According to present thoughts of constructing ecology and economy, we should study new strategy of economic development of countryside. Having studied General Secretary Jiang and Premier Zhu s instructions, and analyzed the present characteristics of economic development, the author study the strategic thoughts, overall arrangement, and measures of rural economic development in loess hilly in northwest Shaanxi.
