Possibilidades de reabilitação urbana em bairros sociais: estudo de caso: Bairro Social de Santa Tecla, Braga

Na presente dissertação é realizada uma investigação sobre a temática da reabilitação urbana em bairros sociais. Sendo este um tema relativamente recente na Engenharia Civil nacional, é importante refletir sobre as possibilidades de intervenção num bairro social, de forma a contribuir para a preservação dos edifícios e melhorar a qualidade de vida da população nestes locais. Assim, o presente trabalho pretende incorporar a opinião dos habitantes desses espaços em inquérito com propostas visuais e opções estratégicas do modo a intervir, com e sem habitantes, em determinadas fases da operação de reabilitação urbana. Inicialmente é realizada uma abordagem ao conceito de reabilitação urbana e uma contextualização histórica dos bairros sociais em Portugal, apresentando três exemplos de bairros nacionais, de modo a refletir sobre os problemas construtivos e sociais que foram surgindo nestes locais desde os anos setenta. Numa segunda fase, é apresentada uma análise de três casos de bairros sociais reabilitados segundo diferentes métodos utilizados para a pintura exterior dos edifícios. Por fim, é apresentado o estudo de caso do Bairro Social de Santa Tecla, em Braga. Através de um questionário aos moradores e tendo como exemplo os três casos anteriormente referidos, pretende-se saber com qual dos exemplos, os moradores se identificam mais, de modo, a que a intervenção seja pensada para e com os moradores, contribuindo, para a sua identificação com o projeto de reabilitação. Após a análise do questionário verifica-se que os moradores sentem vontade de fazer parte nas decisões de escolha, preferindo ter uma papel ativo nas intervenções que possam vir a ser realizadas no seu próprio bairro. Deve-se, por isso, levar em consideração a opinião dos moradores, de modo a ir de encontro aos seus interesses.

In the present dissertation it was conducted an inquiry over the theme of urban rehabilitation in social housing estates. Being this a relatively recent theme in Portuguese Civil Engineering, it is important to rethink about the possibilities of intervention in social housing, in a way to contribute to the preservation of buildings and improve the quality of life of the population living there. Therefore, the present work pretends to embody the opinion of residents in these areas using an inquiry with visuals suggestions and strategic options in a way to intervene, with or without the residents, in certain stages of the urban rehabilitation operation. Firstly it is conducted an approach to the concept of urban rehabilitation and their historic contextualization in Portugal, by presenting three examples of national social housing estates in a way to reflect about the constructive and social problems that, came up in these place since the seventies. In a second phase, it is presented an analysis of rehabilitation in three social housing estates with the application of different methods used on the outside painting of the buildings. Finally, it is presented the case-study of Santa Tecla social housing estate, in Braga. Through a questionnaire to the residents and having as an example the three cases mentioned before, we intend to know with which example the residents identify more, in a way to have a thoughtful intervention for them, contributing for their own identity with the rehabilitation project. After the questionnaire analysis, it has been verified that the residents feel the will to be a part of the decisions, preferring to have an active role in the interventions that can be made in their own social housing estate. Therefore, we must take in consideration the opinion of the residents, in the way to meet their interests.
