This work has as a central concern in analyze the causes of the still limited access of young Brazilians to public higher education in socioeconomic and cultural.In Brazil, onçy 14,4% of the young between 18 and 24 years old attend this educational level.If we consider that the public university offer just 1/4 of the vacancies, can be affirmed that this institutions are not able to attend neither 4% of the young between 18 and 24.Brazil shows,in this level of education,a lower access that most of its neighbors: Argentina(40%), Venezuela(26%), Chile(20%),Bolivia(20%).In this work were analyzed the data reports of entrance exam of Universidade Estadual Paulista (Unesp) entre 2004 e 2009,prepared by Fundaçao para o Vestibular da Universidade Estadual Paulista(Vunesp). In this analysis,can be noted the influence of some aspects socioeconomic and cultural related to possibilities os the young acces to public univercity. Stand out among these: family income,the possibility to dadicate only to studies and attend preparatory courses,as well as the parents level of education.

A investigação realizada, cujos resultados são expostos nessa dissertação, é voltada para os afastamentos por doença entre servidores de uma universidade pública federal sediada no Rio de Janeiro. Sua contribuição consiste em subsidiar o processo de produção de conhecimento acadêmico-científico quanto ao perfil sócio-ocupacional e de adoecimento de trabalhadores afastados por doença nesta universidade, nos anos de 2010 e 2011, e nos marcos de implementação do Subsistema Integrado de Atenção à Saúde do Servidor (SIASS). Contempla o tema a partir da perspectiva de integração das diferentes dimensões previstas pelo SIASS, a saber: perícia, assistência, promoção e vigilância à saúde. Tem como concepção a diretriz de investigação / intervenção, própria ao campo da Saúde do Trabalhador, podendo contribuir, com o conhecimento gerado, para a identificação de alternativas de intervenção nas ações do SIASS. A pesquisa se caracteriza como de natureza exploratória, apoiada em revisão teórico-bibliográfica e pesquisa documental de dados secundários.

Instituições de Ensino Superior (IES) que realizam atividades de ensino e pesquisa em Química, em geral são potenciais áreas de risco de acidentes, uma vez que utilizam substâncias químicas perigosas em seus processos de ensino e pesquisa. Esta pesquisa se justifica em face da existência de substâncias de natureza química e biológica as quais possuem riscos à saúde e ao meio ambiente e de alguns acidentes já ocorridos em diversas IES no Brasil e exterior. O objetivo da pesquisa foi elaborar diretrizes para a gestão de emergências em acidentes químicos que possam ser aplicadas nos laboratórios de um Instituto de Química de uma Universidade Pública do Estado do Rio de Janeiro. Trata-se de um estudo exploratório e descritivo, aplicado a um caso estudado, de uma emergência. Realizou-se de revisão em literatura especializada, visitas aos laboratórios, registros fotográficos e entrevistas dirigidas a funcionários, técnicos e professores do IQ. A metodologia de avaliação de vulnerabilidade baseou-se no método dos cinco passos da Federal Emergency Management Agency. O estudo de caso mostrou que o Instituto de Química não possui uma Gestão de Emergências Químicas, com ausência de brigada de incêndio e o não cumprimento de normas técnicas e regulamentares. Apesar disso, existem laboratórios que possuem um perfil satisfatório quanto à segurança e saúde. O estudo mostrou também que a metodologia de Análise de Vulnerabilidade é uma boa ferramenta para elaboração de diretrizes voltadas para um Plano de Emergência, quando conduzida por equipe especializada.

Universidades são organizações sociais complexas. Elas estão sujeitas aos problemas clássicos de controle e coordenação, e ao problema, igualmente clássico, da alocação eficiente de recursos, universidades também se caracterizam por gerarem múltiplos bens e serviços, através da transformação de múltiplos fatores de produção. Este é um estudo sobre o processo produtivo e sobre a alocação de recursos na Universidade Federal do Rio de Janeiro - UFRJ, a maior Instituição Federal de Ensino Superior do Brasil. A metodologia básica, os objetivos, e a forma de apresentação da pesquisa serão detalhadamente descritos nos capítulos que se seguem, mas podem ser brevemente resumidos nesta Apresentação.

There are a great number of evidences showing that education is extremely important in many economic and social dimensions. In Brazil, education is a right guaranteed by the Federal Constitution; however, in the Brazilian legislation the right to the three stages of basic education: Kindergarten, Elementary and High School is better promoted and supported than the right to education at College level. According to educational census data (INEP, 2009), 78% of all enrolments in College education are in private schools, while the reverse is found in High School: 84% of all matriculations are in public schools, which shows a contradiction in the admission into the universities. The Brazilian scenario presents that public universities receive mostly students who performed better and were prepared in elementary and high school education in private schools, while private universities attend students who received their basic education in public schools, which are characterized as low quality. These facts have led researchers to raise the possible determinants of student performance on standardized tests, such as the Brazilian Vestibular exam, to guide the development of policies aimed at equal access to College education. Seeking inspiration in North American models of affirmative action policies, some Brazilian public universities have suggested rate policies to enable and facilitate the entry of "minorities" (blacks, pardos1, natives, people of low income and public school students) to free College education. At the Federal University of the state Rio Grande do Norte (UFRN), the first incentives for candidates from public schools emerged in 2006, being improved and widespread during the last 7 years. This study aimed to analyse and discuss the Argument of Inclution (AI) - the affirmative action policy that provides additional scoring for students from public schools. From an extensive database, the Ordinary Least Squares (OLS) technique was used as well as a Quantile Regression considering as control the variables of personal, socioeconomic and educational characteristics of the candidates from the Brazilian Vestibular exam 2010 of the Federal University of the state Rio Grande do Norte (UFRN). The results demonstrate the importance of this incentive system, besides the magnitude of other variables

O presente estudo foca a temática do acesso das populações do campo à universidade pública, com base na análise do PRONERA – Programa Nacional de Educação na Reforma Agrária, do PROCAMPO – Programa de Apoio à Formação Superior em Licenciatura em Educação do Campo e do PARFOR – Plano Nacional Formação de Professores da Educação Básica, tomando como referência a Universidade Federal do Pará. A pesquisa analisa o cenário da Educação Superior e as modificações no sistema de acesso à universidade, apresenta um panorama sobre as iniciativas de acesso das populações do campo, analisando cursos, recursos financeiros, dados estatísticos e apresentando uma cartografia dos programas no Brasil e no Estado do Pará. Para alcançar o objetivo geral, que foi de analisar as formas de acesso pela população do campo à Educação Superior, no período pós Lei 9.394/96, optou-se por uma metodologia de abordagem dialética, buscamos analisar fatores sociais, políticos, econômicos e as relações estabelecidas, no contexto do acesso das populações do campo à educação superior. Convém esclarecer que não tomamos o método dialético por excelência, pois consideramos que existem muitos elementos dele que não poderão ser aplicados por nós no tempo que a pesquisa propõe, uma vez que somente essa perspectiva nos permitiria a análise da realidade em questão, buscando o apoio na exploração de bibliografias e na técnica de análises de documentos, para posterior sistematização, organização e análise dos dados estatísticos e das informações coletadas ao longo da pesquisa. Os resultados da investigação apontam para um novo eixo de análise dentro da temática Educação Superior – a Educação Superior do Campo, uma vez que o acesso das populações do campo, com metodologias diferenciadas e pautadas no referencial da Educação do Campo passou a ser uma realidade em nosso País. A pesquisa aponta ainda a ampliação do acesso às universidades públicas, com base nos princípios conquistados pela luta dos movimentos sociais e do movimento por uma educação do campo, assim como identificou outras particularidades que não condizem, a princípio, com o que seria uma política educacional voltada para o campo, como é o caso do PARFOR, que, embora não seja criado propriamente a atender estudantes do campo, tem, no Pará, contemplado uma significativa parcela de estudantes/ educadores atuantes em escolas do campo.

This article supposes that the Brazilian public university has dilemmas and challenges due to a more complex process that affects the whole society: Brazil has to deal with specific problems of its modernization process, at the same time that it is under pressure by the new challenges that are resulted from the globalization process. Based on a specialized literature, the aim of this article is to show how this interweaving modern/hypermodern process is challenging Brazilian public university toward more and more complex and diversified demands.

This paper explores the contradictions between models conflicting today in Brazilian universities. The conglomeration of isolated institutions, integrated and multifunctional university and university-enterprise, service provider. This last model attempts to integrate higher education institutions to supply chains dominated by capital. Public universities were designed to provide innovative services and train staff researchers for such activity. The training of skilled workforce would be fundamentally task of private universities. But in any case, the onus would be on this training students. This model has been driven from the 1990s, with "instruction manuals" of the World Bank, and in 2000, with the IMF recommendations and, in the case of Latin American universities, Fundación Universia, sponsored by the Santander Bank. The question remains: the university will be able to organize the productive forces which have around research goals and staff training for independent development.

In Brazil, education is a right guaranteed by the Federal Constitution; however, in the Brazilian legislation the right to the three stages of basic education: Kindergarten, Elementary and High School is better promoted and supported than the right to education at College level. According to educational census data (INEP, 2009), 78% of all enrolments in College education are in private schools, while the reverse is found in High School: 84% of all matriculations are in public schools, which shows a contradiction in the admission into the universities. The Brazilian scenario presents that public universities receive mostly students who performed better and were prepared in elementary and high school education in private schools, while private universities attend students who received their basic education in public schools, which are characterized as low quality. These facts have led researchers to raise the possible determinants of student performance on standardized tests, such as the Brazilian Vestibular exam, to guide the development of policies aimed at equal access to College education. Seeking inspiration in North American models of affirmative action policies, some Brazilian public universities have suggested rate policies to enable and facilitate the entry of "minorities" (blacks, pardos1, natives, people of low income and public school students) to free College education. At the Federal University of the state Rio Grande do Norte (UFRN), the first incentives for candidates from public schools emerged in 2006, being improved and widespread during the last 7 years. This study aimed to analyse and discuss the Argument of Inclution (AI) - the affirmative action policy that provides additional scoring for students from public schools. Universities are institutions that generate and manipulate large amounts of data as a result of the multiple functions they perform, of the amount of involved professionals and students they attend. Information gathered from these data is used, for example, for operational activities and to support decision-making by managers. To assist managers in accomplishing their tasks, the Information Systems (IS) are presented as tools that offer features aiming to improve the performance of its users, assist with routine tasks and provide support to decision-making. The purpose of this research is to evaluate the influence of the users features and of the task in the success of IS. The study is of a descriptive-exploratory nature, therefore, the constructs used to define the conceptual model of the research are known and previously validated. However, individual features of users and of the task are IS success antecedents. In order to test the influence of these antecedents, it was developed a decision support IS that uses the Multicriteria Decision Aid Constructivist (MCDA-C) methodology with the participation and involvement of users. The sample consisted of managers and former managers of UTFPR Campus Pato Branco who work or have worked in teaching activities, research, extension and management. For data collection an experiment was conducted in the computer lab of the Campus Pato Branco in order to verify the hypotheses of the research. The experiment consisted of performing a distribution task of teaching positions between the academic departments using the IS developed. The task involved decision-making related to management activities. The data that fed the system used were real, from the Campus itself. A questionnaire was answered by the participants of the experiment in order to obtain data to verify the research hypotheses. The results obtained from the data analysis partially confirmed the influence of the individual features in IS success and fully confirmed the influence of task features. The data collected failed to support significant ratio between the individual features and the individual impact. For many of the participants the first contact with the IS was during the experiment, which indicates the lack of experience with the system. Regarding the success of IS, the data revealed that there is no significance in the relationship between Information Quality (IQ) and Individual Impact (II). It is noteworthy that the IS used in the experiment is to support decision-making and the information provided by this system are strictly quantitative, which may have caused some conflict in the analysis of the criteria involved in the decision-making process. This is because the criteria of teaching, research, extension and management are interconnected such that one reflects on another. Thus, the opinion of the managers does not depend exclusively on quantitative data, but also of knowledge and value judgment that each manager has about the problem to be solved.
