPLP. What is intended with this paper is to know this intermunicipal association, its structure and its ends, and to understand its evolution since it was created twenty four years ago, and how it has pursued its goals.
