Sähköverkkoyhtiön dokumenttien hallinta

Työssä on tutkittu sähköverkkoyhtiön dokumenttien hallintaa, pääosin keskittymällä käytännön dokumentoinnin tilaan ja sen kehittämiseen. Tutkimus perustuu kirjallisuuteen ja haastatteluihin. Kirjallisuuden avulla on selvitetty työn aihepiirin teoriaa. Haastattelujen avulla on kartoitettu dokumentoinnin nykytilaa ja siihen liittyviä ongelmia sekä alalla yleisesti käytössä olevia toimintatapoja. Työssä on käyty läpi dokumenttien hallinnan perusperiaatteet, menetelmät ja dokumentoinnin rooli sähköverkkoyhtiössä. Erityisesti huomiota on kiinnitetty Helsingin Energian HelenVerkko liiketoiminnon dokumentointiin selvittämällä nykytilaa sekä eri yksiköiden vastuualueita ja toimintatapoja. Myös sähköverkkoyhtiön palveluntuottajien roolia on pohdittu dokumentoinnin kannalta. Nykytilanselvityksen perusteella on koottu dokumenttiluettelo, josta ilmenee mitä dokumentteja HelenVerkossa on käytössä. Työssä on esitelty yleisellä tasolla dokumenttienhallintajärjestelmiin liittyviä toiminnallisuuksia sekä kuvattu muutamia referenssiympäristöjä järjestelmien käytöstä. Työn tuloksena on kuvattu sähköverkkoyhtiölle suositeltava dokumenttien hallinnan toimintatapa sekä kuvattu projektisuunnitelman muodossa, miten kyseisessä esimerkkitapauksessa nykytilasta päästään tavoitetilaan. Dokumenttienhallintaprojektin tavoitteena on kehittää HelenVerkon dokumenttien hallintaa toimivammaksi ja käyttöönottaa dokumenttienhallintajärjestelmä.

For this thesis, document management in an electric power network company was studied, paying particular attention to the present state of documentation in practice and its development. The study is based both on the literature and on interviews. The literature was used to determine the theoretical background of the topic, while the present state of documentation, the problems associated with it, and the operational procedures generally used in the sector were investigated by means of interviews. The thesis outlines the basic principles and methods of document management, as well as the role of documentation, in an electric power network company. Special attention was paid to documentation in Helsinki Energy’s network business, HelenNetwork, investigating the present state as well as the fields of responsibility and operational procedures in different units. The role of the serviceproviders of the electric power network company was considered with regard to documentation. On the basis of the present state as determined in this thesis, a list of documents was compiled, indicating what documents are in used in HelenNetwork. Functional properties of document management systems are presented in the thesis on a general level, and a few reference environments relating to the use of these systems are described. As an outcome of the study, a document management procedure recommendable for an electric power network company is described and elaborated in the form of a project plan illustrating how to proceed from the present state to the target state in the example case. The objective of the document management project is to develop HelenNetwork’s documentation so as to make it function better and to adopt a document management system.
