This is the report from the Northern Area Fisheries Advisory Committee meeting, which was held on the 11th October, 1982. The report contains sections on Rod and Line Fishing Licences Format, Mink in North Cumbria, Fishing offences and prosecution, West Cumbria Water Resources, and Fisheries Activities. The section on fisheries activities is reported by the area fisheries officer and includes river conditions and fishing, migratory fish movement, Holmwrangle hatchery, and Fish mortalities/Pollutions. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

Uma nova Constituição Federal foi estabelecida no final dos anos 80 conferindo à sociedade civil o direito de participar ativamente nas tomadas de decisões em diversas áreas, como a de recursos hídricos, através de representações de segmentos sociais. No contexto da gestão participativa das águas, o Estado do Rio de Janeiro instituiu sua Política Estadual de Recursos Hídricos, pela Lei n 3.239 em 1999, e criou o Sistema Estadual de Gerenciamento de Recursos Hídricos. Dentro das diretrizes estabelecidas pela Lei das Águas, nove comitês fluminenses foram criados, de acordo com as divisões de bacias hidrográficas. Este trabalho propõe analisar os comitês de bacia, quanto ao desempenho de suas atribuições, através de uma pesquisa qualitativa junto aos membros titulares desses colegiados. Com metodologia baseada no conceituado Projeto Marca dÁgua, um extenso questionário foi aplicado utilizando-se de uma plataforma Survey via internet, onde no total coletou-se 112 respostas. Dos resultados, no geral, conclui-se que os Comitês fluminenses vivem um momento de progresso e que a gestão realizada vem demonstrando resultados satisfatórios.

This is the River Ehen and Calder sub catchment management plan: Consultation Report September 1993 produced by the National Rivers Authority (NRA) North West Region in 1993. The report focuses on the management plan of both River Catchments Ehen and Calder, in North West England, UK. The Catchment Management Plan (C.M.P.) enabled the NRA to summarise the status of the catchment, identify the main issues and present its vision of the future. It provides a strategic policy framework for its Management and influences decision making leading to improvements in the water environment. This is the River Ehen and Tributaries SSSI consultation Protocol for the Environment Agency with English Nature, produced in 1998. The Protocol is intended to provide for consistency of approach, to clarify responsibilities and help to streamline the statutory consultation and consenting procedures in which both organisations are involved. It provides guiding principles on the approach to management issues. Based on the operations likely to damage the special interest (OLDSI) which forms part of the SSSI notification, the protocol identified acceptable management activities which contribute to the special interest of the site and those which may adversely affect that interest. OLDSI includes activities such: land drainage consents, discharge consents, herbicides approvals, fish-stocking consents, fishing licences, abstraction and impoundment licences, consents to construct/test pump boreholes, integrated pollution Control Licences and Waste Management Licences, capital projects, flood defence maintenance works, water resources, fisheries, pollution control, ecology surveys and Recreation works.

A outorga dos direitos de uso é um instrumento da Política Nacional de Recursos Hídricos que tem como objetivo assegurar o controle quantitativo e qualitativo dos usos de água e o efetivo exercício dos direitos de acesso aos recursos hídricos. Neste contexto, insere-se a outorga de diluição de efluentes cujo objetivo é auxiliar na gestão qualitativa dos corpos dágua. As três informações básicas para um sistema de suporte à decisão de concessão de outorgas de diluição de efluentes são: a disponibilidade hídrica natural, o limite de qualidade permitido (enquadramento dos corpos dágua em classes de uso) e a quantidade total de recursos já comprometida com os usos existentes. Com estas três informações, o sistema estará apto a iniciar a operação de controle; quanto mais precisas forem estas informações, mais fiéis à realidade serão as informações retornadas pelo sistema. O objetivo principal deste estudo foi analisar as experiências brasileiras de outorgas de diluição de efluentes, identificar os seus pontos fortes e as limitações na sua aplicação e apresentar propostas de aperfeiçoamento. Foram analisadas as sete experiências em prática no Brasil, a saber: União, Bahia, Espírito Santo, Paraná, Mato Grosso, Distrito Federal e Minas Gerais. A pesquisa desenvolvida compreendeu ampla revisão bibliográfica e entrevistas/discussões com especialistas da área. Os resultados evidenciaram que há uma excessiva simplificação na aplicação da outorga de diluição de efluentes, fazendo com que nenhuma das experiências analisadas tenha conseguido obter a plenitude de suas potencialidades. Foi também possível concluir que a falta de enquadramentos dos corpos hídricos, com base em critérios técnicos e com metas realísticas, torna a aplicação da outorga de diluição de efluentes extremamente difícil, distorcendo a sua funcionalidade e causando inconvenientes aos entes do sistema de gerenciamento de recursos hídricos. Finalmente, foram propostas diretrizes gerais sobre a outorga de diluição de efluentes de modo a torná-la importante instrumento de gestão qualitativa dos corpos hídricos, impedindo que os limites de qualidade estabelecidos pela sociedade sejam ultrapassados e alertando para o nível de comprometimento da disponibilidade hídrica.

This compilation of references to works which synthesize information on coastal topics is intended to be useful to resource managers in decision making processes. However, the utility must be understand in terms of its limited coverage. The bibliography is not inclusive of all the published materials on the topics selected. Coverage is clearly defined in the following paragraph. The time span of the bibliography is limited to references that were published from I983 to 1993, except for a last-minute addition of a few 1994 publications. All searches were done in mid- to late-1993. The bibliography was compiled from searches done on the following DIALOG electronic databases: Aquatic Sciences and Fisheries Abstracts, BlOSlS Previews, Dissertation Abstracts Online, Life Sciences Collection, NTlS (National Technical lnformation Service), Oceanic Abstracts, Pollution Abstracts, SciSearch, and Water Resources Abstracts. In addition, two NOAA electronic datases were searched: the NOAA Library and lnformation Catalog and the NOAA Sea Grant Depository Database. Synthesis of information is not an ubiquitous term used in database development. In order to locate syntheses of required coastal topics, 89 search terms were used in combinations which required 10 searches from each file. From the nearly 6,000 citations which resulted from the electronic searches, the most appropriate were selected to produce this bibliography. The document was edited and indexed using Wordperfect software. When available, an abstract has been included. Every abstract was edited. The bibliography is subdivided into four main topics or sections: ecosystems, coastal water body conditions, natural disasters, and resource management. In the ecosystems section, emphasis is placed on organisms in their environment on the major coastlines of the U.S. In the second section, coastal water body conditions, the environment itself is emphasized. References were found for the Alaskan coast, but none were found for Hawaii. The third section, on natural disasters, emphasizes environmental impacts resulting from natural phenomena. Guidelines, planning and management reports, modelling documents, strategic and restoration plans, and environmental economics related to sustainability are included in the fourth section, resource management. Author, geographic, and subject indices indices are provided. This project characterized and assessed the condition of coastal water resources in the Dry Tortugas National Park (DRTO) located in the Florida Keys. The goal of the assessment was to: (1) identify the state of knowledge of natural resources that exist within the DRTO, (2) summarize the state of knowledge about natural and anthropogenic stressors and threats that affected these resources, and (3) describe strategies being implemented by DRTO managers to meet their resource management goals. The park, located in the Straits of Florida 113 km (70 miles) west of Key West, is relatively small (269 square kilometers) with seven small islands and extensive shallow water coral reefs. Significant natural resources within DRTO include coastal and oceanic waters, coral reefs, reef fisheries, seagrass beds, and sea turtle and bird nesting habitats. This report focuses on marine natural resources identified by DRTO resource managers and researchers as being vitally important to the Tortugas region and the wider South Florida ecosystem. Selected marine resources included physical resources (geology, oceanography, and water quality) and biological resources (coral reef and hardbottom benthic assemblages, seagrass and algal communities, reef fishes and macro invertebrates, and wildlife [sea turtles and sea-birds]). In the past few decades, some of these resources have deteriorated because of natural and anthropogenic factors that are local and global in scale. To meet mandated goals (Chapter 1), resource managers need information on: (1) the types and condition of natural and cultural resources that occur within the park and (2) the stressors and threats that can affect those resources. This report synthesizes and summarizes information on: (1) the status of marine natural resources occurring at DRTO; and (2) types of stressors and threats currently affecting those resources at the DRTO. Based on published information, the assessment suggests that marine resources at DRTO and its surrounding region are affected by several stressors, many of which act synergistically. Of the nine resource components assessed, one resource category – water quality – received an ecological condition ranking of "Good"; two components – the nonliving portion of coral reef and hardbottom and reef fishes – received a rating of "Caution"; and two components – the biotic components of coral reef and hardbottom substrates and sea turtles – received a rating of "Significant concern" (Table E-1). Seagrass and algal communities and seabirds were unrated for ecological condition because the available information was inadequate. The stressor category of tropical storms was the dominant and most prevalent stressor in the Tortugas region; it affected all of the resource components assessed in this report. Commercial and recreational fishing were also dominant stressors and affected 78% of the resource components assessed. The most stressed resource was the biotic component of coral reef and hardbottom resources, which was affected by 76% of the stressors. Water quality was the least affected; it was negatively affected by 12% of stressors. The systematic assessment of marine natural resources and stressors in the Tortugas region pointed to several gaps in the information. For example, of the nine marine resource components reviewed in this report, the living component of coral reefs and hardbottom resources had the best rated information with 25% of stressor categories rated "Good" for information richness. In contrast, the there was a paucity of information for seagrass and algal communities and sea birds resource components.

FAO regularly releases studies on the state of fish resources exploitation (The state of world fisheries and aquaculture)and the development of fisheries by geographic areas. The 1983 and 1985 editions provided interesting discussions on fisheries development trends in the world: the majority of sea-facing countries adopted legislation that extends the national jurisdiction on the waters off their coasts (usually indicated within 200 miles) and establishes exclusive economic zones (EEZs). The huge fluctuations in the abundance of some fish stocks are obstacles to fisheries development. This issue, as well as the need to improve research activities and management of fish stocks is also analyzed in this work. The author highlighted the situation of fisheries in the Western Indian Ocean, with particular attention to tuna fisheries and to inland water resources of Mozambique.

Seasonal snow cover in the mountains of the Upper Colorado River Basin is a major source of water for a large portion of the southwestern United States. The extent and amount of this snowpack not only reflects changes in weather patterns and climate but also influences the general circulation through modification of the energy exchange between land and atmosphere. ... Satellite observations and remote sensing techniques can enhance the standard snowpack observations to provide the temporal and spatial measurements required for understanding the role of snow in the surface energy balance and improving the management of water resources.

EXTRACT (SEE PDF FOR FULL ABSTRACT): Evaluations of the impact of climate change (such as a greenhouse effect) upon water resources should represent both the expected change and the uncertainty in that expectation. Since water resources such as streamflow and reservoir levels depend on a variety of factors, each of which is subject to significant uncertainty, it is desirable to formulate methods of representing that uncertainty in the forcing factors and from this determine the uncertainty in the response variables of interest. We report here progress in the representation of the uncertainty in climate upon the uncertainty in the estimated hydrologic response.

Darbhanga district in North Bihar is characterised by thick alluvial soil, moderately good rainfall, high humidity, ample sunshine and numerous water resources in the form of perennial rivers, tributaries, streams, lakes, ponds, pools and puddles. The aquacrops of this district include several species of commercially important fishes, aquatic cash crops such as makhana (Euryale ferox), singhara (Trapa spp.), lotus, lilly, Khubi etc. and molluscs. This paper highlights the commercial significance of these aquacrops and offers suggestions for their sustained development.

Tripura is a densely populated small state with meagre water resources. 47.51% of the population is constituted by socio-economically backward, illiterate, orthodox, tribal and scheduled castes. Some of them are nomad and a majority of the rest of the population is refugees from Bangladesh, but almost 100% is fish eater. Settlement of tribes in villages, provision of nutritious food and employment therefore calls for proper utilization of every resource they have. The State is poor in water resources but recently has created 21,636.23 ha of new water area. Tripura is rich in pig population, besides poultry birds. Paddy is the main crop cultivated in arable lands. An integration of livestock raising and land based agriculture with pisciculture practices around mini barrages will help in solving the problems to a great extent. The paper is an attempt to outline the prospects of integration of aquaculture with animal husbandry and land based crop culture in Tripura State.

水资源是人类赖以生存和发展的最重要的物质资源之一,水资源的可持续利用是实现社会经济可持续发展的必要前提。随着人口的增加,社会经济的发展和人民生活水平的提高,青岛市水资源供需矛盾进一步凸显。本文在分析青岛市水资源利用现状的基础上,运行系统动力学方法,研究了青岛市水资源复合系统可持续利用状况,主要结论如下: (1)采用系统动力学Vensim-PLE软件,以水资源供需平衡为核心,建立了青岛市水资源-社会-经济-生态环境复合系统动力学模型,并以青岛市2000~2008年的统计资料作为基础数据检验了模型的有效性。为了提高模拟效果,分析了模型主要参数的敏感度,发现工业供水比例对模拟结果影响最大,生活供水比例、第三产业供水比例、回用水工业供水比例、污水处理投资系数及回用水生态环境供水比例等参数的敏感度依次减小。 (2)运用所建立的系统动力学模型模拟趋势条件下青岛市2009~2030年的水资源利用及需求状况。结果表明,现状趋势方案下青岛市2009~2030年的总需水量快速增加,2020年、2030年的总需水量分别为96190.6万吨、137300万吨;水资源供需差额急速增加,缺水程度越来越大,到2030年缺水程度达到0.5055;随着青岛市污水处理能力的提高,污水回用量增加,从3000万吨左右增加到接近10000万吨;现状趋势条件下2009~2030年青岛市GDP值快速增长,人口承载力逐渐上升,但上升趋势逐渐趋缓。 (3)假设了5种水资源发展方案:现状趋势发展型,提高污水处理投资系数,提高海水淡化产量,调整各行业用水定额,调整产业结构。用建立的系统动力学模型模拟分析了在这5种方案下的青岛市水资源可持续利用能力。综合比较这5种方案的优缺点,提出优化方案。优化方案1:将污水处理投资系数由0.001提高至0.003;从2009年起海水淡

Finding an appropriate turbulence model for a given flow case usually calls for extensive experimentation with both models and numerical solution methods. This work presents the design and implementation of a flexible, programmable software framework for assisting with numerical experiments in computational turbulence. The framework targets Reynolds-averaged Navier-Stokes models, discretized by finite element methods. The novel implementation makes use of Python and the FEniCS package, the combination of which leads to compact and reusable code, where model- and solver-specific code resemble closely the mathematical formulation of equations and algorithms. The presented ideas and programming techniques are also applicable to other fields that involve systems of nonlinear partial differential equations. We demonstrate the framework in two applications and investigate the impact of various linearizations on the convergence properties of nonlinear solvers for a Reynolds-averaged Navier-Stokes model. © 2011 Elsevier Ltd.
