Planeación por políticas. Un modelo de administración centrado en el empowerment

Este documento expone la metodología de la APP de acuerdo con el nuevo desarrollo del tema tanto en Colombia como en diversos lugares del mundo, haciendo énfasis en la comprensión de los diferentes elementos antes de su implementación y el desarrollo de niveles de aprendizaje progresivo en la medida en que se ejecutan las diferentes fases del mismo.

Military empowerment and civilian targeting in civil war

Civilians constitute a large share of casualties in civil wars across the world. They are targeted to create fear and punish allegiance with the enemy. This maximizes collaboration with the perpetrator and strengthens the support network necessary to consolidate control over contested regions. I develop a model of the magnitude and structure of civilian killings in civil wars involving two armed groups who Öght over territorial control. Armies secure compliance through a combination of carrots and sticks. In turn, civilians di§er from each other in their intrinsic preference towards one group. I explore the e§ect of the empowerment of one of the groups in the civilian death toll. There are two e§ects that go in opposite directions. While a direct e§ect makes the powerful group more lethal, there is an indirect e§ect by which the number of civilians who align with that group increases, leaving less enemy supporters to kill. I study the conditions under which there is one dominant e§ect and illustrate the predictions using sub-national longitudinal data for Colombiaís civil war.

La evaluaci??n de la conducta autodeterminada desde la perspectiva de la empowerment evaluation : revisi??n de instrumentos de medida

La autodeterminaci??n es a la vez un objetivo y un medio para aumentar la calidad de la vida adulta de las personas con discapacidad. Para alcanzar este objetivo es preciso conocer y valorar las necesidades del alumno as?? como las caracter??sticas de su contexto escolar y social de cara a tomar decisiones de mejora. Se analiza desde a perspectiva de la empowerment evaluation el proceso de evaluaci??n de la conducta autodeterminada en las personas con discapacidad. Adem??s se describen los instrumentos de evaluaci??n mas destacados.

Las personas mayores como actores en la comunidad rural: innovación y empowerment

Este artículo parte de dos ideas ampliamente aceptadas en la literatura gerontológica actual, envejecer es un proceso heterogéneo íntimamente relacionado con el entorno y, el envejecimiento activo y satisfactorio esta vinculado con la participación social. Ahora bien, sigue existiendo un gran desconocimiento de los procesos de envejecimiento característicos de las zonas rurales y una falta de características de los profesionales rurales y de las estrategias innovadoras para promover el envejecimiento activo y el fortalecimiento de estas comunidades. El artículo está basado en los resultados obtenidos en una investigación cualitativa, realizada en la comarca del Alt Empordà, Catalunya. Con un total de 53 participantes. Los resultados muestran el significado que tiene la comunidad para las personas mayores del entorno rural, confirman la necesidad de un perfil profesional rural y elaboran propuestas de acción contextualizadas que permiten reforzar a la comunidad, sin urbanizarla, a través del fortalecimiento de sistemas de participación social

Empowerment: model i instrument de mesura basat en les variables primàries o efectives PIEQ (Primary Items Empowerment Questionnaire)

In this thesis a review of the state of the art on empowerment is found. A proposal is put forward for a model of the effective variables of empowerment, a new theoretical model that provides a distinct classification of individual variables. The model consists of four metavariables called reciprocal, unidirectional, shared and reflexive. Finally, a measurement tool for measuring and representing these variables graphically is described, including its process of elaboration through a preliminary pilot study that served to refine and improve the questionnaire. Both the model and the instrument proposed aim to determine the state of the primary variables involved in determining the predisposition and potential of a working group towards empowerment. With the measurement tool both organisational, departmental, working group and/or individual data can be obtained. This instrument can help companies and organisations to discover the limitations existing within a working group and act in consequence.

How was patient empowerment portrayed in information leaflets describing the community pharmacy Medicines Use Review service in the UK?

Objective The Medicines Use Review (MUR) community pharmacy service was introduced in 2005 to enhance patient empowerment but the service has not been taken up as widely as expected. We investigated the depiction of the patient–pharmacist power relationship within MUR patient information leaflets. Methods We identified 11 MUR leaflets including the official Department of Health MUR booklet and through discourse analysis examined the way language and imagery had been used to symbolise and give meaning to the MUR service, especially the portrayal of the patient–pharmacist interactions and the implied power relations. Results A variety of terminology was used to describe the MUR, a service that aimed ultimately to produce more informed patients through the information imparted by knowledgeable, skilled pharmacists. Conclusion The educational role of the MUR overshadowed the intended patient empowerment that would take place with a true concordance-centred approach. Although patient empowerment was implied, this was within the boundaries of the biomedical model with the pharmacist as the expert provider of medicines information. Practice implications If patient empowerment is to be conveyed this needs to be communicated to patients through consistent use of language and imagery that portrays the inclusivity intended.
