A partir dos processos de reforma gerencial colocados em prática em âmbito mundial, desencadearam-se propostas de reformas seguindo esta mesma lógica, também em nível estadual. O programa Choque de Gestão, implementado no Estado de Minas Gerais, é um exemplo deste tipo de proposta e merece destaque por ser avaliado de maneira bastante positiva na literatura especializada, servindo de base para a criação de processos semelhantes em outros estados do País. Neste sentido, o objetivo da presente dissertação é analisar em que medida o programa Choque de Gestão, do Governo do Estado de Minas Gerais, compreende as diferentes dimensões de desempenho, segundo o modelo do paradigma multidimensional de Benno Sander. Este autor propõe um conceito mais amplo de desempenho, que possui como critério os seguintes conceitos: eficiência, entendido como a capacidade de produzir mais com menos recursos; eficácia, tratado pelo autor como a capacidade de alcançar os objetivos estabelecidos; efetividade, entendido como a capacidade de atender às demandas da sociedade; e relevância, pensado como um critério que mede o desempenho a partir da importância ou da pertinência, sendo facilitado por um processo administrativo participativo e democrático. A partir dos conceitos de racionalidade instrumental, baseada no cálculo utilitário das conseqüências, e substantiva, pautada em valores, apresentados por Guerreiro Ramos (1989), pensam-se os critérios de eficiência e eficácia como critérios instrumentais, e os de efetividade e relevância, como critérios substantivos. Optou-se pela pesquisa qualitativa e os dados foram analisados por meio do método de análise argumentativa. Para a realização da análise, foram utilizadas as categorias de substantividade e instrumentalidade, e foram criados indicadores, com base no referencial teórico, de acordo com as categorias trabalhadas. Por meio destes indicadores, analisou-se o documento Plano Mineiro de Desenvolvimento Integrado (PMDI), que consiste no planejamento de longo prazo do programa Choque de Gestão. A partir da análise realizada, pode-se observar, principalmente, que o conceito de desenvolvimento orientador do PMDI está impregnado de elementos substantivos, como a preocupação com a qualidade de vida ou com o atendimento das demandas sociais e, por isso, guia-se por uma visão de futuro que representa um Estado em que estão presentes as duas categorias aqui trabalhadas. Entretanto, o conceito de desempenho em que está pautado, engloba aspectos predominantemente instrumentais, já que se acredita que para que a administração pública mineira melhore seu desempenho basta que ela adote medidas como a redução de custos ou o foco em resultados. Por isso, conclui-se que o conceito de desempenho em que se pauta o programa Choque de Gestão não compreende as diferentes dimensões de desempenho de forma equilibrada.

Embora o uso do termo "transversalidade" esteja se tornando, a cada momento, mais comum no Brasil, muitas dúvidas ainda pairam sobre o seu significado. A literatura que se propõe a debater o tema oscila entre explicar a transversalidade como uma mera importação da ideia difundida na Europa de gender maintreaming e o debate sobre formas alternativas de gestão pública. No entanto, pouco se lê sobre a forma como isso se dá na prática, no contexto governamental brasileiro. Esse trabalho tem como objetivo compreender quais os usos e sentidos que a ideia de transversalidade adquire na prática no âmbito da gestão pública. O termo transversalidade, costuma ser visto nos debates sobre políticas de combate à desigualdade entre homens e mulheres por sua relação com o gender mainstreaming. No entanto, no governo federal brasileiro, entre 2003 e 2012 (período analisado nessa pesquisa), três são as Secretarias reconhecidas por serem agentes de políticas transversais: a Secretaria de Políticas para Mulheres (SPM), a Secretaria de Direitos Humanos (SDH) e a Secretaria de Políticas de Promoção da Igualdade Racial (SEPPIR). Além de realizar uma reconstrução histórica de como se desenvolveram os órgãos governamentais brasileiros que tratam da temática de gênero, também foi feito um esforço de caracterização das três Secretarias. Assim, após a caracterização que demonstrou aspectos formais dos órgãos, são apresentadas análises de entrevistas com gestores das Secretarias que demonstram o uso transversalidade nas suas ações cotidianas de trabalho. Os apontamentos sistematizados a partir desses depoimentos, contribuíram para a realização de uma análise, do ponto de vista da gestão pública, sobre como o termo transversalidade é utilizado para se tratar de ações relacionadas ao combate a um problema "maldito" (wicked problem).

This study aims to acknowledge the domain level and influence of the neuromarketing construct. This is done considering professionals at advertising agencies in Brazil. The presence of concepts related to this new approach is very little divulged, and there are little analysis performed on this area. Thus, the research is of qualitative and exploratory nature and used as primary fonts books, articles related to marketing, neuroscience, and psychology as well as secondary fonts. A profound interview was realized aiming the main advertising agencies in Brazil. The public was composed by managers responsible for planning. A content analysis was performed afterwards. The advances related to the brain science have permitted the development of technological innovation. These go primarily towards knowledge and unconscious experiences of consumers, which are responsible for the impulse of decision making and consumer behavior. These issues are related to Neuromarketing, that in turn, uses techniques such as FMRI, PET and FDOT. These scan the consumer s brain and produces imagines on the neuron s structures and functioning. This is seen while activities such as mental tasks for the visualization of brands, images or products, watching videos and commercials are performed. It is observed that the agencies are constantly in search of new technologies and are aware of the limitations of the current research instruments. On the other hand, they are not totally familiar with concepts related to neuromarketing. In relation to the neuroimage techniques it is pointed out by the research that there is full unawareness, but some agencies seem to visualize positive impacts with the use of these techniques for the evaluation of films and in ways that permit to know the consumer better. It is also seen that neuroimage is perceived as a technique amongst others, but its application is not real, there are some barriers in the market and in the agencies itself. These barriers as well as some questioning allied to the scarce knowledge of neuromarketing, make it not possible to be put into practice in the advertising market. It is also observed that even though there is greater use of neuromarketing; there would not be any meaningful changes in functioning and structuring of these agencies. The use of the neuro-image machines should be done in research institutes and centers of big companies. Results show that the level of domain of the neuromarketing construct in the Brazilian advertising agencies is only a theoretical one. Little is known of this subject and the neurological studies and absolutely nothing of neuroimage techniques

In this research we described the path of thirty one teachers involved with elementary school, amog which we included ourselves, looking for professional formation that allowed us to understand the function of educating childen. In this sense, this group of teachers begins a process of intentional, systematic and voluntary reflection, in an attempt to give new meanings to daily concepts of life and work, and linking them to their socialpractices. Having as reference the theoretical and methodological principles of socio-historical approach and collaborative research, the Group of Studies: The Dialogue Reflection as Re-meaning of Pedagogical Practice: a continuous education proposal, motivated by the willing and the necessity of re- elaborate knowledge about collaboration, reflection, infant education, playing and development which meets the new and goes the inverse way revisiting concepts and conception already consolidated, confronting and re-meaning them enlightened by one s own effort and the collaboration of pairs, mediated by Cycles of Reflexive Studies and Inter/intrapersonal Sessions. We can affirm that these tools helped the process of reflexivity put into practice by participants, which most important consequence was the theoretical re-meaning and practice in the ambit of infant education. During this investigation, we could see some theoretical and practice presuppositions which permitted to attribute to the exercise of reflexivity in collaboration the means into which the involved people could rescue the actions taken, justified their choices, confronted their theoretical options with their peers and with the systematized knowledge would question their certainties and rebuild in intra-psychological level, the knowledge elaborated socially. To this group which main activity is the docent profession, the personal and professional development constitutes the objective in which actions were articulated and operations which made learning possible as well as professional development

This research aims at studying the formation of internal consultants in organizational setting in the joint resolution of problems, around the conversion of knowledge. The objective of research is to understand and explain the meanings attributed by Petrobras internal consultants to their practice and training for the conversion process of tacit knowledge into explicit, around the joint resolution of their problems with their collaborators. It has directed the next question: what the meanings assigned by the consultants of Unidade de Negócios Rio Grande do Norte e Ceara (UN-RNCE) in Knowledge Management (KM), for their interventionist and formative practices in problem solving, as well as conversion of tacit knowledge in explicit? This paper has assumed that there is a dual logic integrated into its daily practices: solving troubles and converting knowledge. The thesis has considered the daily practices of these consultants are characterized as epistemic spaces and permanent education through the conversion of knowledge. It has adopted the principles of multi-referential approach as foundations, regarding the translation of a variety of angles, perspectives and prospects which allow the interpretation and understanding of complex issues that are part of conversion of knowledge. The understanding and explanation of the senses are based on the methodology of the comprehensive interview; taking ownership is the sensitive listening for comprehensive interpretation of oral discourses of ten consultants, in addition to the autoscopy that putting into practice, thus, the stance of the researcher as an intellectual craftsman. Furthermore, it has assessed that the limits and possibilities for training and learning in the conversion of knowledge arise, on one hand from a predominantly driven training culture by the paradigm of technical rationality and one the other hand, from a set of relationship to knowledge and relation to know , revealed in the search for training in other dimensions. There are tensions between the local and global demands located in a situation marked by a systemic organization of knowledge. However, the context is perceived by researchers as impregnated by the discontinuity, unpredictability and uncertainty; mobilizing a number of elements necessary for the mediation in training practices of these consultants. Finally, it has set an instrumental and technological support, restricting the formation and undermining the position of the consultancy as nuclear function in Knowledge Management

T he reflexive action on the process of texts (re)writing, central topic of this study, is still a challenge within the elementary school. What made this issue a special theme of study was the fact that the chosen focus is based on a lived experiences with (re) writing activities where the uniqueness of the professional practice would be transformed into a place of knowledge production, offering theoretical and a practical support to a teacher, in order to understand the interactive nature of language as a space for recovery of the individual (as a historical, social, and cultural being). The empirical field research, structured in the light of assumptions of qualitative research into the action research format, was a public school in Bahia, in a third grade classroom. The instruments of data collection were open questionnaire, semistructured interviews, observations with video recording, documentary analysis of texts produced by students, and reflective sessions. The objectives that supported the research study were: 1) Investigate, in the pedagogical action of teacher Maria, activities on the writing process, 2) Interact with the teacher, in the form of action inquiry to: a) reflect on the procedures for theoretical and methodological development of reflective practice on the process of the (re) writing of the text, b) intervene in the construction of didactic situations that enable the learning and the development of reflexive actions in the (re) writing of texts. To accomplish these goals, it was established as a commitment a dialogic communication with the protagonist, providing reflection sessions so she could examine her teaching practices. The most relevant theoretical arguments to the establishment of this research came from the theoretical and methodological approaches of Bakhtin s theory of enunciation-discourse (2003, 2004) and Vygotsky s socio-interactionist theory (1989, 1998), as it is believed that both theories, through a paradigm shift, in which the constitution of the individual and the participation of others in the actions of analysis and reflection on the language, would give opportunities for internalization and construction of knowledge. The systematic and critical pondering led the participating teacher into reviewing her teaching praxis, compelling her to promote a more insightful understanding of the writing process of her students. That experirence brought into evidence three categories of actions: 1) actions that reflect the technical rationalism, 2) actions that reflect an emancipatory metamorphosis, and 3) actions that reflect empowerment and awareness. The results confirm that the action / reflection on the process of the (re) writing of a text has a dimension of increasing levels of awareness and self criticism, reproducing other meanings for teaching praxis

A escola tem sido crescentemente focalizada, não só no Brasil, mas em outros países, constituindo importante fonte para a compreensão das realidades vividas e sofridas pela grande maioria das populações mais privilegiadas econômica, social e culturalmente. A bibliografia produzida pelos autores de tais estudos denuncia, de maneira contundente, a baixa qualidade educacional em vários países, expressa por problemas como indisciplina na sala de aula, precárias condições para o trabalho educativo, despreparo dos professores para realizar adequadamente seu trabalho, baixo status profissional e baixa remuneração, agravados no Brasil pelos alarmantes índices de evasão e repetência. Com o olhar nos professores, como comprometimento político e preocupação de pesquisa, desde o ano de 1984, nossos estudos permitem dizer que esse quadro de problemas não constitui um insucesso generalizado, mas representa, sobretudo, desafios a enfrentar.

The use of the History and the Philosophy of Science (HPS) for the teaching of science and scientific subjects has been advocated in recent decades. It has been pointed out that the History of Science could make for a deeper learning of scientific concepts, since it would promote a contact with the problems which that knowledge has set out to solve. Furthermore, historical episodes would serve to put the discussions about the nature of scientific knowledge into context. With a view to explore those potentialities, the literature in the field has sought to identify the challenges and obstacles for the didactic transposition of subjects from the History of Science. Amongst many aspects, the deficiencies in the training of teachers, so that they can work with the insertion of HPS in the classroom have been highlighted. Another aspect that has been mentioned to be a challenge has to do with the didactic transposition of the Primary Sources, that is, of the original texts on the History of Science. The Primary Sources have significant potentialities: making a connection possible between scientists and concepts, showing the difficulties faced during scientific endeavors, perceiving the role of mistakes as obstacles to be surpassed, not as defeat, etc. On the other hand, there has been little exploration of these concepts in an educational context, due to their own peculiarities. The original texts are often hard to understand and their interpretation demands knowledge of the historical and scientific context in which they were written, as well as skills pertaining to the conduction of research in the field of the History of Science. With this scenario in mind, the research towards this Professional MSc degree starts from the challenge of elaborating and discussing proposals which could enable the didactical transposition of the Primary Sources. We have worked specifically with Primary Sources on the History of the Vacuum and of the Atmospheric Pressure, because of the insertion of these subjects in the Brazilian High School curriculum, in connection with the didactical textbooks. "Historic Journals" were made up from clippings of the original historical texts, as was a Didactical Unit, which takes the usual textbooks as a basis and contemplates using the Journals and the entire Primary Sources in High School. At last, we have elaborated and implemented a course designed for the preparation of teachers and for being an opportunity for the discussion of the feasibility of putting these kinds of proposal into practice

This study evaluated the wound healing activity of a glycolic extract of Dillenia indica (GED) prepared from the mature fruits of the plant applied alone or in combination with microcurrent stimulation to skin wounds surgically induced on the back of Wistar rats. Methods. The animals were randomly divided into six groups: (A) negative control group; (B) group receiving microcurrent application (MC; [10 mu A/2 mins]); (C) group treated with GED; (D) group treated with an emulsion containing GED; (E) group treated with GED and MC, and (F) group treated with the emulsion containing GED and MC. Tissue samples were obtained 2, 6, and 10 days after injury and underwent structural and morphometric analysis, Results. There were observed differences in wound healing among the various treatments when compared to the control group. The combination of microcurrent plus extract or microcurrent plus emulsion containing GED was advantageous in all of the studied parameters (P < 0.05) when compared to the other groups with positive effects seen regarding newly formed tissue, number of fibroblasts, and number of newly formed blood vessels. The morphometric data confirmed the structural findings. Conclusion. Microcurrent application alone or combined with GED exerted significant effects on wound healing in this experimental model. This was probably due to the efficacy of microcurrent application since the extract alone did not significantly accelerate the healing process. D indica fruit extract most likely participates in the wound healing process as a result of its anti-inflammatory properties.

The present work regards, as its subject, the management of the urban space. It aims to survey the role assumed by the Conselho de Intendência Municipal de Natal (Municipal Stewardship Council of Natal) in the formation of a new urban order between the years of 1904 and 1929. For a better comprehension of the object of research, the milestone of the time span analyzed in this work was receded to the year of 1890, specifically at the first chapter of this dissertation. In this chapter, we will turn our attention towards an analysis of the referred council, on the regulation of its operation, the relations of this institution with the state government and its mechanisms of action in the city, among other topics. In the next chapter, we will delve into an elite who administrated the city of Natal during the first republic, understanding that the analysis of the formation of a modern city project by the Municipal Stewardship undergoes the comprehension of those who leaded this institution. In the third chapter, we will examine the limits of the municipal management to put into practice its projects to the upraise of a new Natal, between the years of 1904 and 1921. The last chapter, on its turn, presents a new Stewardship, reformulated after a process of administrative streamlining, and a city that transforms itself, especially during the O Grady tenure by receiving major constructions, which alter its main features. We will regard, as the main resources of this study, articles from the daily newspapers A República (The Republic) and Diário de Natal (Daily Natal), dictums, announcements, laws, state decrees and the messages disclosed by the state government. To build a way of analysis, we make use of authors such as Anthony Giddens, Peter Burke and Laurent Vidal, among many others who discuss concepts related to the proposed theme

Software Repository Mining (MSR) is a research area that analyses software repositories in order to derive relevant information for the research and practice of software engineering. The main goal of repository mining is to extract static information from repositories (e.g. code repository or change requisition system) into valuable information providing a way to support the decision making of software projects. On the other hand, another research area called Process Mining (PM) aims to find the characteristics of the underlying process of business organizations, supporting the process improvement and documentation. Recent works have been doing several analyses through MSR and PM techniques: (i) to investigate the evolution of software projects; (ii) to understand the real underlying process of a project; and (iii) create defect prediction models. However, few research works have been focusing on analyzing the contributions of software developers by means of MSR and PM techniques. In this context, this dissertation proposes the development of two empirical studies of assessment of the contribution of software developers to an open-source and a commercial project using those techniques. The contributions of developers are assessed through three different perspectives: (i) buggy commits; (ii) the size of commits; and (iii) the most important bugs. For the opensource project 12.827 commits and 8.410 bugs have been analyzed while 4.663 commits and 1.898 bugs have been analyzed for the commercial project. Our results indicate that, for the open source project, the developers classified as core developers have contributed with more buggy commits (although they have contributed with the majority of commits), more code to the project (commit size) and more important bugs solved while the results could not indicate differences with statistical significance between developer groups for the commercial project

The tourism industry is gaining representation by move and stimulate the economy, especially by allowing the generation of employment and income, thus allowing growth opportunities for localities where tourism develops. Therefore, the present study entitled determinants of competitiveness of tourist destinations applied to regional routes: an evaluation of the Route of Seridó/RN, discusses the issue of competitiveness in tourism and tries to understand the scenery of this Route. The main objective of the study is to assess the conditions of competitiveness in the Route of Seridó/RN according to benchmarks and global determinants of competitiveness for tourist destinations. The study has also as specifics objectives: define dimensions of the reference model for use in evaluating the competitiveness of the Route of Seridó/RN; identify levels of governance and competitiveness in the municipalities that make up the sample set above the Route, and analyze to what extent the competitiveness of the Route correspond to the global reference of competitiveness of tourism destinations. Regarding the methodology, it is a search for an exploratory- descriptive and used a combination of quantitative and qualitative research method as expected and required in the implementation of the evaluation tool called Compet&enible Model. For data collection, it has been taken technical visits and also analysis of documents and materials. Data analysis was based on the records and documents and the use of simple descriptive statistics for the scores of the elements offered by Compet&enible Model. The results allowed us to know the real conditions of competitiveness of the Seridó/RN Route forward to the attributes of tourist destinations for global competitiveness: the dimension I, Governance, reached 17 points, classified as "in structuring" and dimension II, Competitiveness, reached 10 points, ranking "weak". These results highlight the need for greater involvement of the actors in the supply chain of tourism in Polo Seridó/RN for the actions, programs and projects are put into practice. It is expected that tourism is considered an important activity for the local and global development, serving as a reference for the future management of Seridó/RN Route, guiding new policy guidelines, planning and organization to better competitiveness

This paper aims to describe the familiar cotton culture in the districts of Tangará and Triunfo Potiguar, located in the state of Rio Grande do Norte. It relates specific problems that small cotton agriculturists face in the cotton production and sale as well as their perception in relation to public policies that have been put into practice in these districts. The research revealed soils with potentiality for the cotton culture, but that are not being cultivated for anything else but subsistence, not being able to become productive, specifically through the cotton culture. That activity should be practiced so that it preserves the environment and the familiar farmers themselves, since it was verified they are constant1y exposed to health problems due to insecticides use. In what refers to fomentation policies it was observed that bureaucracy delays the liberation of the money destined to production, seeds delivery and other actions related to production and commercialization. Some procedures such as information and training about productivity development and attention with the environrnent and infrastructure are recommended. The results indicate lack of investments, rural credit and technical help, main1y in Triunfo Potiguar. There is unanimity, from the rural farmers of that district in what refers to the desire of improving the production and remaining in that activity. In this sense, the contribution of this research for the most appropriate culture production can be materialized through the technique of tissue's culture, aimed at obtaining plants that are resistant to diseases. The data indicated that the hormonal supplementations used induced regenerative calluses making in vitro morphogenesis possible in alI tested varieties. The use of the activated coal antioxidant was efficient, reducing oxidation, however not suppressing it. The results lead to an opportunity for the familiar tàrmers from Rio Grande do Norte enlarge the cotton culture, because to obtain plants that are resistant to diseases implies in insecticides reduction, propitiating smaller impact to the atmosphere and less cost
