In an open railway access market, the provisions of railway infrastructures and train services are separated and independent. Negotiations between the track owner and train service providers are thus required for the allocation of the track capacity and the formulation of the services timetables, in which each party, i.e. a stakeholder, exhibits intelligence from the previous negotiation experience to obtain the favourable terms and conditions for the track access. In order to analyse the realistic interacting behaviour among the stakeholders in the open railway access market schedule negotiations, intelligent learning capability should be included in the behaviour modelling. This paper presents a reinforcement learning approach on modelling the intelligent negotiation behaviour. The effectiveness of incorporating learning capability in the stakeholder negotiation behaviour is then demonstrated through simulation.

In an open railway access market price negotiation, it is feasible to achieve higher cost recovery by applying the principles of price discrimination. The price negotiation can be modeled as an optimization problem of revenue intake. In this paper, we present the pricing negotiation based on reinforcement learning model. A negotiated-price setting technique based on agent learning is introduced, and the feasible applications of the proposed method for open railway access market simulation are discussed.

A schedule coordination problem involving two train services provided by different operators is modeled as an optimization of revenue intake. The coordination is achieved through the adjustment of commencement times of the train services by negotiation. The problem is subject to constraints regarding to passenger demands and idle costs of rolling-stocks from both operators. This paper models the operators as software agents having the flexibility to incorporate one of the two (and potentially more) proposed negotiation strategies. Empirical results show that agents employing different combination of strategies have significant impact on the quality of solution and negotiation time.

In an open railway access market, the Infrastructure Provider (IP), upon the receipts of service bids from the Train Service Providers (TSPs), assigns track access rights according to its own business objectives and the merits of the bids; and produces the train service timetable through negotiations. In practice, IP chooses to negotiate with the TSPs one by one in such a sequence that IP optimizes its objectives. The TSP bids are usually very complicated, containing a large number of parameters in different natures. It is a difficult task even for an expert to give a priority sequence for negotiations from the contents of the bids. This study proposes the application of fuzzy ranking method to compare and prioritize the TSP bids in order to produce a negotiation sequence. The results of this study allow investigations on the behaviors of the stakeholders in bid preparation and negotiation, as well as evaluation of service quality in the open railway market.

In open railway access markets, a train service provider (TSP) negotiates with an infrastructure provider (IP) for track access rights. This negotiation has been modeled by a multi-agent system (MAS) in which the IP and TSP are represented by separate software agents. One task of the IP agent is to generate feasible (and preferably optimal) track access rights, subject to the constraints submitted by the TSP agent. This paper formulates an IP-TSP transaction and proposes a branch-and-bound algorithm for the IP agent to identify the optimal track access rights. Empirical simulation results show that the model is able to emulate rational agent behaviors. The simulation results also show good consistency between timetables attained from the proposed methods and those derived by the scheduling principles adopted in practice.

Open access reforms to railway regulations allow multiple train operators to provide rail services on a common infrastructure. As railway operations are now independently managed by different stakeholders, conflicts in operations may arise, and there have been attempts to derive an effective access charge regime so that these conflicts may be resolved. One approach is by direct negotiation between the infrastructure manager and the train service providers. Despite the substantial literature on the topic, few consider the benefits of employing computer simulation as an evaluation tool for railway operational activities such as access pricing. This article proposes a multi-agent system (MAS) framework for the railway open market and demonstrates its feasibility by modelling the negotiation between an infrastructure provider and a train service operator. Empirical results show that the model is capable of resolving operational conflicts according to market demand.

For decades, the development, construction, track ownership and operation of mainline railways in China have been overseen by the state-owned authorities. From mid-90’s, the mainline railway management has undergone revamps to revitalize the intra-modal competitiveness of railway transportation and to steer it toward the direction of modern business management. With the rapid economic growth; the large-scale expansion of the mainline network; and the increasing expectation on service, the mainline railways in China require further restructuring. Inevitably, a sustainable approach to ensure business viability and service quality in the next few decades is an imminent challenge. This paper reviews the operations and management of mainline railway in China and discusses the possibility of introducing open access market. Drawing the experiences on railway open markets outside China, the discussions include the need and feasibility of railway open market in China; and the suitability and limitations of different models. Particular considerations will be given to the unique characteristics of the mainline railways in China, where the developments across neighbouring regions are unbalanced; freight and passenger services are of similar demands; and the high-speed train operations are operated with low-speed ones in mixed traffic.

Este estudio busca contribuir a la evaluación del impacto económico que una mayor liberalización comercial en el Hemisferio Occidental, puede tener sobre los países miembros de la Comunidad Andina. Los escenarios de liberalización comercial más significativos se identifican y simulan, mediante el uso del modelo GTAP en su versión estándar de rendimientos constantes a escala. Los resultados básicos indican una muy baja coincidencia en la dirección de los cambios de bienestar esperables para los países andinos, bajo los cuatro escenarios analizados. De una forma muy simplificada, puede decirse que una mayor liberalización comercial implica pérdidas de bienestar para Colombia, Perú y Ecuador-Bolivia, en tanto que para Venezuela se encuentran ganancias bajo los escenarios que implementan el Área de Libre Comercio de las Américas y pérdidas bajo el que implementa el Acuerdo de Libre Comercio entre sus socios andinos y Estados Unidos. Los términos de intercambio juegan un papel determinante en estos resultados. En general se mueven en contra de estas economías, con la notoria excepción de Venezuela. Al parecer, los países andinos se han beneficiado en el pasado de la desviación de comercio que otras regiones han sufrido, como consecuencia de los acuerdos preferenciales de comercio en los cuales los primeros han participado. Con la erosión del acceso preferencial a otros mercados, implícita en los escenarios simulados, el aumento en la competencia tanto por el lado de las exportaciones como por el de las importaciones, tiende a ajustar la posición internacional de estos países, trayendo con ello nuevos retos para el manejo de sus economías.

This paper describes the integration of information between Digital Library of Historical Cartography and Bibliographical Database (DEDALUS), both of the University of São Paulo (USP), to guarantee open, public access by Internet to the maps in the collection and make them available to users everywhere. This digital library was designed by Historical Cartography Studies Laboratory team (LECH/USP), and provides maps images on the Web, of high resolution, as well as such information on these maps as technical-scientific data (projection, scale, coordinates), printing techniques and material support that have made their circulation and cultural consumption possible. The Digital Library of Historical Cartography is accessible not only to the historical cartography researchers, but also to students and the general public. Beyond being a source of information about maps, the Digital Library of Historical Cartography seeks to be interactive, exchanging information and seeking dialogue with different branches of knowledge

A presente dissertação busca analisar os aspectos subjacentes à emergência de um novo paradigma no que tange à inovação: open innovation (ou inovação aberta). Tendo em vista que o estudo comporta a necessidade de conceituação, importa observar que atualmente o conhecimento se mostra difundido entre inúmeras fontes. Sendo assim, a ideia de uma estrutura totalmente vertical e autossuficiente de pesquisa e desenvolvimento, inerente aos modelos fulcrados no paradigma anterior (closed innovation ou inovação fechada), vem dando lugar à crença de que ideias valiosas podem surgir tanto internamente quanto externamente, da mesma maneira que as inovações resultantes das atividades empresariais podem chegar ao mercado por caminhos internos e externos. Essa abordagem atribui grande relevância ao intercâmbio de conhecimento e à perspectiva colaborativa, destacando como principal vantagem a diminuição dos custos com pesquisa e desenvolvimento. Dentre os vários pontos de distinção entre os referidos paradigmas encontra-se a função a ser desempenhada pela propriedade intelectual. Por conseguinte, o objetivo desta dissertação consiste em investigar como a propriedade intelectual funciona dentro da lógica pela qual se orienta a inovação aberta, isto é, se ela impede o fluxo de conhecimento entre os diversos agentes do mercado envolvendo tecnologia ou, ao contrário, se a proteção formal desses ativos intangíveis é o elemento que permite tal intercâmbio. Nesses termos, busca-se demonstrar que as sociedades empresárias adotantes desse modelo aberto abordam a questão da titularidade de direitos de propriedade intelectual como ponto crucial à consecução de práticas baseadas em inovação aberta, as quais se instrumentalizam a partir de contratos formais. Importa observar que, através de uma metodologia científica de análise de conteúdo, toda a investigação em curso se perfaz tendo em conta a empresa enquanto conceito dinâmico dentro do contexto da manifestação do mercado como um fenômeno poliédrico, o qual, em se tratando de temas como propriedade intelectual, será orientado para a inovação. Desta feita, a conclusão da pesquisa indica que os direitos da propriedade intelectual são importantes ativos em uma lógica de open innovation, pois esta não advoga a extinção da propriedade intelectual, mas a flexibilização de sua exploração.

Contested Open Spaces?: Access and control issues in Tundikhel, Kathmandu

Public spaces play a role of political, economic and cultural transformation of cities and the impact of these transformations on the nature of public space.

Urban open space(s) in Kathmandu have been an important part of the city’s urbanism. Historically they have played an important role in the city as spaces for religious, cultural, social and political and military activities during the 300 years of unified monarchy. Throughout the civil war period (Maoist insurgency between 1996 and 2006) they became material locations for political activities, and a site for protests and dharnas. In post-conflict Kathmandu, especially since the abolition of Monarchy in May 28, 2008, these spaces are increasingly seen being claimed by street hawkers, informal sellers and individuals reflecting a new set of users and functions, whereas a significant part of Tundikhel still remains under the military occupation posing important questions around access, identity and control of an important space.


Public spaces are broadly defined as crossroads where different paths and trajectories meet, sometimes overlapping and other times colliding (Madanipour, 2003). Using Tudikhel in Kathmandu, this research examines the increasing collision and contestations witnessed through social, political and neoliberal interactions. It explores how spaces are constantly
contested, negotiated and as a result reshaped through these interactions. It is observed that multiple forces are at play to gain control and access of this important open space, leading to increasing fragmentation of the space, and erosion of its historic significance both as cultural venue and a symbol of democracy in modern Nepal. It is argued that increasing disconnection of Tudikhel from wider urban setting has contributed to exacerbation of these contestations

This paper provides an examination of the emergence of open business models — entrepreneurial strategies that take advantage of the ease of digital reproduction to distribute free content, while earning money from the sale of related products and services. Locating the origins of open business in the open source software phenomenon, the authors suggest that the business strategies innovated there have broader economic relevance. Through a case study of the tecnobrega music scene in Belém, the paper illustrates how open business models can be applied to the production of cultural materials more generally

In open railway markets, coordinating train schedules at an interchange station requires negotiation between two independent train operating companies to resolve their operational conflicts. This paper models the stakeholders as software agents and proposes an agent negotiation model to study their interaction. Three negotiation strategies have been devised to represent the possible objectives of the stakeholders, and they determine the behavior in proposing offers to the proponent. Empirical simulation results confirm that the use of the proposed negotiation strategies lead to outcomes that are consistent with the objectives of the stakeholders.
