Palveluiden hankintaprosessin tehostaminen

Tämän pro gradu- tutkielman tavoitteena on löytää keinoja Yleisradio Oy:n palveluiden hankintaprosessiin tehostamiseen. Tarkastelussa huomioitiin hankintojen nykytila ja sen sisältämät ongelmat. Isona osana analysointia oli julkisten hankintojen sääntöjen ja säännösten peilaaminen hankintaprosessiin. Tutkimuksessa hyödynnetään kvalitatiivista tutkimusmenetelmää sekä case – tutkimusta. Tutkielman teoriaosa luo pohjan empiirisen osan analysoinnille, jossa nostetaan esiin julkisen hankinnan sääntöjen noudattamisen haasteet hankintaprosessissa. Tutkimuksessa ilmeni, että palveluiden hankinnan tehostaminen vaatii kaikilta sidosryhmiltä panostusta jokaiseen prosessin vaiheeseen. Tulevaisuudessa menestyksekkääseen palveluiden hankintaan tarvitaan selkeät pelisäännöt, joiden toteutumisessa jokaisella on vastuu

The purpose of this study is to find out the means to make procurement of services more efficient. In the assessment of the procurement process the current state of the company’s procurement and its problems where observed. A big part of the analyzation was reflecting the rules and regulations of the public procurement to the procurement process. Qualitative research method and case study are used in this study. The theoretical part lays the groundwork for the analyzation of the empirical study where the challenges of the public procurement regulations are taken into account. The results of the study indicate that aiming towards more effective procurement requires everybody’s input to each phase of the process. In the future in order to success into the service procurement field, it is important to lay some ground rules and clear instructions which are obliged to each and everyone to follow.
