YmpäristöjärjesteImän kehittäminen kouluissa

Ympäristöasioiden hallintajärjestelmät perustuvat kestävään kehitykseen. Peruslähtökohta ympäristöjärjestelmän käyttöönottoon on joko ideologiassa tai puhtaasti myynnin edistämisessä. Tässä diplomityössä lähestytään ympäristöjärjestelmää ensin yritysten näkökulmasta ja sen jälkeen koulujen ja oppilaitosten näkökulmista. Työn tavoitteina on vastata kysymykseen kuinka kehittää koulujen käyttämää Vihreä lippu ympäristöjärjestelmää entistä paremmaksi, sekä kuinka helpottaa Vihreä lippu ympäristöjärjestelmän käyttöönottoa kouluissa. Tämä tutkimus perustuu ympäristöministeriön rahoittamaan hankkeeseen "Kokemuksia Vihreä lippu ympäristöjärjestelmän käytöstä kouluissa". Hanke toteutettiin syksyn 2008 ja kevään 2009 aikana. Hankkeen tiedot kerättiin sekä kyselyiden että haastattelujen avulla. Tutkimus on luonteeltaan kvantitatiivinen, mutta siinä on myös kvalitatiivisen tutkimuksen elementtejä. Tutkimusmenetelmien yhdistäminen tässä tutkimuksessa lisää selvästi tutkimuksen validiutta. Tutkimuksen johtopaatokset näyttävät, että aivan "kivutta" ympäristöjärjestelmä ei synny kouluihin. Asiaa helpottaa suuresti, jos koulun johtoporras sitoutuu näyttävästi ympäristöjärjestelmään. Johdon sitoutuminen ympäristöjärjestelmään sitouttaa kaikki muut. Käyttöönottoa auttaa myös, jos ympäristöjärjestelmää käytetään johdon työkaluna. Lisaksi koulujen kannattaa olla avoimia kaikille sidosryhmille ja ottaa heitä reippaasti mukaan koulujen normaaliin arkeen. Myös koulujen ulkoinen ja sisäinen viestintä kannattaa ottaa suurennuslasin alle.

The environmental management systems are based on sustainable development. The basic starting point to introducing an environmental management system is either ideological or connected to sales promotion. In this Master's Thesis the environmental management system is approached, firstly, from the company point of view and, secondly, from the points of views of schools and colleges. The aims of this thesis are to answer the question how to develop the Green Flag environmental management system used by schools and colleges to make it better than before and how to facilitate the introduction of the Green Flag system at schools and colleges. This study is based on the venture "Experiences of the Use of Green Flag Environmental Management System at Schools" financed by the Ministry of the Environment. The venture was implemented during autumn 2008 and spring 2009. The data of the venture were collected through questionnaires and interviews. The study is quantitative in nature, but it also bears elements of qualitative study. Combining the methods in this study clearly in-creases the validity of the study. The conclusions of the study show that the process of introducing an environmental management system at schools and colleges is not completely "painless". The issue is facilitated greatly, if the management of the the school or college keeps a high profile in its commitment to the environmental management system. A committed management commits all the others. Introduction of the environmental management system is made easier if the system is used as a tool for the management. Furthermore, it is advantageous to the schools and colleges to be open for all interest groups and involve them actively in the normal everyday life. Also the internal and external communication at the schools and colleges should be put under a magnifying glass.
