The evalution of choosing a site for a reservoir is related to investment and benefit. The investment including the fund and construction time limit etc. is called "Input" and the benefit including the increse of the utility water for the industrial and agricultural production and the capability of flood control etc. is called "Output". Using the Data Envelopment Analysis (DEA) methed to analyse the multi-input and mulit-output system is very efficient.
