India’s desire to transform itself into an international military power has brought about a rapid shift in its approach to procuring military hardware. The indigenization of India’s military manufacturing capacity forms an integral part of the strategic objectives of Indian military services, with its realization being a function of significant government investment in strategic technologies. This has a number of ramifications. An indigenous Indian military capacity, particularly in the field of aviation, forms a key part of India’s ambition of achieving regional air superiority, or even supremacy, and being capable of power projection. This is particularly in response to China’s increasing presence in South Asian airspace. A burgeoning Indian military manufacturing machine based on a comparative advantage in skilled technicians and lower-cost labour, together with strategic collaboration with foreign military hardware manufacturers, may also lead to neighbouring countries looking to India as a source of competitively priced military hardware. In short, this chapter seeks to analyse the rationale behind India’s attempt to become militarily self-sufficient in the field of aviation, discuss the technical, economic and political context in which it is achieving this transformation, and assess the potential outlook of success for India’s drive to achieve self-sufficiency in the arena of military aviation. This chapter will do so by using the case of India’s attempt to develop a fifth-generation fighter aircraft.

The present study is focused on the analysis of the three main governmental measures occurred in 2000-2006 in Russian defense industry: the creation of the holding structures, the establishing of the state monopoly in arms export, and creation of the United Aviation Construction Corporation (Ob¿edinennaya Aviastroitel¿naya Corporatziya), which was initiated by the President and Government of Russian Federation in 2006. The last project assumes the consolidation and joining of all producers of civil and military aviation into one united corporation in order to save the technological and productive potential of the sector after serious crisis in 1990-s. On the other hand, this project can be considered as one of the measures to establish state control and hierarchy in the defense industry. The current project tries to analyze the necessity and the possible impacts of restructuring processes. In order to perform such analysis, I need to observe the evolution of the sector, which involves the description of the restructuring and reforming of the industry since the disintegration of the Soviet Union. The current situation in aviation sector was shaped by number of reforms performed by Government of Russian Federation, which I describe in phases: conversion, privatization, decentralization, followed by evident desire of the state to establish control over some companies. Later on, I am trying to understand the reasons lying behind all reforms of 2000-2006 and the integration of the industry. I also try to predict which impacts on the companies it will have. The last part presents the main conclusions of the paper.

Jet noise reduction is an important goal within both commercial and military aviation. Although large-scale numerical simulations are now able to simultaneously compute turbulent jets and their radiated sound, lost-cost, physically-motivated models are needed to guide noise-reduction efforts. A particularly promising modeling approach centers around certain large-scale coherent structures, called wavepackets, that are observed in jets and their radiated sound. The typical approach to modeling wavepackets is to approximate them as linear modal solutions of the Euler or Navier-Stokes equations linearized about the long-time mean of the turbulent flow field. The near-field wavepackets obtained from these models show compelling agreement with those educed from experimental and simulation data for both subsonic and supersonic jets, but the acoustic radiation is severely under-predicted in the subsonic case. This thesis contributes to two aspects of these models. First, two new solution methods are developed that can be used to efficiently compute wavepackets and their acoustic radiation, reducing the computational cost of the model by more than an order of magnitude. The new techniques are spatial integration methods and constitute a well-posed, convergent alternative to the frequently used parabolized stability equations. Using concepts related to well-posed boundary conditions, the methods are formulated for general hyperbolic equations and thus have potential applications in many fields of physics and engineering. Second, the nonlinear and stochastic forcing of wavepackets is investigated with the goal of identifying and characterizing the missing dynamics responsible for the under-prediction of acoustic radiation by linear wavepacket models for subsonic jets. Specifically, we use ensembles of large-eddy-simulation flow and force data along with two data decomposition techniques to educe the actual nonlinear forcing experienced by wavepackets in a Mach 0.9 turbulent jet. Modes with high energy are extracted using proper orthogonal decomposition, while high gain modes are identified using a novel technique called empirical resolvent-mode decomposition. In contrast to the flow and acoustic fields, the forcing field is characterized by a lack of energetic coherent structures. Furthermore, the structures that do exist are largely uncorrelated with the acoustic field. Instead, the forces that most efficiently excite an acoustic response appear to take the form of random turbulent fluctuations, implying that direct feedback from nonlinear interactions amongst wavepackets is not an essential noise source mechanism. This suggests that the essential ingredients of sound generation in high Reynolds number jets are contained within the linearized Navier-Stokes operator rather than in the nonlinear forcing terms, a conclusion that has important implications for jet noise modeling.

Esta tese teve como objetivo a discussão teórica sobre a formação e a transmissão no/pelo/para o trabalho, a partir da confrontação entre dois campos empíricos. Buscou-se estratégias/pistas de efetividade dessa transmissão, de modo a conciliar saúde & segurança com as demandas de incremento de produtividade & qualidade. Investigaram-se as atividades de auxiliares de enfermagem numa UTI neonatal e de mecânicos de aeronave (flights engineers) em um esquadrão de voo militar. As ferramentas teórico-metodológicas utilizadas foram abordagens clínicas sobre o trabalhar (Ergonomia da Atividade, Clínica da Atividade, Psicodinâmica do Trabalho, proposições sobre relações de serviço e o modelo da competência), sob a orientação da perspectiva ergológica. Os resultados apontam encontros e controvérsias entre os campos empíricos. Os encontros seriam: caracterizam-se como ofícios com grande força coletiva interna, tendo desenvolvido maneiras próprias de transmitir conhecimentos e saberes-fazer, especialmente, durante a própria realização do trabalho; apresentam certo fechamento em seus coletivos, dificultando a ampliação da visão de profissão/ofício para uma noção voltada à ideia de profissionalismo e trabalho em rede entre as auxiliares, uma dificuldade principalmente na inserção das mães dos recém-nascidos internados na equipe de cuidados na Unidade Neonatal e, com os flights, o problema parece ser uma dificuldade em expandir seu ofício/ profissão para além daquele que envolve a sua função em risco de extinção; carência do ingrediente da competência referente à qualificação formal. As controvérsias seriam: mesmo invisibilizada, a dimensão relacional da atividade das auxiliares é, apesar de naturalizada no universo feminino, considerada importante neste domínio. Já, para os flights, mesmo se esta dimensão é fundamental não apenas para a operação, mas também para a formação e aprendizagem da profissão, ela parece manter-se velada na aviação militar; sobre a dinâmica de transmissão de saberes-fazer entre os profissionais, encontramos, entre as auxiliares, o dispositivo sombra representando uma forma de inserção minimamente satisfatória que considera a transmissão de saberes ligados aos aspectos relacionais do trabalho e, entre os flights, dificuldades na assunção de fragilidades vivenciadas pelos profissionais em formação; a partir de uma forte auto-valorização em comum - especialmente dos antigos a respeito de seu histórico e sua inserção heróica naqueles meios de trabalho -, a saída encontrada por cada grupo seguiu direções opostas: entre as auxiliares criou-se um dispositivo de formação para as novatas que é mais eficaz do que a formação das antigas, com os flights, parece não se ter criado um dispositivo mais eficaz, mantendo-se os antigões como heróis inalcançáveis. As conclusões indicam que, se ambos os grupos criaram estratégias de auto-valorização e auto-proteção - os flights, pela condição limite do futuro de seu ofício e as auxiliares, pela sua origem, baseada num corte de classe social e na diferenciação da qualidade da formação profissional (entre enfermeiras e auxiliares) em ambos, o fortalecimento da profissão possibilitou conquistar espaços em meio a trajetórias profissionais à margem de itinerários formativos reconhecidos. Aponta-se, assim, a necessidade de dar visibilidade aos saberes e competências transmitidos cotidianamente no trabalho, viabilizando sua sistematização em programas de formação situados sob o ponto de vista da atividade.

The research subject of this Portfolio of Essays is my ‘apparatus of thought’ in the context of my professional development. I have examined theory and the application of theory to a professional life. I analyse how my use of theory has changed and enabled my professional development. Each of the three Essays takes a different perspective and applies the theories of adult mental development, business and firm growth as an analytical framework. Using Kegan’s theories of Adult Mental Development as an ‘apparatus of thought’, Essay One is my reflection on my professional development in the light of my training, education, and development. I describe how changes in my ‘apparatus of thought’, my meaning-making system, have enabled me to develop my professional practice. Exposure to the theories of Adult Mental Development have also enabled me to understand how my development has precipitated and necessitated my career changes. In Essay Two, moving from military aviation to book publishing was a major career change for me, enabled by a change in my meaning-making system. In the context of my professional development, I sought to change my practice so that I could make a more meaningful contribution to the firm. To achieve this, I directed my reading towards a deeper understanding of the nature of the firm and the impact of industrial change on the firm. Using the context of my professional environment in Essay Three, I show how my use of theory has developed. I describe how I sought to change working practices in the firm and discuss the impact this initiative had on my professional self. I use the ‘data of my experience’ to examine my theory of the business from a Penrosian perspective. The Penrosian perspective coupled with my exposure to theories of Adult Mental Development and the effects of a transformational education process enabled me to transition to a leadership role with an international online publisher.

Objetivo La enfermedad coronaria es la causa más frecuente de incapacitación súbita en vuelo, su etiología se debe a factores de riesgo cardiovascular. Los pilotos militares probablemente tienen una prevalencia diferente a las aviaciones civiles. Con el presente estudio se estima la prevalencia y proporción de factores de riesgo en aviadores militares del Ejército Colombiano. Metodología Estudio descriptivo correlacional. Se revisaron controles médicos de aviadores del Ejército Colombiano certificados, completando 1317 historias clínicas. Se obtuvieron datos como edad, presión arterial, tabaquismo, peso, talla, índice de masa muscular, colesterol total, triglicéridos y colesterol HDL. Según los datos recolectados, se calculó el Índice de Framingham y se estimó el índice de riesgo cardiovascular. Se calculó la prevalencia de sobrepeso, obesidad, hipertensión, hiperlipidemia, diabetes, HDL bajo y tabaquismo activo y la proporción de las mismas discriminando por grupos. Los datos fueron analizados mediante SPSS y los resultados expresados según estadística descriptiva. Resultados La prevalencia de factores de riesgo en aviadores militares fue HTA 3.34%, hiperlipidemia 56.9 %, HDL bajo 67.27%, diabetes 0%, tabaquismo 12.8 %, sobrepeso 55.1% obesidad 4.3% Hubo diferencia entre pilotos y tripulantes de las diferentes aeronaves y según sus equipos de vuelo. Conclusiones La prevalencia de factores de riesgo difiere entre el personal militar de vuelo y los aviadores civiles. Se identificó entre leve y latente el riesgo cardiovascular, según la escala Framingham, lo cual obliga a la realización de programas específicos y seguimiento estricto para modificar el perfil de riesgo y mejorar así la salud ocupacional de los aviadores del Ejército Colombiano.

The Robert M. Ward Photograph Collection consists of approximately 400 prints and 900 negatives from the photographs that he took in the 1940s, 1950s, and 1960s. Most of the events and individuals pictured are from the York County, SC area and include the Latta House in York, South Carolina, downtown Rock Hill, parades, baseball, military, aviation, sports, and other York County buildings and scenes. Also included are photographs of Landsford Canal State Park, York Technical College, Winthrop University, Catawba Indian chieftain King Haigler’s memorial, Andrew Jackson State Park, Kings Mountain State Park, Hall of Fame Golfer Sam Sneed's visit to Rock Hill, SC, and Charleston, South Carolina. The collection also contains newspaper articles from the York Observer, dated from 1988 to 1992, which helped to identify some of the people and events in the pictures.

O presente trabalho, realizado no âmbito do Curso de Promoção a Oficial Superior (CPOS), incide inicialmente em contexto da Primeira Guerra Mundial e mais especificamente, no âmbito do Corpo Expedicionário Português (CEP), sobre a participação dos pilotos portugueses integrados ao serviço da Aviação Militar Aliada no período do conflito (1914-1918). Neste contexto, procurou-se correlacionar a experiência e o conhecimento adquiridos nesta vivência, com a posterior aplicação destas mais-valias no desenvolvimento da Aviação Militar Portuguesa, no período subsequente ao conflito. Utilizada uma estratégia de investigação qualitativa, um desenho de pesquisa histórico e seguido um percurso metodológico proposto por A. Da Silva Rego, realizou-se o levantamento de informação relacionada com a organização da aviação militar francesa, por ser aquela que acolheu nas suas esquadrilhas o maior número de pilotos militares portugueses. Posteriormente, alargado o momento histórico para os anos subsequentes à Grande Guerra, pretende-se demonstrar a influência enquanto aviadores, naquilo que foram os desígnios realizados por estes homens na organização, no desenvolvimento e na formação da Aviação Portuguesa enquanto ramo independente. Abstract: The present work, carried out as part of the Higher Official Promotion Course, has an initial focus on the First World War and more specifically, within the Portuguese Expeditionary Force (CEP), on the participation of Portuguese pilots serving the allied Air Force during the First World War (1914 – 1918). In this context, we tried to correlate the experience and knowledge gained from this experience, with the subsequent implementation of those gains in the development of Portuguese Military Aviation, in the period after the conflict. Using a qualitative research strategy, a historical research design and following a methodological approach proposed by A. Da Silva Rego, we gathered the information relatted with the organization of the French Air Force, as it was the one that received most of the most Portuguese pilots in their squadrons. Further on, broadening the historical period to the subsequent years after the First World War. we intend to demonstrate the influence of Air Force pilots on what was accomplished by these men in the organization, in the establishment and development of the Portuguese Air Force as an independent branch.

As highlighted by previous work in Normal Accident Theory1 and High Reliability Organisations, 2 the ability of a system to be flexible is of critical importance to its capability to prepare for, respond to, and recover from disturbance and disasters. This paper proposes that the research into ‘edge organisations’3 and ‘agility’4 is a potential means to operationalise components that embed high reliable traits in the management and oversight of critical infrastructure systems. Much prior work has focused on these concepts in a military frame whereas the study reported on here examines the application of these concepts to aviation infrastructure, specifically, a commercial international airport. As a commercial entity functions in a distinct manner from a military organisation this study aims to better understand the complementary and contradictory components of the application of agility work to a commercial context. Findings highlight the challenges of making commercial operators of infrastructure systems agile as well as embedding traits of High Reliability in such complex infrastructure settings.
