This paper studies the problem of designing observer-based controllers for a class of delayed neural networks with nonlinear observation. The system under consideration is subject to nonlinear observation and an interval time-varying delay. The nonlinear observation output is any nonlinear Lipschitzian function and the time-varying delay is not required to be differentiable nor its lower bound be zero. By constructing a set of appropriate Lyapunov-Krasovskii functionals and utilizing the Newton-Leibniz formula, some delay-dependent stabilizability conditions which are expressed in terms of Linear Matrix Inequalities (LMIs) are derived. The derived conditions allow simultaneous computation of two bounds that characterize the exponential stability rate of the closed-loop system. The unknown observer gain and the state feedback observer-based controller are directly obtained upon the feasibility of the derived LMIs stabilizability conditions. A simulation example is presented to verify the effectiveness of the proposed result.

AIM:
To conduct a pilot study to explore the potential impact of visual feedback of personal retinal images on diabetes outcomes.

METHODS:
Twenty-five participants with non-proliferative diabetic retinopathy and suboptimal HbA1c (> 53 mmol/mol; > 7%) were randomized to receive visual feedback of their own retinal images or to a control group. At baseline and 3-month follow-up, HbA1c, standard measures of beliefs, diabetes-related distress and self-care activities were assessed.

RESULTS:
In unadjusted models, relative to controls, the intervention group showed significantly greater improvement in HbA1c at 3-month follow-up (–0.6% vs. +0.3%, P < 0.01), as well as enhanced motivation to improve blood glucose management (P < 0.05).

CONCLUSIONS:
This small pilot study provides preliminary evidence that visual feedback of personal retinal images may offer a practical educational strategy for clinicians in eye care services to improve diabetes outcomes in non-target compliant patients. A fully powered randomized controlled trial is required to confirm these findings and determine the optimal use of feedback to produce sustained effects.

Background
Although there are a number of plausible accounts to explain movement clumsiness in children [or developmental coordination disorder (DCD)], the cause(s) of the disorder remain(s) an issue of debate. One aspect of motor control that is particularly important to the fluid expression of skill is rapid online control (ROC). Data on DCD have been conflicting. While some recent work using double-step reaching suggests no difficulty in online control, others suggest deficits (e.g. based on sequential pointing). To help resolve this debate, we suggest two things: use of recent neuro-computational models as a framework for investigating motor control in DCD, and more rigorous investigation of double-step reaching. Our working assumption here is that ROC is only viable through the seamless integration of predictive (or forward) models of movement and feedback-based mechanisms.

Aim
The aim of this chronometric study was to explore ROC in children with DCD using a double-step reaching paradigm. We predicted slower online adjustments in DCD based on the argument that these children manifest a core difficulty in predictive control.

Methods
Participants were a group of 17 children with DCD and 27 typically developing children aged between 7 and 12 years. Visual targets were presented on a 17-inch LCD touch screen, inclined to an angle of 15° from horizontal. The children were instructed to press each target as it appeared as quickly and accurately as possible. For 80% of the trials, the central target location remained unchanged for the duration of the movement (non-jump trials), while for the remaining 20% of trials, the target jumped at movement onset to one of the two peripheral locations (jump trials). Reaction time (RT), movement time (MT) and reaching errors were recorded.

Results
For both groups, RT did not vary according to trial condition, while children with DCD were slower to initiate movement. Further, the MT of children with DCD was prolonged to a far greater extent on jump trials relative to controls, with a large effect size. As well, children with DCD committed significantly more errors, notably a reduced ability to inhibit central responses on jump trials.

Conclusion
Our findings help reconcile some disparate findings in the literature using similar tasks. The pattern of performance in children with DCD suggests impairment in the ability to make rapid online adjustments that are based on a predictive (or internal) model of the action. These results pave the way for future kinematic investigation.

This paper proposes a decentralised controller design for doubly-fed induction generators (DFIGs) to enhance dynamic performance of distribution networks. The change in the output power due to the variable nature of wind is considered as an uncertain term in the design algorithm. In addition, the interconnection effect of the other subsystems are considered in the design process. The H norm of the uncertain system is found out and simultaneous output-feedback linear controllers are designed based controller is verified on a 16 bus distribution test system for severe disturbances. Simulation results indicate that the designed controller is robust against uncertainties in operating conditions

In a first aspect there is provided a haptic grasping interface comprising a plurality of finger interaction points, with actuators connected at one end to an actuator control mechanism. The mechanism is mounted remotely from the grasping interface, inverse to the finger interaction points, for manipulation of these points. The grasping points comprise pulleys which route the actuators through a cable tension and transmission system. A second aspect provides haptic augmentation to an operator, which indicates to the operator the state of a control input to a controlled device. A third aspect provides a means of simulating motion where haptic feedback is provided to a user in correspondence with the movement of the user within a pod environment.

This study investigates the fracture mechanism of fluid coupled with a solid resulting from hydraulic fracture. A new loading machine was designed to improve upon conventional laboratory hydraulic fracture testing and to provide a means of better understanding fracture behavior of solid media. Test specimens were made of cement mortar. An extensometer and acoustic emission (AE) monitoring system recorded the circumferential deformation and crack growth location/number during the test. To control the crack growth at the post-peak stage the input fluid rate can be adjusted automatically according to feedback from the extensometer. The complete stress-deformation curve, including pre- and post-peak stages, was therefore obtained. The crack extension/growth developed intensively after the applied stress reached the breakdown pressure. The number of cracks recorded by the AE monitoring system was in good agreement with the amount of deformation (expansion) recorded by the extensometer. The results obtained in this paper provide a better understanding of the hydraulic fracture mechanism which is useful for underground injection projects. © 2014 Springer-Verlag Wien.

BACKGROUND: Health professionals strive to deliver high-quality care in an inherently complex and error-prone environment. Underreporting of medical errors challenges attempts to understand causative factors and impedes efforts to implement preventive strategies. Audit with feedback is a knowledge translation strategy that has potential to modify health professionals' medical error reporting behaviour. However, evidence regarding which aspects of this complex, multi-dimensional intervention work best is lacking. The aims of the Safe Medication Audit Reporting Translation (SMART) study are to: 1. Implement and refine a reporting mechanism to feed audit data on medication errors back to nurses 2. Test the feedback reporting mechanism to determine its utility and effect 3. Identify characteristics of organisational context associated with error reporting in response to feedback METHODS/DESIGN: A quasi-experimental design, incorporating two pairs of matched wards at an acute care hospital, is used. Randomisation occurs at the ward level; one ward from each pair is randomised to receive the intervention. A key stakeholder reference group informs the design and delivery of the feedback intervention. Nurses on the intervention wards receive the feedback intervention (feedback of analysed audit data) on a quarterly basis for 12 months. Data for the feedback intervention come from medication documentation point-prevalence audits and weekly reports on routinely collected medication error data. Weekly reports on these data are obtained for the control wards. A controlled interrupted time series analysis is used to evaluate the effect of the feedback intervention. Self-report data are also collected from nurses on all four wards at baseline and at completion of the intervention to elicit their perceptions of the work context. Additionally, following each feedback cycle, nurses on the intervention wards are invited to complete a survey to evaluate the feedback and to establish their intentions to change their reporting behaviour. To assess sustainability of the intervention, at 6 months following completion of the intervention a point-prevalence chart audit is undertaken and a report of routinely collected medication errors for the previous 6 months is obtained. This intervention will have wider application for delivery of feedback to promote behaviour change for other areas of preventable error and adverse events.

In this study, we proposed an adaptive fuzzy multi-surface sliding control (AFMSSC) for trajectory tracking of 6 degrees of freedom inertia coupled aerial vehicles with multiple inputs and multiple outputs (MIMO). It is shown that an adaptive fuzzy logic-based function approximator can be used to estimate the system uncertainties and an iterative multi-surface sliding control design can be carried out to control flight. Using AFMSSC on MIMO autonomous flight systems creates confluent control that can account for both matched and mismatched uncertainties, system disturbances and excitation in internal dynamics. It is proved that the AFMSSC system guarantees asymptotic output tracking and ultimate uniform boundedness of the tracking error. Simulation results are presented to validate the analysis.

This paper concerns with the problem of state-feedback H∞ control design for a class of linear systems with polytopic uncertainties and mixed time-varying delays in state and input. Our approach can be described as follows. We first construct a state-feedback controller based on the idea of parameter-dependent controller design. By constructing a new parameter-dependent Lyapunov-Krasovskii functional (LKF), we then derive new delay-dependent conditions in terms of linear matrix inequalities ensuring the exponential stability of the corresponding closed-loop system with a H∞ disturbance attenuation level. The effectiveness and applicability of the obtained results are demonstrated by practical examples.

This paper presents a load frequency control scheme using electric vehicles (EVs) to help thermal turbine units to provide the stability fluctuated by load demands. First, a general framework for deriving a state-space model for general power system topologies is given. Then, a detailed model of a four-area power system incorporating a smart and renewable discharged EVs system is presented. The areas within the system are interconnected via a combination of alternating current/high voltage direct current links and thyristor controlled phase shifters. Based on some recent development on functional observers, novel distributed functional observers are designed, one at each local area, to implement any given global state feedback controller. The designed observers are of reduced order and dynamically decoupled from others in contrast to conventional centralized observer (CO)-based controllers. The proposed scheme can cope better against accidental failures than those CO-based controllers. Extensive simulations and comparisons are given to show the effectiveness of the proposed control scheme.

This paper presents a new robust nonlinear excitationcontroller design for synchronous generators in multimachine powersystems to enhance the transient stability. The mismatches betweenthe original power system model and formulated mathematical modelare considered as uncertainties which are modeled through thesatisfaction of matching conditions. The exogenous noises appearingfrom measurements are incorporated with the power system modelincluding the two-axis model of synchronous generators. The partialfeedback linearization technique is used to design the controller whichtransforms the original nonlinear multimachine power system modelinto several reduced-order linear and autonomous subsystems. Thedesired control law is obtained for each subsystem and implemented ina decentralized manner provided that the dynamics of the autonomoussubsystems have no effects on the overall stability of the system. Theanalysis related to the dynamics of noisy autonomous subsystems isalso included and the proposed controller has the excellent capabilityto decouple these noises. Finally, the performance of the proposedcontrol scheme is evaluated on an IEEE 39-bus benchmark powersystem following different types of large disturbances. The performanceof the proposed controller is compared to that of a partialfeedback linearizing controller, which is designed without robustnessproperties, to verify the effectiveness of the proposed control scheme.

BackgroundChildren's exposure to other people's cigarette smoke (environmental tobacco smoke, or ETS) is associated with a range of adverse health outcomes for children. Parental smoking is a common source of children's exposure to ETS. Older children are also at risk of exposure to ETS in child care or educational settings. Preventing exposure to cigarette smoke in infancy and childhood has significant potential to improve children's health worldwide.ObjectivesTo determine the effectiveness of interventions aiming to reduce exposure of children to ETS.Search methodsWe searched the Cochrane Tobacco Addiction Group Specialized Register and conducted additional searches of the Cochrane Central Register of Controlled Trials (CENTRAL), MEDLINE, PsycINFO, EMBASE, CINAHL, ERIC, and The Social Science Citation Index & Science Citation Index (Web of Knowledge). Date of the most recent search: September 2013.Selection criteriaControlled trials with or without random allocation. Interventions must have addressed participants (parents and other family members, child care workers and teachers) involved with the care and education of infants and young children (aged 0 to 12 years). All mechanisms for reduction of children's ETS exposure, and smoking prevention, cessation, and control programmes were included. These include health promotion, social-behavioural therapies, technology, education, and clinical interventions.Data collection and analysisTwo authors independently assessed studies and extracted data. Due to heterogeneity of methodologies and outcome measures, no summary measures were possible and results were synthesised narratively.Main resultsFifty-seven studies met the inclusion criteria. Seven studies were judged to be at low risk of bias, 27 studies were judged to have unclear overall risk of bias and 23 studies were judged to have high risk of bias. Seven interventions were targeted at populations or community settings, 23 studies were conducted in the 'well child' healthcare setting and 24 in the 'ill child' healthcare setting. Two further studies conducted in paediatric clinics did not make clear whether the visits were to well or ill children, and another included both well and ill child visits. Thirty-six studies were from North America, 14 were in other high income countries and seven studies were from low- or middle-income countries. In only 14 of the 57 studies was there a statistically significant intervention effect for child ETS exposure reduction. Of these 14 studies, six used objective measures of children's ETS exposure. Eight of the studies had a high risk of bias, four had unclear risk of bias and two had a low risk of bias. The studies showing a significant effect used a range of interventions: seven used intensive counselling or motivational interviewing; a further study used telephone counselling; one used a school-based strategy; one used picture books; two used educational home visits; one used brief intervention and one study did not describe the intervention. Of the 42 studies that did not show a significant reduction in child ETS exposure, 14 used more intensive counselling or motivational interviewing, nine used brief advice or counselling, six used feedback of a biological measure of children's ETS exposure, one used feedback of maternal cotinine, two used telephone smoking cessation advice or support, eight used educational home visits, one used group sessions, one used an information kit and letter, one used a booklet and no smoking sign, and one used a school-based policy and health promotion. In 32 of the 57 studies, there was reduction of ETS exposure for children in the study irrespective of assignment to intervention and comparison groups. One study did not aim to reduce children's tobacco smoke exposure, but rather aimed to reduce symptoms of asthma, and found a significant reduction in symptoms in the group exposed to motivational interviewing. We found little evidence of difference in effectiveness of interventions between the well infant, child respiratory illness, and other child illness settings as contexts for parental smoking cessation interventions.Authors' conclusionsWhile brief counselling interventions have been identified as successful for adults when delivered by physicians, this cannot be extrapolated to adults as parents in child health settings. Although several interventions, including parental education and counselling programmes, have been used to try to reduce children's tobacco smoke exposure, their effectiveness has not been clearly demonstrated. The review was unable to determine if any one intervention reduced parental smoking and child exposure more effectively than others, although seven studies were identified that reported motivational interviewing or intensive counselling provided in clinical settings was effective.
