O tráfico de seres humanos na formação da polícia em Angola: o direito europeu como referência comparativa

A prática profissional como docente de Introdução ao Estudo do Direito, Direito Penal e Criminalística em Angola, nomeadamente no Instituto Superior de Ciências Policiais e Criminais levou à percepção de que existem temas que apesar de serem transversais a todos os países do Mundo, ainda são pouco divulgados em Angola, mesmo entre aqueles cuja preocupação é a defesa dos Direitos, Liberdades e Garantias dos cidadãos. Assim, procedeu-se com a anuência das chefias policiais à aplicação de um questionário a elementos policiais que frequentam o curso de oficiais no referido Instituto Superior, para que se recolhessem dados que permitissem analisar a percepção que os referidos elementos têm sobre a problemática do TSH (Tráfico de Seres Humanos) e a partir daí equacionar a possibilidade de se alterarem alguns currículos ou até fazer a introdução de mais formação dentro da PN (Polícia Nacional), assim como ponderar formas que permitam uma maior difusão da realidade desta problemática TSH pelas populações para prevenir o mesmo. A realidade angolana mostra que o fenómeno existe pontualmente, mas as estatísticas são nulas. Há relatos através dos media de situações que podem ser relacionadas com tráfico, como casos pontuais de cidadãs chinesas, congolesas e brasileiras na prostituição e um ou outro relato de mão-de-obra infantil de crianças angolanas utilizada em quintas em países que fazem fronteira com Angola mas cremos que a realidade pode ultrapassar os meros casos pontuais. Este é apenas um estudo exploratório que pretendemos abra portas a que se equacione uma melhor formação sobre o tema, para um maior conhecimento do fenómeno por parte dos futuros oficiais da PN para que possam prevenir e combater de forma mais eficaz este flagelo.

The professional practice as a Professor of Introduction to Law Study, Criminal Law and Criminalistics in Angola, namely in the Superior Institute of Police and Criminal Science, led to the perception that there are themes that despite being common to every country in the world are still very little spread in Angola, even among those whose main concern is the defense of the citizens' Rights, Freedoms and Guarantees. Therefore, with the consent of the police command, a questionnaire was applied to police elements who are attending the official's course at the forementioned Superior Institute, so that data could be gathered in order to analyze the perception these elements have on the Trafficking in Human Beings (THB) theme. From this starting point, we will consider the possibility of making changes in curricula, or even the deepening of the formation on this theme in the National Police, aswell as thinking about ways that enable a broader diffusion of this reality by the population, in order to prevent it. The Angolan reality shows that this phenomenon occurs sporadically, but the statistics are nonexistent. There are accounts of situations, by the media, that can be related to trafficking, such as the individual cases of Chinese, Congolese and Brazilian citizens in prostitution, or the accounts on Angolan child labor in farms of neighboring countries, but we believe that reality may exceed these cases. This is merely an exploratory study that we hope can contribute to a better formation on the theme, for a broader knowledge of this reality from the future officials of the National Police, so that this scourge can be prevented and more efficiently fought.
