Tiedon tuottaminen ja vaikuttaminen: prosessi ja liitynnät tietolähteisiin

Diplomityön tavoitteena on helpottaa Energiamarkkinaviraston tietomassojen käsittelyä ja tehostaa organisaatiotiedon hallintaa. Keskeisin tavoite on määritellä ja kuvata viraston tiedon tuottamis- ja vaikuttamisprosessi sekä sen liitynnät sisäisiin ja ulkoisiin tietolähteisiin. Työssä perehdytään organisaatiotiedon nykytilanteeseen, tiedon tuottamiseen ja vaikuttamiseen sekä ehdotetaan useita keinoja olemassa olevan tietomassan tehokkaampaan hyödyntämiseen. Työssä analysoidaan millaista tietoa virastossa tarvitaan, missä tieto on saatavilla ajantasaisena sekä luotettavana ja mihin hankittua tietoa loppujen lopuksi käytetään. Nykytilanteen selvittämisen lisäksi työssa ehdotetaan keinoja, joiden avulla organisaatiotieto saadaan nostettua nykyiseltä, pääosin operatiiviselta tasolta vähintään täysin taktiselle tai jopa osin strategiselle tasolle. Lisaksi työssä selvitetään kuinka virasto pystyy hankkimaan tietoa uudenlaiseen tietotarpeeseen. Työn keskeisimmät tulokset ovat diplomityössä esille nostetut kehityskohteet liittyen tietolähteiden hyödyntämiseen, internetsivuston uudistamiseen, uusien analyysien tuottamiseen, tärkeiden ohjeistusten tekemiseen ja prosessien suunnitteluun sekä automatisointiin. Näihin voidaan puuttua prosessikeskeisen ajattelutavan ja proaktiivisuuden lisäämisellä.

The main object of this thesis is to facilitate the handling of the organizational information and improve the data management of Energy Market Authority. The aim is to define and represent the process of producing and influencing information, and its interfaces to internal and external information resources. The thesis examines the present state of organizational information, the process of producing and influencing information and recommends several ways for the utilization of the existing information more effectively. The aim is to analyse various requirements of organizational information, the places where such information is stored in a reliable and updated form and for what purpose it will be the finally used. Besides the analysis of the present situation, the thesis also suggests ways to raise organizational information from the operational state to a completely tactical level or even mainly to a strategic level. In addition, the thesis defines how the organization can fulfil their new needs of additional information requirements. The main results of this thesis deal with the development target concerning the information management, information resources and internet pages. It also produces new analysis and gives important instructions for the further planning and automation of processes. These will be achieved through the adoption of process management thinking and the increase of proactivity.
