‘Nation-building across Urban and Rural Timor-Leste’ provided an opportunity for East Timorese and people from around the world to reflect, discuss and debate the nation-building process in Timor-Leste since 1999. In this context, nation-building in Timor-Leste is taken to mean the many different attempts since 1999 to ensure the political, economic and cultural integration of the population to fulfil the ambition of self rule.

Ten years after the 1999 vote for independence, this conference considered how nation-building is being experienced and responded to across urban and rural communities in Timor-Leste. Broadening the discussion beyond that of ‘state-building’, at the core of the conference was a consideration of the myriad ways the new republic has been ‘built’. Here ‘nation-building’ considers not only in terms of policy and programmatic initiatives but also grass roots experiences and perceptions of how Timor-Leste as a nation is seen and understood. For this reason, the majority of participants were East Timorese representatives from across the districts, allowing them top share their stories of nation-building.


At this conference, nation-building was discussed in terms of what appears to be one of the most significant characteristics of contemporary Timor-Leste, namely the sharp distinction found between the urbanized capital and the rural communities where the majority of the population live. Dili has emerged as the centre for economic and political power in a way that is extraordinarily disproportionate with the remainder of the country, while rural areas often remain highly isolated and continue to be dominated by subsistence agriculture.

Continued population growth in Melbourne over the past decade has led to the development of a range of strategies and policies by State and Local levels of government to set an agenda for a more sustainable form of urban development. As the Victorian State government moves towards the development of 'Plan Melbourne', a new metropolitan planning strategy currently being prepared to take Melbourne forward to 2050, the following paper addresses the issue of how new residential built form will impact on and be accommodated in existing Inner Melbourne activity centres. Working with the prospect of establishing a more compact city in order to meet an inner city target of 90,000 new dwellings (Inner Metropolitan Action Plan - IMAP Strategy 5), the paper presents a 'Housing Variance Model' based on household structure and dwelling type. As capacity is progressively altered through a range of built form permutations, the research attempts to assess the impact on the urban morphology of a case study of four Major Activity Centres in the municipality of Port Phillip.

Rapid population influx due to migration in Australia has produced diverse cultural landscapes, which become visible in cities as physical forms, settings and symbols produced by different ethnic communities. Scholars have argued that people moving away from the country of their birth, whether this be a necessary migration, labour mobility or voluntary migration, results in a difficult process of resettlement for families and individuals. To provide a cohesive multicultural society for all citizens, it is essential to understand how immigrants perceive their new environments and how they make connections in a new land in the process of cultural renewal. While the policy of ‘multiculturalism’ has had a rocky road since the optimistic 1970s, a drive through many suburbs in Australian cities shows buildings, festivals and communal gatherings of people that express and refer to diverse cultural backgrounds. Urban green spaces, ranging from private home gardens to public parks and botanical gardens, play an important role in the life of immigrants. Besides psychological and the restorative effects of urban green spaces, these spaces are public places that provide opportunities for recreation, social gatherings, and the celebration of collective cultural values and events such as festivals for many communities. This study aims to raise awareness of ethnicity as an important issue in park settings and spaces. It investigates the interrelationship between these cultural practices in the urban park environment, in relation to ethnic and cultural identity and physical settings. The concept of transculturalism – reinventing a new common culture as a result of migration to a new place – can help the analysis of the affects and the perception of urban green spaces. The paper will review different experiences of immigrants in relation to the use and perception of urban green spaces, developing alternative perspectives about the Australian landscapes.

Urban planning has the potential to draw on allied and remote disciplines to improve community consultation processes for strategic planning projects. Urban design and landscape architecture have quantitative and qualitative methods which can be utilised to visualise different options of urban intensification which may fit within communities’ expectations of change. Furthermore political science has long used scientifically established psychometric techniques to collect data from broad sections of the population, analysing demographic profiles of communities and understanding their perceptions and attitudes. By appropriating quantitative and qualitative methods from other disciplines, urban planning policies can be developed which may reflect communities’ aspirations of amenity and neighbourhood character. The aim of this paper is to assist local government urban planners with their community engagement practice in order to form policies which are acceptable to the affected communities. The paper draws on Victoria as a case study of community engagement practice, examines research methods from allied and remote disciplines and proposes a community engagement framework which introduces rigour within the community engagement process.

 Objective: The suicide rate in Australia is cause for concern, especially the increase in attempted and completed suicides in rural and regional locations. The present study examined reasons for choosing not to commit suicide as a function of residential location. Method: The study involved 655 Victorian residents from four population-based strata; urban, regional city, regional town, and rural. Results: Results from the Reasons for Living Inventory revealed significant differences as a function of residential location. Overall, residents in rural locations reported having significantly more to live for than their urban counterparts. Further analysis of six reasons for living (child, family, moral, social, coping and death-related concerns) showed a pattern whereby residents in rural locations reported having the most to live for, followed by regional residents, and urban residents who reported having the least to live for. Conclusions: These findings are in contrast to increase of suicide rates in rural areas, and highlight the need for a greater understanding of the mechanisms underlying suicidal behaviour.

 Since 1958 the hukou (household registration) system has assigned Chinese citizens either a rural or urban status. Some studies argue that the rural-to-urban migrants in China who do not have urban hukou are not entitled to urban social insurance schemes, due to institutional discrimination, which applies differing treatment to urban and rural hukou (chengxiang fenge). Although rural-urban migrants participate less in the social insurance system than their counterparts with urban hukou, a closer examination of recent policy developments shows that migrants actually do have the legal right to access the system. This implies that discrimination between rural and urban workers has been declining, and distinctions based on household registration status are less able to explain China's current urban transition. This paper provides a new way of examining Chinese migrants' social insurance participation, by adopting a framework that includes both rural-to-urban migrants and urban-to-urban migrants, which are an important, but less studied, migrant group. Among our key findings are that urban migrants are more likely to sign a labour contract than rural migrants; urban migrants have higher participation rates in social insurance than rural migrants; having a labour contract has a greater impact than hukou status in determining whether Beijing's floating population accesses social insurance; and urban migrants who have signed a labour contract have higher participation rates in social insurance than either rural migrants or urban migrants without a labour contract. © 2013 Elsevier Ltd.

 One consequence of China's marketisation has been the emergence of a 'floating population' - rural Chinese who migrate to China's cities to work. Many urbanites have negative attitudes towards such migrants. To understand how these negative attitudes might be ameliorated, the paper employs Allport's influential contact hypothesis to investigate whether urbanite-migrant friendships affect attitudes. More negative attitudes were observed among males and older urbanites. There was no effect of simply knowing a migrant, supporting Allport's thesis that non-intimate contact is not sufficient to affect attitudes. Friendship alone did not influence attitudes, but interaction effects were detected between having migrant friends and each of age, income and education. Negative attitudes were reduced among urbanites in older, higher-income and higher-education groups if they had a migrant friend. © 2006 The Editors of Urban Studies.

Urbanization impacts on the composition and distribution of wildlife. The tawny frogmouth (Podargus strigoides) is an endemic, nocturnal bird species widespread throughout Australia with recent research highlighting high densities within urban environments. The aim of this study was to investigate homerange size and land-use in response to a gradient of urbanization by determining (a) the key land-use types influencing home-range size and location in the urban landscape (b) whether urbanization impacts on home-range size; and (c) whether the response to urbanization is gender specific. Twelve birds, seven male and five female were radio-tracked within a study zone located in Melbourne, Australia. We used minimum convex polygons (MCP) 95% and 50% fixed-kernel isopleths to calculate home-range size and areas of core use within each home-range. In both the landscape and core areas of their home-range, birds positioned their home-range in areas with more trees, avoiding impervious surfaces and utilizing grassed areas. Male mean kernel home-range was 17.65 ± 4.35 ha and female 6.55 ± 1.40 ha. Male home-ranges contained higher levels of impervious surfaces than females. Modelling demonstrated that as urbanization intensified the home-range size of males increased whereas female home-ranges remained static in size. This research identifies land-use selection and highlights the possibility that spatial behaviour in the species is sex-biased in response to a gradient of urbanization. © 2014 Elsevier B.V.

BackgroundWe have previously demonstrated that between the years 1980 and 2000, the mean body mass index (BMI) of the urban Australian population increased, with greater increases observed with increasing BMI. The current study aimed to quantify trends over time in BMI according to education between 1980 and 2007.MethodsWe compared data from the 1980, 1983 and 1989 National Heart Foundation Risk Factor Prevalence Studies, 1995 National Nutrition Survey, 2000 Australian Diabetes, Obesity and Lifestyle Study and the 2007 National Health Survey. For survey comparability, analyses were restricted to urban Australian residents aged 25-64 years. BMI was calculated from measured height and weight. The education variable was dichotomised at completion of secondary school. Four age-standardised BMI indicators were compared over time by sex and education: mean BMI, mean BMI of the top five percent of the BMI distribution, prevalence of obesity (BMI⩾30 kg/m(2)), prevalence of class II(+) obesity (BMI⩾35 kg/m(2)).ResultsBetween 1980 and 2007, the mean BMI among men increased by 2.5 kg/m(2) and 1.7 kg/m(2) for those with low and high education levels, respectively, corresponding to increases in obesity prevalence of 20(from 12% to 32%) and 11(10% to 21%) %-points. Among women mean BMI increased by 2.9 kg/m(2) and 2.4 kg/m(2) for those with low and high education levels respectively, corresponding to increases in obesity prevalence of 16(12% to 28%) and 12(7% to 19%) %-points. The prevalence of class II(+) obesity among men increased by 9(1% to 10%) and 4(1% to 5%) %-points for those with low and high education levels, and among women increased by 8(4% to 12%) and 4(2% to 6%) %-points. Absolute and relative differences between education groups generally increased over time.ConclusionsEducational differences in BMI have persisted among urban Australian adults since 1980 without improvement.  BACKGROUND: Interactions between wildlife and humans are increasing. Urban animals are often less wary of humans than their non-urban counterparts, which could be explained by habituation, adaptation or local site selection. Under local site selection, individuals that are less tolerant of humans are less likely to settle in urban areas. However, there is little evidence for such temperament-based site selection, and even less is known about its underlying genetic basis. We tested whether site selection in urban and non-urban habitats by black swans (Cygnus atratus) was associated with polymorphisms in two genes linked to fear in animals, the dopamine receptor D4 (DRD4) and serotonin transporter (SERT) genes.

RESULTS: Wariness in swans was highly repeatable between disturbance events (repeatability = 0.61) and non-urban swans initiated escape from humans earlier than urban swans. We found no inter-individual variation in the SERT gene, but identified five DRD4 genotypes and an association between DRD4 genotype and wariness. Individuals possessing the most common DRD4 genotype were less wary than individuals possessing rarer genotypes. As predicted by the local site selection hypothesis, genotypes associated with wary behaviour were over three times more frequent at the non-urban site. This resulted in moderate population differentiation at DRD4 (FST = 0.080), despite the sites being separated by only 30 km, a short distance for this highly-mobile species. Low population differentiation at neutrally-selected microsatellite loci and the likely occasional migration of swans between the populations reduces the likelihood of local site adaptations.

CONCLUSION: Our results suggest that wariness in swans is partly genetically-determined and that wary swans settle in less-disturbed areas. More generally, our findings suggest that site-specific management strategies may be necessary that consider the temperament of local animals.

OBJECTIVE: To assess the prevalence of overweight, obesity and underweight among Vietnamese adults living in urban areas of Ho Chi Minh City (HCMC), Vietnam. DESIGN: This cross-sectional survey was conducted in the local health stations of 30 randomly selected wards, which represent all 13 urban districts of HCMC, over a period of 2 months from March to April 2004. SUBJECTS: A total of 1488 participants aged 20-60 years completed the interview, physical examination and venous blood collection. MEASUREMENTS: Anthropometric measurements of body weight, height, waist and hip circumference were taken to construct indicators of adiposity including body mass index (BMI), waist circumference, and waist-to-height and waist-to-hip ratios. Both systolic and diastolic blood pressure and biochemical indicators of cardiovascular disease and type II diabetes risk (lipid profile and fasting blood glucose) were also measured. RESULTS: The age and sex standardized prevalence of overweight and obesity using Asian specific BMI cutoffs of 23.0 and 27.5 kg/m2 was 26.2 and 6.4%, respectively. The prevalence of overweight and obesity was slightly higher in females (33.6%) than males (31.6%), and progressively increased with age. The age and sex-standardized prevalence of underweight (BMI <18.5 kg/m2) among Vietnamese adults living in HCMC was 20.4%. The prevalence was slightly higher in males (22.0%) than in females (18.9%), and there was a much higher prevalence in all underweight categories in younger women than in men but this was reversed for older men. CONCLUSION: The adult population in HCMC Vietnam is in an early 'nutrition transition' with approximately equal prevalence of low and high BMI. The prevalence of overweight and obesity of Vietnamese urban adults was lower than that reported for other east and southeast Asian countries.

Melbourne is the second largest city in Australia, and its population is anticipated to reach 6.5 million by 2050. In October 2013, Plan Melbourne was released by Victorian government, aiming to intensify several districts to protect the suburbs from urban sprawl. The City of Melbourne’s draft municipal strategic statement identified City North as a great urban renewal area which can accommodate a significant part of the growth. Given the previous heat-related incidence in Melbourne in 2009, the potential threat to human health and pedestrian comfort will be exacerbated, if planning professionals exclude climatic conscious urban design in their practices. Therefore, this study aims to investigate the effect of the future structural plans on the microclimate and pedestrian thermal comfort in City North through numerical simulations. A three dimensional numerical modelling system, ENVI-met was used for the simulation. Field measurements were conducted across the study area to validate the simulated outputs. A clear reduction was reported in the average daytime mean radiant temperature, surface temperature and PMV values after implementing “Plan Melbourne” strategies. The outcomes of this study will assist urban planners in developing the policies which can effectively decrease the vulnerability to the heat stress at pedestrian level.

The number of hot days is increasing in many parts of the world because of the heat island phenomenon and global climate change. High air temperature greatly affects human thermal comfort and public health, particularly in urban areas. Therefore, the challenging task of, urban designers and urban planners in accommodating the increasing population is to make cities with the least level of vulnerability to future climate change. Interest in transferring urban climatic knowledge into urban planning practices, and developing mitigation strategies to adapt to climate change, has been increased in recent years. The use of vegetation and appropriate urban geometry are shown very promising in mitigating the adverse effects of heat island and providing a better pedestrian thermal comfort. This article reviews studies on pedestrian level urban greening and geometry in improving thermal comfort in cities. Such strategies can be applied at the preliminary stages of urban planning and thus directly affect the microclimate. The analyzed data include simulation and field measurement studies. The discussion of this research clearly reflects how urban design guidelines can be applied to enhance outdoor thermal comfort and minimize the heat island effect. This study is helpful in controlling the consequences of city design from the early design stage.

OBJECTIVE: To analyse changes in the distribution of BMI in Australia between 1980 and 2000. DESIGN: Data were from the 1980, 1983 and 1989 National Heart Foundation Risk Factor Prevalence Study, the 1995 National Nutrition Survey and the 1999/2000 Australian Diabetes, Obesity and Lifestyle Study. Survey participants were aged 25-64 years and resident in Australian capital cities. BMI was calculated as weight divided by height squared (kg/m2), where weight and height were measured using standard procedures. RESULTS: Mean BMI was higher in 2000 than 1980 in all sex and age groups. The age-adjusted increase was 1.4 kg/m2 in men and 2.1 kg/m2 in women. The BMI distribution shifted rightwards for all sex and age groups and became increasingly right-skewed. The change between 1980 and 2000 ranged from a decrease of 0.04 kg/m2 at the lower end of the distribution for men aged 25-34 years to an increase of 7.4 kg/m2 at the higher end for women aged 55-64 years. While the prevalence of obesity (BMI >or= 30 kg/m2) doubled, the prevalence of obesity class III (BMI >or= 40 kg/m2) increased fourfold. CONCLUSIONS: BMI in urban Australian adults has increased and its distribution has become increasingly right-skewed. This has resulted in a large increase in the prevalence of obesity, particularly the more severe levels of obesity. It will be important to monitor changes in the different classes of obesity and the extent to which obesity interventions both shift the BMI distribution leftwards and decrease the skew of the distribution.

Background: There is growing recognition that the urban built environment influences physical activity at the population level, although the effects on disadvantaged groups are less well understood. Using the examples of open/green space and street connectivity, this paper explores whether enhancements to the built environment have potential for addressing physical activity-related health inequalities among Mori, Pacific and low income communities in New Zealand.

Method: A high-level review of the international literature relating open space and street connectivity to physical activity and/or related health outcomes at a population level was completed. Consideration was given to whether these features of the built environment have a disproportionate effect on disadvantaged populations.

Results: Findings from international studies suggest that open space and street connectivity have a beneficial effect on physical activity. Enhancing the built environment may be particularly advantageous for improving physical activity levels among disadvantaged populations.

Conclusion: It is likely that open space and street connectivity have a positive effect on physical activity behaviour; however due to the cross-sectional nature of existing research and the paucity of research among disadvantaged populations definitive conclusions about the effect in these populations cannot be made. Further research is required (e.g. natural experiments or quasi experimental research designs) to determine the effect of changing the environment on physical activity and obesity.
