Projeto para a aquisição de um equipamento PET-CT: análise da viabilidade financeira

A PET/CT (tomografia por emissão de positrões com tomografia computorizada) é um exame de diagnóstico bastante promissor, da área da Medicina Nuclear, que ainda não é muito conhecido e a sua realização acarreta custos elevados, o que diminui a sua realização. No entanto, há muitos custos que podem ser evitados com a obtenção de um diagnóstico precoce permitido por este exame. E além de evitar custos, um diagnóstico precoce pode, essencialmente, salvar vidas. O objetivo deste projeto é então verificar se, apesar dos custos elevados associados a este tipo de equipamento, a implementação do equipamento PET/CT, numa determinada instituição, será viável ou não, do ponto de vista financeiro. Deste modo irei então a analisar a viabilidade financeira da introdução deste tipo de equipamento numa instituição, visto que apenas existem doze em Portugal. Esta análise e avaliação financeira será efetuada utilizando os métodos tradicionais de avaliação de projetos de investimento como é o caso da determinação do Valor Atual Líquido (VAL) e da Taxa Interna de Rendibilidade (TIR). Será ainda analisado o risco com recurso a algumas técnicas de abordagens ao risco, como a análise de cenários, a análise de sensibilidade e a análise do ponto crítico. Analisando os resultados obtidos conclui-se que, apesar do elevado investimento associado a este equipamento, a sua aquisição é viável do ponto de vista financeiro, o que é essencialmente refletido na sua TIR muito atrativa.

The PET/CT (posítron emission tomography with computed tomography) is a promising diagnostic exam, in the Nuclear Medicine area, which is still not well known and its realizations leads to high costs, which diminishes their realization. However, there are many costs that can be avoided by getting an early diagnosis allowed for this exam. And besides avoiding costs, an early diagnosis can essentially save lives. The objective of this project is to verify if, despite the high costs associated with this type of equipment, the implementation of PET/CT in a particular organization will be viable or not. That way, will be analyzed the financial feasibility of introducing this type of equipment in an institution, since there are only twelve in Portugal. This analysis and financial evaluation will be carried out using traditional methods of evaluation of investment projects such as the determination of the Net Present Value (NPV) and Internal Rate of Return (IRR). It will be further analyzed the risk using some approaches to risk techniques such as scenario analysis, sensitivity analysis and the analysis of the break-even analysis. After analyzing the results, it is concluded that, despite the high investment associated with this equipment, its acquisition is viable from a financial point of view, which is mainly reflected in its very attractive IRR.
