Paperinkeräysyhtiön ympäristölupa sekä energiajakeen vastaanoton, haketuksen ja hyötykäytön suunnittelu ja kannattavuuden arviointi

Papinniemi Oy harjoittaa paperiteollisuuskuidun jatkojalostus- ja paperinkeräystoimintaa. Yhteensä raaka-ainetta tulee käsiteltäväksi noin 10 000 t/a. Työn tavoitteena oli uudistaa yhtiön jätelain (1072/1993) 42 §:n mukainen jätelupa hakemalla toiminnalle uusi ympäristönsuojelulain (86/2000)mukainen ympäristölupa. Lupahakemus toimitettiin Kaakkois-Suomen ympäristökeskuksen Lap-peenrannan toimipisteeseen 22.6.2006. Hakemuksen kuulutusajan ja lausuntokierroksen jälkeen ympäristökeskus teki asiasta myönteisen ympäristölupapäätöksen 1.11.2006. Lupapäätöksen kuulu-tusaika on 30 päivää, jonka jälkeen päätös saa lainvoiman, ellei siitä valiteta. Papinniemi Oy:n tulee tehdä hakemus lupamääräysten tarkistamiseksi 30.6.2017 mennessä. Papinniemi Oy aikoo tulevaisuudessa laajentaa toimintaansa energiajakeen vastaanotto- ja kierrä-tyspolttoaineen valmistustoimintaan. Työn toisena tavoitteena oli laatia suunnitelma ja kannatta-vuuslaskelma ko. toiminnan aloittamiseksi. Saatujen tulosten perusteella kierrätyspolttoaineen val-mistus on kannattavaa, mikäli energiajakeen saatavuus Imatran seudulla on vähintään 1700 t/a. Täl-löin yhden kierrätyspolttoainetonnin valmistuskustannus on 90 ¤. Kustannus vastaa edullisimman Imatralla kilpailevaa toimintaa harjoittavan yrityksen energiajakeen vastaanottohintaa. Polttokel-poista jätettä tuottaville yrityksille tehdyn kyselyn perusteella energiajakeen saatavuus Imatran seu-dulla on noin 3000 t/a, jolloin yhden kierrätyspolttoainetonnin valmistuskustannus on 51,49 ¤. Vaikka kierrätyspolttoaineen hinta romahti EU:n jätteenpolttodirektiivin (2000/76/EY) vaatimusten voimaantulon myötä vuoden 2006 alussa, tullee kierrätyspolttoaineen hinta nousemaan lähivuosina takaisin direktiiviä edeltäneelle tasolle (24 ¤/t). Tällöin energiajakeen vastaanottohinta toiminnan kannattavuusrajalla on 27,49 ¤/t. Kierrätyspolttoaineiden käyttöä tulevaisuudessa lisännee muiden polttoaineiden hinnan nousu, meneillään olevakierrätyspolttoaineiden standardisoimistyö, jätteiden hyödyntämisasteen parantamistavoitteet, jätteiden kaatopaikkasijoituskustannusten nousu ja päästö-kaupan vaikutus.

Papinniemi Oy's line of business is refining fibre from the paper industry and waste paper collec-tion. The total amountof material processed is ca 10,000 t/a. The objective of this study was to re-new the company's waste licence based on the Finnish Waste Act § 42 (1072/1993) and to apply for a new environmental licence in compliance with the Finnish Environmental Protection Act (86/2000). The application was submitted to the Southeast Finland Regional Environment Centre Lappeenranta unit on 22 June 2006. After the publicising of the application and statements, the En-vironment Centre made apositive decision on the permit. A 30-day's appellate period follows the publicising of the decision, after which the permit is legally valid if it is not contested. The legally valid environmental licence must be renewed by 30 June 2017 to verify the compliance with the licensing regulations. In the future, Papinniemi Oy is going to expand its operations to reception of burning waste and manufacturing solid recovered fuel (SRF). The objective of this study was also to make a plan and profitability calculations for these operations. The results indicate that the production of SRF is profitable if the availabilityof burning waste in the Imatra region is at least 1,700 t/a. In that case, the production cost of one SRF-ton will be 90 ¤. This is also the lowest reception price for burning waste of the company's competitor operating in Imatra. According to the survey carried out in the companies producing burning waste, the availability of burning waste around Imatra is approxi-mately 3,000 t/a. Thus, the production cost of one SRF-ton would be 51.49 ¤. Even though the price of SRF decreased significantly after the directive 2000/76/EC on the incineration of waste entered into force at the beginning of 2006, the price is expected to return to the level preceding the direc-tive (24 ¤/t) in the near future. The break-even point of the reception price for burning waste will thus be 27.49 ¤/t. The demand for SRF is expected to increase in the future due to the increasing prices of other fuels, the work of the European Committee for Standardization, goals for improving the rate of waste utilization, increasing landfill costs and the impact of emission trading.
