Seisokkien aiheuttamat kustannukset ja tulonmenetykset ongelma- ja yhdyskuntajätteen termisessä käsittelyssä

Tämän opinnäytetyön tarkoituksena oli selvittää seisokkitunnista aiheutuvat kustannukset ja tulonmenetykset eri polttolinjoille ja niiden kombinaatioille Ekokem Oy Ab:n jätteenpolttolaitoksessa. Työ suoritettiin tarkastelemalla prosessitietokantaan tallentunutta tietoa sekä keräämällä tietoa haastatteluilla. Jätetulon menetyksen määrittelytavalla oli keskeinen vaikutus tulonmenetysten muodostumiseen. Muita kustannuksiin ja tulonmenetyksiin vaikuttavia tekijöitä olivat vuodenaika, seisokin pituus ja energiantoimituksen sopimukset. Kaikissa seisokeissa ei välttämättä aiheudu välitöntä jätetulon menetystä, mutta käsittelemättä jäävän jätteen voidaan silti nähdä aiheuttavan tilapäisvarastoinnin tarvetta, josta aiheutuu kustannuksia. Tämän vuoksi eri polttolinjojen jätetulon menetys laskettiin kahdella tavalla olettaen ensin kaiken polttamatta jäävän jätteen aiheuttavan jätetulon menetystä sekä siten, että jätetulon menetys ja mahdollisesta varastoinnista aiheutuvat kustannukset arvioitiin kokemusperäisesti. Jätetulon todellisten menetysten määräytyminen voi tapahtua kummalla tavalla hyvänsä riippuen seisokkihetkellä vallitsevista olosuhteista. Kustannukset ja tulonmenetykset laskettiin kolmelle eripituiselle ajanjaksolle ja jaettiin tuntihinnoiksi. Työssä käsitellyille eri seisokkitilanteille saatiin 131 eri tuntihintaa kun muuttujia vaihdeltiin. Suurimmat kustannukset ja tulonmenetykset muodostuivat jätevoimalan seisokista lämmityskaudella. Tämä johtui siitä, että jätevoimalassa poltettavaa yhdyskuntajätettä ei pystytä varastoimaan toisin kuin ongelmajätteitä. Jätevoimalan seisokkitunti voi lämmityskaudella maksaa enimmillään 2600 €/h, josta menetetyn jätetulon osuus on liki puolet. Lisäksi jätevoimalan höyryntuotanto on yli puolet kokonaistuotannosta.

The purpose of the study was to determine the costs and losses of income due to non-operating hours of different incineration lines and line combinations at Ekokem Oy Ab waste incineration plant. The study was carried out by studying the process data and by gathering information from interviews. The definition of the losses of waste income was of pivotal significance to the costs and losses of income and the season, length of the non-operating period and the contracts of energy supplies were other main influences. Different incineration lines may not always have concrete losses of waste income during non-operating hours but the non-operated waste can be seen to reduce the storing capacity and cause costs. Due to this, the losses of waste income were calculated by two methods; first supposing that all the waste not incinerated causes losses of waste income and secondly by estimating empirically the losses of waste income and costs of potential storing of waste. The determination of the actual losses of waste income can happen by both methods depending on the existing circumstances during non-operating hours. The costs and losses of income were counted for three different periods and divided into hourly costs. The results of the study were 131 different prices for non-operating hour at different non-operating situations by changing variables. A non-operating hour in the waste-to-energy-plant during heating season had the highest costs and losses of income. The main reason is the inability to store the municipal waste burned at the waste-to energy plant compared to the hazardous waste which generally can be stored. A non-operating hour in the waste-to-energy-plant can cost at the most 2600 €/h, of which the share of losses of waste income is nearly half. In addition the steam production of waste-to-energy-plant is over a half of the total production.
