Eurooppalaisen opintosuoritusten siirtojärjestelmän (ECVET) kehittämistarpeet Euroopassa

Työssä tutkitaan toisen asteen ammatillisen koulutuksen Eurooppalaista opinto-suoritusten siirtojärjestelmää ECVET:iä. Päätavoitteena on löytää suurimmat jär-jestelmän kehityskohteet ja keinot siihen koko Euroopan tasolla. Kehityskohteet selvitetään asiantuntijoiden lähettämien kyselylomakkeiden perusteella sekä ana-lysoidaan keinot kehittää järjestelmää eteenpäin tulevaisuudessa. Suurimpia on-gelmia ovat maiden erilaiset lähtökohdat lähteä kehittämään ECVET:iä, koska jokaisella maalla on erilaiset ammattikoulutusjärjestelmät, tavat arvioida ja tun-nustaa oppimista. Tarvitaan yhtenäinen näkemys ja työkalut arvioida oppimista. Jokaisen maan tulisi myös ymmärtää ja kehittää Euroopan tutkintojen viitekehyk-set (EQF) samalle tasolle jotta ne olisivat vertailukelpoisia keskenään.

This paper examines the secondary vocational education in European credit trans-fer system ECVET. The aim is to find the greatest problems and the means for development for the system in the whole Europe. Development targets are unrav-eled by experts’ sent enquiries and analyzed on the basis of the means to develop the system further in the future. The main problems are the countries' different starting points to develop ECVET, because each country has different training systems, ways to assess and recognize learning. There is need for a coherent vision and the tools to assess learning. Each country should understand and develop the European Qualifications Framework (EQF) to the same level so that they are comparable.
