Tarkastelumallin kehittäminen hulevesien hallinnalle ilmastonmuutosolosuhteissa Suomessa, Case Imatra

Tulevaisuudessa ilmastonmuutos ja kaupungistuminen vaikuttavat monin eri tavoin hulevesienhallintaan. Useiden ennusteiden mukaan rankkasateet lisääntyvät huomattavassa määrin seuraavien sadan vuoden aikana. Ilmastonmuutos yhdistettynä maankäytön tehostumiseen lisää rankkasateiden aiheuttamia tulvia. Hulevesien hallintaan liittyvät haasteet lisääntyvät tulevaisuudessa. Suomessa ylimääräisen haasteen tuovat talviolosuhteet, joiden merkitys onnistuneessa hulevesien hallinnan suunnittelussa on huomioitava. Ilmastonmuutoksen tuomiin haasteisiin vastaaminen edellyttää monien eri asiantuntijoiden, kuten maankäytönsuunnittelun, kaavoituksen, teknisen toimen ja pelastuslaitoksen yhteistyötä. Näiden ajatusten pohjalta diplomityössä kehitettiin toimintamalli ja -kaavio, joita voidaan hyödyntää kaupunkien ja kuntien hulevesien käsittelyn suunnittelussa. Toimintamalli kehittely pohjautuu osittain Hämeenlinnan hulevesistrategiaan. Diplomityössä selvitettiin myös kolmen erilaisen taajaman hulevesien hallintaa Imatran kaupungissa. Tarkastelussa selvitettiin kyseisten alueiden nykyinen hulevesien käsittely ja sen ongelmakohdat. Näiden pohjalta mietittiin kullekin valuma-alueelle sopiva luonnonmukainen käsittelymenetelmä. Työn yhtenä tavoitteena on luoda hulevesistrategia Imatralle.

In the future effects of climate change and urbanization influence in many different ways on storm water control. In according to several forecasts, precipitation of storm waters will increase significantly during the next hundred years. The effects of climate change combined to urbanization will increase the flood risk of urban areas. It is expected storm water challenges will increase in the future. In Finland, winter conditions will bring additional challenge. This demands co-operation between many different experts, as planning andusing of land, infrastructure and rescue official units, to response to all these challenges. The thesis was made on the basis of these ideas model of framework and scheme was developed, which can be used in urban area and municipal storm water treatment planning. The storm water strategy of Hämeenlinna town gave some background ideas to this study. In this thesis three different types of urban storm water management was examined in the town of Imatra. The review studied the current storm water treatments and problems in those areas. Based on these, a suitable treatment for each of those areas is presented. The aim of this study is doing strategy of storm water in Imatra town.
