As regiões na política de informação e comunicação europeia: a política de informação e divulgação dos fundos estruturais

As investigações em torno da política de informação e comunicação da União Europeia têm-se centrado na justificação das políticas adotadas, não existindo qualquer referência às regiões europeias. A presente investigação procurou, na política de informação e comunicação europeia, saber se as regiões eram reconhecidas como atores da construção europeia. Como ponto de partida, foram analisados os conceitos que firmam a comunicação europeia, de forma a identificar os fatores que potenciaram a participação das regiões na política de informação e comunicação. A análise efetuada conduziu-nos à política de coesão e ao capítulo de informação e divulgação do regulamento comunitário que, em cada período de programação, estabelece o campo de atuação e aplicação dos fundos estruturais, junto das regiões europeias. Esta investigação argumenta que as regiões não têm um papel ativo na divulgação dos fundos estruturais. As regiões não participam diretamente nas negociações dos regulamentos comunitários, para o próximo período de programação 2014-2020, nos quais está prevista uma centralização das iniciativas de comunicação ao nível dos Estados-membros. Verifica-se assim um afastamento progressivo da Comissão, relativamente às regiões. Conclui-se que não existe qualquer intenção, por parte da Comissão, de considerar as regiões como atores da política de comunicação europeia, estando-lhes destinada uma função informativa e de divulgação, o último elo na cadeia da política de informação e comunicação da Comissão. Argumenta-se que para haver transparência em todo o processo comunicativo europeu, é necessário que a Comissão dê o exemplo na elaboração e na negociação dos regulamentos dos fundos estruturais. Em particular, no capítulo de informação e divulgação, a Comissão deverá colaborar diretamente com as regiões, pois só assim poderão ser consideradas as suas opiniões, sem intervenção das autoridades nacionais.

ABSTRACT: Research on the European Union information and communication policy has been focused on the justification of the adopted policies, without any reference to the European regions. Our research aimed to disclosure if the regions are acknowledged as actors in the construction of the European Union. As a starting point, we analyzed the concepts supporting European communication, in order to identify the factors which enabled the regions involvement in the information and communication policy. That analysis drove us to the cohesion policy and to the regulation chapter on information and publicity that establishes, in each framework programmed, the structural funds field of action and application, in behalf of the European regions. Our research states that the regions don’t have an active role in the structural funds communication. The regions do not directly take part in the negotiation of the communitarian regulation for the next 2014-2020 framework programmed, in which is predicted to occur a centralization of the communication plans at the Member-State level. It is thus verified the existence of an ongoing parting from the Commission, in relation to the regions. We reach the conclusion that there is no intention, in behalf of the Commission, to consider the regions with a role in the European Union information and communication policy, assigning them the lowest position in the chain of information: to merely inform and announce. We argue that, in order to attain the desirable level of transparency, in all the European communication process, it is fundamental that the Commission settles an exemplary behaviour in the preparation and negotiation of the structural funds regulation. In particular, in the information and publicity chapter of the regulation, the Commission should cooperate directly with the European regions, for that is the only way to consider their point of view, without any national intervention.
