Rakennusinvestointien käsittelyprosessin tehostaminen

Suomen valtionhallinnon maaliskuussa 2005 julkaisemat tuloksellisuuden tavoitteet koskettavat kaikkia hallinnonaloja. Maa- ja metsätalousministeriön ohjeistamat Työvoima- ja elinkeinokeskusten maaseutuosastot ovat yksikköjä, joita vaikuttavuus- ja tuloksellisuustavoitteet velvoittavat. Tehokasta elintarviketuotantoa ja maatalouden kustannuskehityksen hallintaa voidaan tarkastella kiinteiden tuotannontekijöiden, kuten maatalousrakennusten ja investointituilla tuetun rakentamisen, vaikuttavuuden kautta. Työn tavoitteena oli tehostaa rakennusinvestointien käsittelyprosessia: kehittää sekä tehostamisen menetelmiä että työväline toiminnan ohjaukseen maa- ja metsätalousministeriölle. Ratkaisuja etsittiin teorian ja empirian pohjalta kehitettävien käsitteistöjen ja menetelmien avulla. Teoriaosuudessa haettiin kirjallisuudesta välineitä joilla prosesseja voitaisiin analysoida, mitata ja kehittää. Prosessimallinnukset, Italian vastaavan järjestelmän tutkimus ja Suomen rakennustoimelle tehty kysely muodostavat empiirisen aineiston, jonka perusteella lopulliset tehostamisen keinot ja konstruktiot kehitettiin. Tehostamisen menetelmäksi kehitettiinaluehallinnolle sovellettu suorituskyvyn mittausjärjestelmä, panosprisma. Tuloksellisuus, vaikuttavuus ja laatu riippuvat työn tuottamisen lähtökohdista. Prosessia voidaan tehostaa kiinnittämällä huomiota tulosohjaukseen, asiakirjojen saatavuuteen ja laatuun, neuvonnan oikea-aikaiseen ajoittuvuuteen ja riittävyyteen sekä tietojärjestelmien kehittämiseen. Näiden avulla voidaan saavuttaa käsittelyprosessin aika- ja kustannussäästöjä, tukivarojen käyttöön saaminen ja hyödynnettävyys paranevat ja tukipäätöksen tuottamisen asiakaspalveluprosessi tehostuu.

The efficiency targets published by the Finnish State administration in March 2005 cover all administrative sectors. The Rural Departments of the Employment and Economic Development Centres, governed by the Ministry of Agriculture and Forestry, are units bound to observe the impact and efficiency targets. The analysis of efficient food production and the management of cost development in agriculture can be based on the fixed production factors, such as the agricultural buildings, and on the impact of subsidized building investments. The aim of this work is to increase the efficiency of the process in handling the building investments by developing methods for intensification of the process as well as a tool for controlling it for the Ministry of Agriculture and Forestry. The solutions are sought by developing concepts and methods, based on both theory and empiric knowledge. In the section concerning theory, tools were sought from the literature by means of which the processes could be analysed, measured and developed. The empirical material consists of process modelling, studies of the corresponding system in Italy and a questionnaire sent to the building industry in Finland, and the final means and constructions to be used are developed on the basis of these. As a method for intensifying the process, a so-called input prism is developed for measuring performance, and this is adapted for the local government. The efficiency, impact and quality depend on the premises on which work is generated. The process of handling building investmentscan be made more efficient by concentrating on management by results and performance, on access to and quality of documents, on timely scheduling and adequacy of counselling, and on the development of IT systems. As a result of these, timeand cost savings could be made in the handling process, the access to and utilisation of supportive financing would improve, and improvement would also be seenin the efficiency of customer services associated with the decisions about grants.
