Tasapainotettu tuloskortti energiayhtiön strategisena työvälineenä

Tutkimuksen tavoitteena oli suunnitella ja toteuttaa tasapainotetun mittariston rakentamisprojekti Kotkan Energia Oy:ssä. Mittaristosta oli tarkoitus luoda ylimmän johdon käyttöön työväline, jota voidaan hyödyntää suorituskyvyn seuraamisen lisäksi myös organisaation strategisessa ohjauksessa. Rakennetun mittariston perustana käytettiin Kaplanin ja Nortonin kehittämää Balanced Scorecardia, jossa strategista suorituskykyä tarkastellaan talouden, asiakkaiden, sisäisten prosessien sekä innovatiivisuuden ja oppimisen näkökulmista. Tutkimusmetodologiana käytettiin konstruktiivista lähestymistapaa. Mittaristoprojektin tuloksena Kotkan Energia Oy:lle luotiin tasapainotettu tuloskortti, joka pohjautuu yhtiön missioon, visioon ja strategiaan. Tuloskortin näkökulmiin määritettiin kriittisten menestystekijöiden perusteella mittarit, jotka jaoteltiin varsinaisiin mittareihin, seurantamittareihin ja valmisteilla oleviin mittareihin. Varsinaisille mittareille asetettiin sekä lyhyen että pitkän tähtäimen tavoitteet. Mittaristoa ja mittareita analysoitiin useista näkökulmista projektin eri vaiheissa. Mittareihin liittyvät tiedot dokumentoitiin mittarikuvauksiin. Mittareille määritettiin raportointitaajuudet ja –ajankohdat. Lisäksi tutkittiin mittaritietojen vertailtavuutta muihin organisaatioihin. Projektin osana yhtiön intranet-sivuille luotiin käyttöliittymä, jonka avulla yhtiön koko henkilöstö pystyy hyödyntämään mittariston tietoja. Mittariston viimeistelyyn ja kehittämiseen liittyvät ideat muotoiltiin jatkosuunnitelmiksi.

The target of the study was to plan and to implement a Balanced Scorecard for Kotka Energy Ltd. The aim was to create a tool to be used both in performance follow-up and as a control system of strategic management. Balanced Scorecard created by Kaplan and Norton was used as a basis of Kotka Energy’s scorecard. In the scorecard performance is examined from perspectives of economy, customer, internal processes and also innovation and learning. The methodology of the study was constructive. As a result of this project a Balanced Scorecard was created for Kotka Energy Ltd. The scorecard is based on the mission, the vision and the strategy of the company. The indicators for the perspectives of the scorecard were specified on grounds of Kotka Energy’s critical success factors. The indicators were divided into three categories: primary indicators with short-term and long-term targets, follow-up indicators and indicators still under construction. The scorecard and the indicators were analysed from several perspectives in different stages of the project. Information related to the indicators was documented into indicator descriptions. Frequencies and timings of the reporting were defined for the indicators. In addition the comparability of the indicator information to other organisations was investigated. As a part of the project a user interface of the scorecard was created to the intranet of the company. Through the user inter-face the company enables the whole personnel to utilize the scorecard information. Further plans were made on the bases of the ideas created.
