Verkkopalveluiden vaikutukset kuntaorganisaatiossa. Case: Kouvolan kaupunki

Tämän tutkimuksen tavoitteena oli tarkastella tietoverkkojen kautta tarjottavien palveluiden tuomia vaikutuksia kuntaorganisaatiossa organisaation sisäisestä näkökulmasta. Tutkimus jakautuu teoreettiseen sekä empiiriseen osaan. Teoriaosa muodostuu tietoyhteiskunnan asemasta ja tilanteesta toi-mintaympäristön muokkaajana. Lisäksi teoria keskittyy selvittämään verkkopalveluiden asemaa ja kehitystä kunnissa. Tutkimuksen empiirinen aineisto kerättiin teemahaastattelujen avulla case-kohteesta. Tällä hetkellä useat kunnat ovat siirtymässä informaatiopalveluista kohti sähköisiä asiointipalveluja. Tutkimuksessa kävi kuitenkin ilmi, että verkkopalveluiden tuomat muutokset organisaatioon ovat toistaiseksi pysyneet pieninä. Tulevaisuudessa verkkopalvelut koetaan kuitenkin ratkaisevaksi osaksi kuntien palvelutuotantoa. Jatkossa kuntaorganisaatiot tulevatkin kohtaamaan yhä enemmän haasteita palveluiden integroinnissa osaksi toimintaa. Ennen kuin verkkopalveluiden tehokkaampi hyödyntäminen on mahdollista, tulevat haasteet mm. resurssien käytön ja organisaatio muutoskyvyn osalta ratkaista.

The purpose of this master’s thesis was to study the implications of the electronic services in the municipal organization. The study is divided into theoretical and empirical parts. Theoretical part concentrates on information society and its position in the environment. It explains also the situation of electronic services in the service delivery and the development of the services. The empirical evidence was collected by interviewing in the case organization. So far the electronic services have concentrated on delivering information. At the moment several municipalities are at the transitional phase where more development services are becoming general. The changes that electronic services have bought have still remained marginal. In the future the changes are will increase and this way electronic services are going to have a greater effect on the organization. This progress doesn’t occur without problems. Or-ganizations have to face many challenges especially with the resources be-fore they can take the most of the electronic services.
