Unemployment dynamics and NAIRU estimates for CEECs : a univariate approach

In this paper we test for the hysteresis versus the natural rate hypothesis on the unemployment rates of the EU new members using unit root tests that account for the presence of level shifts. As a by product, the analysis proceeds to the estimation of a NAIRU measure from a univariate point of view. The paper also focuses on the precision of these NAIRU estimates studying the two sources of inaccuracy that derive from the break points estimation and the autoregressive parameters estimation. The results point to the existence of up to four structural breaks in the transition countries NAIRU that can be associated with institutional changes implementing market-oriented reforms. Moreover, the degree of persistence in unemployment varies dramatically among the individual countries depending on the stage reached in the transition process

En aquest article es contrasta la histèresi front la hipòtesi de la taxa natural d'atur pels nousmembres de la UE emprant contrastos d'arrel unitària que tenen en compte la presència decanvis estructurals. Adicionalment, el treball duu a terme l¿estimació d¿una mesura de laNAIRU emprant tècniques univariants. Al llarg del treball es farà èmfasi en la precisiód¿aquestes estimacions de la NAIRU analitzant dues possibles fonts d¿imprecisió derivadesde l¿estimació dels punts de trencament i de l¿estimació dels paràmetres autoregressius. Elsresultats evidencien l¿existència de fins a quatre canvis estructurals que afecten el valor dela NAIRU pels països en transició, canvis estructurals que poden ser associats a canvisinstitucionals ocasionats per la implementació de reformes orientades cap a una economiade mercat. Finalment, el treball mostra com el grau de persistència en la desocupació variaradicalment entre els països considerats segons el nivell assolit en el procés de transició
