Talouden ohjauksen ja organisaation muutostarpeet sähkömarkkinalain uudistuessa. Case: Kuopion Energia

Tutkimuksen tavoitteena oli selvittää, miten sähkömarkkinalain muutosehdotus vaikuttaa Kuopion Energian verkkoliiketoiminnan talouden ohjaukseen ja organisaatiorakenteeseen. Tarkastelussa keskeisenä tutkimuskohteena oli verkkoliiketoiminnan suhde hallintopalveluihin ja asennuspalveluihin. Tutkielman teoriaosissa perehdyttiin talouden ohjausjärjestelmään ja sen osa-alueisiin sekä Suomen sähkömarkkinoiden toimintaan. Ensin perehdyttiin talouden ohjauksen merkitykseen yrityksessä sekä ohjausjärjestelmän osa-alueisiin. Sähkömarkkinoiden toiminta ja niillä tapahtuvat uudistukset loivat pohjan case–yrityksen toiminnan ymmärtämiselle. Teoriaosat toimivat viitekehyksenä case–yritystä koskettavan muutoksen arvioinnissa. Tutkimuksessa käytettävä tutkimusote oli toiminta-analyyttinen. Tutkielman lopputuloksena esitettiin toimintavaihtoehtoja, joita voidaan hyödyntää suunniteltaessa verkkoliiketoiminnan tulevaisuuden strategisia linjauksia muutostilanteessa.

The aim of this study was to examine how the proposal for the changes to the Electricity Market Act will affect the management control systems and organization at Kuopion Energia. This study focuses on electricity network services and their relationship to network building services and financial services. The theoretical sections of this thesis analyze management control systems and the divisions that can be distinguished within these systems as well as the way in which the Finnish electricity markets function. First of all, the thesis analyzes the role of management control systems in a company’s organization and the divisions that exist within management control systems. The functioning of the electricity markets and the reforms being undertaken therein created the basis for understanding the case company’s operations. The theoretical sections act as a framework for evaluating the changes that affect the case company. The empirical section of this thesis studies management control systems and organizational change requirements in an organizational context. The research method used in this study is action-oriented. The outcome of this study took the form of several operational alternatives that can be used when planning future strategies for the case company’s network services in a situation involving changes.
