The old Ofsted school inspection framework introduced in September 2009 has been re-designed to be applied to the adult sector. An action plan and completion dates have been added. Whilst Ofsted are no longer restricting overall grade if an organisation receives a grade of 4, in e-safety they still want to see that learners feel safe.

Ao observar as instituições escolares do nosso país ao longo da história, vimos surgir um profissional chamado SUPERVISOR ESCOLAR cuja ação não tinha regulamentação e em alguns momentos era visto como autoritário e até mesmo delator dos colegas. De acordo com a teoria educacional esta função apresentou vários nomes, dentre eles, Professor Supervisor Educacional, Inspeção Escolar e Coordenação Pedagógica, fruto de uma ideologia/ação sempre presente. Nesse sentido, a pesquisa que realizamos teve como objetivo traçar o perfil da formação humana e da matriz de competências do Supervisor Educacional, no âmbito do Estado do Rio de Janeiro, identificando a representação desses profissionais em seu campo de atuação. Nesse processo alguns autores nos serviram de base teórica para o tema Supervisão Educacional: Rangel, Valle, Tardiff; para o tema Formação Humana: Gramsci, Lukács, Frigotto; e para o tema Políticas Públicas: Gentili, Sader, Arroyo. O presente trabalho pode contribuir para um melhor entendimento da relação entre poder, gestão e conhecimento nas ações da Supervisão Educacional, dentro de uma pesquisa de perspectiva sócio-histórica, com predominância qualitativa. O âmbito dessa pesquisa foi estadual e o projeto envolveu vinte e sete municípios do Estado do Rio de Janeiro, em Nível Local e Nível Central.

Este estudo propõe uma análise das relações de poder que circulam nas práticas da Inspeção Escolar da Secretaria de Estado de Educação do Rio de Janeiro, tendo como cenário principal as condições que permitiram a realização do concurso para o cargo Professor Inspetor Escolar em 2007. Para o desenvolvimento do trabalho foram utilizadas as contribuições de Michel Foucault e da Análise Institucional. O primeiro capítulo, A produção da Inspeção Escolar, faz uma revisão das condições que produziram a necessidade da atuação da Inspeção Escolar no Brasil e as condições que contribuíram para a realização do concurso para o cargo Professor Inspetor Escolar em 2007. O segundo capítulo, A fiscalização permanente, discute as práticas desenvolvidas pela Inspeção Escolar que evidenciam o uso de técnicas disciplinares, que contribuíram para o fortalecimento do neoliberalismo. O terceiro capítulo, Análise de Implicação, traz reflexões sobre as questões que se evidenciam nas práticas atuais do grupo de Inspeção Escolar da Secretaria de Estado de Educação do Rio de Janeiro, a partir dos conceitos da Análise Institucional

This article discusses the establishment of the school inspection service in the Province of Sao Paulo between the implementation of the Provincial Legislature in 1835 and the last years of the monarchy. In this work, were taken as sources - the Collection of Laws and Decrees of the Province of São Paulo (1835-1889); Speeches of the Presidents of the Province given annually at the opening of the Assembly of S„o Paulo (1835-1889), and the reports of the General Inspectors presented to the President of the Province (1851-1889). To give theoretical support to this analysis, we used the categories of Weberian bureaucratic organization.

L’article montre que la trajectoire de la réforme de l’inspection en Fédération Wallonie-Bruxelles (FWB) est loin d’être linéaire. Elle est marquée par des processus de reconversion institutionnelle d’institutions existantes, mais aussi de sédimentation et d’hybridation entre l’« ancien » et le « nouveau ». En effet, elle participe à la fois d’une politique de changement institutionnel ambitieuse et de construction du « système scolaire » dans un paysage au départ assez décentralisé et fragmenté ; mais, simultanément, elle est marquée par des « contraintes » institutionnelles existantes, des négociations et transactions entre différents acteurs politiques et scolaires qui déterminent les contours et les compétences du nouveau corps d’inspection en gestation après le décret de 2007 comme les rôles des inspecteurs et leur division du travail avec d’autres acteurs. De plus, dans la mise en œuvre du décret, les orientations normatives, cognitives et professionnelles des acteurs, la permanence de la diversité institutionnelle des réseaux comme la variance structurelle des territoires « modulent » et « tempèrent » l’ambition du changement institutionnel affiché par la politique de la FWB. Cela change mais pas complètement : il y a un processus de conversion partielle et « en tension » de l’institution qu’est l’inspection.

Since the 1980s, state schools in England have been required to ensure transparency and accountability through the use of indicators and templates derived from the private sector and, more recently, globally circulating discourses of ‘good governance’ (an appeal to professional standards, technical expertise, and performance evaluation as mechanisms for improving public service delivery). The rise of academies and free schools (‘state-funded independent schools’) has increased demand for good governance, notably as a means by which to discipline schools, in particular school governors – those tasked with the legal responsibility of holding senior leadership to account for the financial and educational performance of schools. A condition and effect of school autonomy, therefore, is increased monitoring and surveillance of all school governing bodies. In this paper, I demonstrate how these twin processes combine to produce a new modality of state power and intervention; a dominant or organizing principle by which government steer the performance of governors through disciplinary tools of professionalization and inspection, with the aim of achieving the ‘control of control’. To explain these trends, I explore how various established and emerging school governing bodies are (re)constituting themselves to meet demands for good governance.

Purpose: Computer vision has been widely used in the inspection of electronic components. This paper proposes a computer vision system for the automatic detection, localisation, and segmentation of solder joints on Printed Circuit Boards (PCBs) under different illumination conditions. Design/methodology/approach: An illumination normalization approach is applied to an image, which can effectively and efficiently eliminate the effect of uneven illumination while keeping the properties of the processed image the same as in the corresponding image under normal lighting conditions. Consequently special lighting and instrumental setup can be reduced in order to detect solder joints. These normalised images are insensitive to illumination variations and are used for the subsequent solder joint detection stages. In the segmentation approach, the PCB image is transformed from an RGB color space to a YIQ color space for the effective detection of solder joints from the background. Findings: The segmentation results show that the proposed approach improves the performance significantly for images under varying illumination conditions. Research limitations/implications: This paper proposes a front-end system for the automatic detection, localisation, and segmentation of solder joint defects. Further research is required to complete the full system including the classification of solder joint defects. Practical implications: The methodology presented in this paper can be an effective method to reduce cost and improve quality in production of PCBs in the manufacturing industry. Originality/value: This research proposes the automatic location, identification and segmentation of solder joints under different illumination conditions.

The regulatory enforcement literature proposes a continuum with two principal perspectives to gaining compliance with regulations at its extremes – a compliance approach and a deterrence approach. Within these perspectives a range of strategies and tools are used to support the broad intent of an enforcement agency. One tool is the inspection blitz, concentrating resources where significant non-compliance is suspected. While agencies enforcing minimum labour standards in the Australian federal jurisdiction have traditionally used the blitz strategy as an occasional tool, it is now more regularly used. This paper examines the blitz as an enforcement tool, placing it within the compliance/deterrence perspectives, before exploring its use by the Workplace Ombudsman/Fair Work Ombudsman. We argue that multiple factors have led to the blitz’s redesign in the post-Work Choices environment, and that its current framework and persuasive compliance nature is not appropriate for all situations.

Background, Aim and Scope The impact of air pollution on school children’s health is currently one of the key foci of international and national agencies. Of particular concern are ultrafine particles which are emitted in large quantities, contain large concentrations of toxins and are deposited deeply in the respiratory tract. Materials and methods In this study, an intensive sampling campaign of indoor and outdoor airborne particulate matter was carried out in a primary school in February 2006 to investigate indoor and outdoor particle number (PN) and mass concentrations (PM2.5), and particle size distribution, and to evaluate the influence of outdoor air pollution on the indoor air. Results For outdoor PN and PM2.5, early morning and late afternoon peaks were observed on weekdays, which are consistent with traffic rush hours, indicating the predominant effect of vehicular emissions. However, the temporal variations of outdoor PM2.5 and PN concentrations occasionally showed extremely high peaks, mainly due to human activities such as cigarette smoking and the operation of mower near the sampling site. The indoor PM2.5 level was mainly affected by the outdoor PM2.5 (r = 0.68, p<0.01), whereas the indoor PN concentration had some association with outdoor PN values (r = 0.66, p<0.01) even though the indoor PN concentration was occasionally influenced by indoor sources, such as cooking, cleaning and floor polishing activities. Correlation analysis indicated that the outdoor PM2.5 was inversely correlated with the indoor to outdoor PM2.5 ratio (I/O ratio) (r = -0.49, p<0.01), while the indoor PN had a weak correlation with the I/O ratio for PN (r = 0.34, p<0.01). Discussion and Conclusions The results showed that occupancy did not cause any major changes to the modal structure of particle number and size distribution, even though the I/O ratio was different for different size classes. The I/O curves had a maximum value for particles with diameters of 100 – 400 nm under both occupied and unoccupied scenarios, whereas no significant difference in I/O ratio for PM2.5 was observed between occupied and unoccupied conditions. Inspection of the size-resolved I/O ratios in the preschool centre and the classroom suggested that the I/O ratio in the preschool centre was the highest for accumulation mode particles at 600 nm after school hours, whereas the average I/O ratios of both nucleation mode and accumulation mode particles in the classroom were much lower than those of Aitken mode particles. Recommendations and Perspectives The findings obtained in this study are useful for epidemiological studies to estimate the total personal exposure of children, and to develop appropriate control strategies for minimizing the adverse health effects on school children.
