In this paper I engage with science and technology studies work on pharmaceuticalisation to explore how European Union (EU) law helps to produce and support the preference for pharmaceutical responses in public health governance, while authorising the production of vulnerable subjects through the growing off-shoring of clinical trials. Drawing on the analysis of legal and policy documents, I demonstrate how EU law allows and legitimates the use of data procured from vulnerable subjects abroad for market authorisation and corporate profitability at home. This is possible because the EU has (de)selected international ethical frameworks in order to support the continued and growing use of clinical trials data from abroad. This has helped to stimulate the revision of international ethical frameworks in light of market needs, inscribing EU public health law within specific politics (that often remained obscured by the joint workings of legal and technological discourses). I suggest that law operates as part of a broader ‘technology’ – encompassing ethics and human rights discourses – that functions to optimise life through resort to market reasoning. Law is thereby reoriented, instrumentalised and deployed as part of a broader project aimed at (re)defining and limiting the boundaries of the EU's responsibility for public health, including the broader social production of public health problems and the unequal global order that the EU represents and helps to depoliticise and perpetuate. Overall, this limits the EU's responsibility and accountability for these failures, as well as another: the weak and mutable protections and insecure legacies for vulnerable trial subjects abroad.

Durante la última década hemos presenciado una revolución tecnológica que nos ha llevado a interconectarnos globalmente, desde las redes sociales como mecanismo de unión entre las personas hasta los servicios mercerizados prestados a través de la web que cada día van logrando un tejido empresarial mas informado y en contacto, en donde la información es en tiempo real y de gran ayuda para la toma de decisiones diarias. En el siguiente texto podremos observar de forma más detenida y detallada la forma en que se están generando unidades de negocio estratégicas que surgen a medida que la conectividad comienza a ser prioridad en muchas organizaciones, en donde buscan generar ventajas competitivas por medio de la tercerización de procesos, lo que ha llevado que Colombia quiera ser pionera en dicha materia. Pero para lograr consolidar un aparato productivo que incursione en el mundo digital y preparar la fuerza laboral para que pueda prestar dichos servicios tercer izados el gobierno ha ubicado los puntos críticos en donde se deben focalizar los recursos y los esfuerzos, de esta forma este texto busca aclarar y generar nuevas ideas en torno a la tercerización de los servicios, pasando por los modelos de negocios en la tercerización, los medios y la realidad actual de Colombia en este mercado.

The recent increase in R&D offshoring has raised fears that knowledge and competitiveness in advanced countries may be at risk of ‘hollowing out’. At the same time, economic research has stressed that this process is also likely to allow some reverse technology transfer and foster growth at home. This paper addresses this issue by investigating the extent to which R&D offshoring is associated with productivity dynamics of European regions. We find that offshoring regions have higher productivity growth, but this positive effect fades with the number of investment projects carried out abroad. A large and positive correlation emerges between the extent of R&D offshoring and the home region productivity growth, supporting the idea that carrying out R&D abroad strengthens European competitiveness.

This paper argues that offshoring indices often measure something different than what we think they are. Using data from input-output tables of 21 European countries from 1995 to 2006 we decompose an offshoring index, distinguishing between a domestic (structural change) and an international component (imported inputs ratio). Regarding offshoring of business services, a large share of the index variation is driven by the domestic component. This is even more pronounced for overall service offshoring. In the case of material offshoring, by contrast, the international component drives the main variation of the indices. Our results therefore show that, regarding (business) services, the typical calculation of offshoring indices tends to over estimate the role of the imported inputs component, neglecting the role played by structural changes in the economy.

Call centres have become an important and growing part of the service industry, enabling firms to provide better customer service, extend sales capabilities and manage customer relationships. However, the methods taken by firms around recruitment, training and management of overseas call centre agents have been far more complex, leading to high failure rates with Call Centre Offshoring (CCO) practices. To better understand the current CCO practices, this study reviews a current research status. Through a literature review, we identified a number of themes spanning across disciplines related to CCO. We found that the current literature lacked of understanding of socio-cultural elements such as trust, language, communication, national and organisational culture that positively influenced the stakeholder relationships. We argue that a common link can be established among CCO-related studies across disciplines when approaching the topic from a socio-cultural perspective. Our findings discuss the implications and provide a useful reference for future CCO-related studies.

Although international outsourcing or offshoring of information technology services by advanced industrialised countries from less developed countries is a relatively new phenomenon, a plethora of research exists on the subject. And, given the multidisciplinary nature of the subject, the literature on offshoring is often disparate and subject to confusion. This paper surveys the developments in the empirical literature on offshoring over the 1992-2007 period and identifies potential areas for future research. The main findings are that while the intensity of research on the subject has increased rapidly over a short period of time, research efforts to date have focussed mostly on offshoring decision and offshoring management particularly from the perspective of the offshorer. Future research opportunities exist in the area of offshoring strategy and performance relationship, the behaviour and performance of offshore service providers particularly within the context of firms from less developed countries competing globally, and the nature of competition among offshore service providers both within and among countries.

A indústria de software se destaca por sua transversalidade em diversas cadeias produtivas. Também é de importante relevância para o desenvolvimento de um parque industrial consolidado, uma vez que, apresenta-se como peça chave no desenvolvimento das atividades ligadas a micro-eletrônica. Todavia, é um produto que possui características diferenciadas dos demais produtos manufaturados. Ou seja, é formado por uma seqüência de conhecimentos lógicos que delimitam quais são as funções que o produto irá desempenhar, tal formação concede um caráter de imaterialidade a este. O caráter imaterial e a dificuldade de mensurar o real valor agregado do software, devido a sua transversalidade, instigam a curiosidade para investigar os reais benefícios que o setor pode gerar para a estrutura produtiva de um determinado país. O presente trabalho tem por objetivo apresentar as grandes empresas de software e principalmente analisar os tipos de atividades que são desenvolvidas mundialmente por estas. Procura também analisar as atividades offshoring, isto é, aquelas que são realizadas por empresas multinacionais em outros países levando em conta a sua estratégia global. Busca também dar uma ênfase nas atividades realizadas no Brasil, com isto procura mapear o papel dos países em desenvolvimento nestas atividades. A metodologia será desenvolvida a partir de coleta do material bibliográfico, com dois propósitos distintos: entender os tipos de atividades do setor, dinâmica concorrencial, etapas do processo produtivo, evolução histórica e mercado; e também um estudo do processo de internacionalização, focando o fenômeno de offshoring e as estratégias competitivas das empresas do setor. O acompanhamento dos relatórios anuais das empresas da amostra e de notícias veiculadas em periódicos especializados levará a elaboração de “Dossiês Corporativos”... Prior studies suggest that clients need to actively govern knowledge transfer to vendor staff in offshore outsourcing. In this paper, we analyze longitudinal data from four software maintenance offshore out-sourcing projects to explore why governance may be needed for knowledge transfer and how governance and the individual learning of vendor engineers inter-act over time. Our results suggest that self-control is central to learning, but may be hampered by low levels of trust and expertise at the outset of projects. For these foundations to develop, clients initially need to exert high amounts of formal and clan controls to enforce learning activities against barriers to knowledge sharing. Once learning activities occur, trust and expertise increase and control portfolios may show greater emphases on self-control.
