Tilaus-toimitusketjun toimivuus kiinteistö- ja aluepalveluissa kaupunkikonsernin näkökulmasta

Imatralla tilaaja-tuottaja-malliin liittyvä nykyinen sopimusohjausmalli otettiin käyttöön teknisellä toimialalla marraskuussa 2014, jolloin kiinteistö- ja aluepalveluiden tuottamiseen perustettiin oma yhtiö. Tilaaminen ja tuottaminen muodostaa tilaus-toimitusketjun. Tämän työn tarkoituksena oli saada tietoa nykyisen kiinteistö- ja aluepalveluiden tilaus-toimitusketjun toimivuudesta sekä vahvuuksista ja puutteista. Työn teoriaosassa perehdyttiin strategiaprosessiin kunnissa, tilaaja-tuottaja-toimintatapaan sekä yhtiöittämiseen ja tuloksellisuuteen. Käytännön tietoa tilaus-toimitusketjusta saatiin strukturoidulla haastattelulla. Haastattelu jaettiin strategiseen, sopimusohjaustasoon sekä operatiiviseen tasoon. Haastateltavina oli toimitusketjun eri osapuolia. Työn tuloksena voidaan todeta, että strategian täytäntöönpanossa on vielä tekemistä, etenkin operatiivisella puolella. Sopimusohjausmalliin oltiin tyytyväisiä vaikka myös siitä löytyi vielä kehitettävää. Operatiivisella tasolla toiminnan tehokkuus on noussut verrattuna entiseen malliin, tehokkuutta voidaan kuitenkin vielä monin keinoin nostaa. Yleisesti nähtiin, että koko tilaus-toimitusketjun toiminta on tehostunut ja selkiytynyt.

The current model of contract-based guidance related to orderer-producer model was introduced on a technical sector of Imatra town in November 2014 when the real estate and the production of regional services established its own company. Ordering and producing forms the supply chain. The purpose of this study was to get information about the operability and strengths and weaknesses of this supply chain. In theory was got acquainted with strategy processes in different towns and cities, orderer-producer model, incorporation and productiveness. Practical information about supply chain was collected with structured interviews. The parts of interviews were made in strategic, contract and operative levels. The interviewees were different parties of working-supply chain. As a result of the study can be concluded that there is something to do in the implementation of the strategy, particularly on the operational level. The contract model was satisfying although there was found still to be improved. At the operational level the efficiency of operations has risen compared to the former model, however, the efficiency can still be improved with a variety of means. Generally was seen that the whole chain order-deliver has been enhanced and clarified.
