Vuosina 1995-1999 myönnettyjen yritystukien vaikuttavuus Etelä-Savossa

Tutkimuksen tavoitteena oli arvioida yritystukien vaikuttavuutta Etelä-Savon metalli- ja puuteollisuuden pienten ja keskisuurten yritysten yleisen kehityksen sekä tuille Suomen laissa ja Euroopan unionin rakennepolitiikassa asetettujen tavoitteiden näkökulmasta. Tuettujen yritysten kehitystä verrattiin ensin muiden Etelä-Savon puu- ja metalliteollisuusyritysten kehitykseen tilastotietojen avulla, minkä jälkeen vaikuttavuuden arviointia syvennettiin haastattelemalla tukea saaneiden yritysten avainhenkilöitä. Arviointi osoitti, että tuella on saatu Etelä-Savossa aikaan samanlaisia vaikutuksia kuin muuallakin Suomessa. Yritystukien avulla voidaan pääasiassa nopeuttaa yritysten hankkeiden toteutusta ja parantaa hankkeiden laatua. Tämä tukien hankkeisiin tuoma lisäarvo ilmenee tuettujen yritysten keskimääräistä voimakkaampana kehityksenä. Kokonaisuutena yritystukijärjestelmä toimii hyvin ja sen avulla voidaan saavuttaa Suomen lain ja Euroopan unionin rakennepolitiikan yritystuille asettamia tavoitteita. Keskeisin tukijärjestelmän kehittämiskohde liittyy tukien kohdistamiseen. Yritystuet pitäisi entistä tehokkaammin pystyä ohjaamaan kehittymiskelpoisille yrityksille, joille tuki on hankkeen toteuttamisen ehdoton edellytys.

The aim of this study was to assess influence of grant aid on small and medium sized enterprises in the branches of metal and wood industry in South Savo. The assessment was made based on the objectives of grant aid defined in the Finnish law and in the structural fund politics of the European union. First a statistical comparison between the aided and other enterprises in the branches of metal and wood industry was made. After the statistical comparison the assessment was deepened by interviewing the key persons of the aided enterprises. Assessment showed that the influence of grant aid on enterprises was as great in South Savo as in the other parts of Finland. Grant aid made it possible for enterprises to carry out their projects faster and in better quality than normally would be possible. Added value generated by aids to enterprises’ projects was seen in fast development of the aided enterprises. On the whole the grant aid system functions well. The objectives defined for grant aid in the Finnish law and in the structural fund politics of the European union can be achieved by utilizing grant aid system. Although grant aid system functions well it could be made even more effective by paying more attention to targeting of grant aid. Aids should be allocated to enterprises which would not otherwise be able to carry out their projects.
