This paper explores the extent to which latest developments in the Technical and Vocational Education and Training System in South Africa respond to key principles espoused for a developmental, democratic and inclusionary ideal. The White Paper for post school education and training approved by Cabinet in November, 2013 is referred to by the Minister as the “definitive statement of the governments vision for the post school system” and as such represents a crucial strategy document intended to chart the TVET direction to 2030. Using key theoretical constructs from development theory, this paper provides an assessment of the TVET strategy contained is the paper and explores the extent to which it does respond to the agenda defined by the promise. It is argued that the challenges outlined are not yet able to provide the blueprint for a TVET transformative vision. It is concluded that while the development rhetoric contained in the paper is plausible, the creative tinkering of the system is unlikely to lead to the radical revisioning necessary for a truly transformative TVET system. The underlying assumptions regarding purpose, impact and outcome will need to be carefully reconsidered if the system is to be responsive to the promises of the democratic developmental ideal to which the government is committed. The effects of individual teacher expectations have been the subject of intensive research. Results indicate that teachers use their expectations to adapt their interactions with their students to some degree (as summarized in a review by Jussim & Harber, 2005). This can in turn lead to expectancy-confirming student developments. While there are studies on the Pygmalion effect on individual students, there is only little research on teacher judgements of whole classes and schools. Our study aims to extend the perspective of teacher judgements at the collective level to stereotypes within the context of school tracking. The content and structure of teachers’ school track stereotypes are investigated as well as the question of whether these stereotypical judgements are related to teachers’ perception of obstacles to their teaching and their teaching self-efficacy beliefs. Cross-sectional data on 341 teachers at two different school types from the Panel Study at the Research SchoolEducation and Capabilities“ in North Rhine-Westphalia (PARS) (see Bos et al., 2016) were used for two purposes: First, the structure of teachers’ stereotypes was identified via an exploratory factor analysis. Second, in follow-up regression analyses, the stereotype dimensions extracted were used to predict teachers’ perceptions of obstacles to their classroom work and their individual and collective teacher self-efficacy beliefs. Results showed that – after controlling for the average cognitive abilities and the average cultural capital of the students – teacher stereotypes were indeed related to perceived obstacles concerning their classroom work and their self-efficacy beliefs. After a discussion of the strengths and limitations of the present research, the article closes with a short proposal of a future research framework for collective Pygmalion effects. (DIPF/Orig.)

Der 1795-1798 verfasste Text "De re scholastica Anglica cum Germanica comparata" (Über das englische Schulwesen im Vergleich zum deutschen) des sächsischen Rektors Friedrich August Hecht ist die erste bekannte Schrift zur Vergleichenden Erziehungswissenschaft. Ihre zentrale Materialgrundlage bilden englische und deutsche Schulbücher für Latein- und Gelehrtenschulen. Aus deutschsprachiger Sekundärliteratur übernimmt Hecht darüber hinaus Informationen über schulorganisatorische, curriculare und didaktische Besonderheiten der englischen Public Schools Westminster und Eton, und setzt sie zu den ihm aus eigener Praxis bekannten deutschen (sächsischen) Schulverhältnissen in Beziehung. Der Gedanke der Transnationalität im Bildungsbereich, der sich aktuell etwa im Begriff von transnationalen Bildungsräumen ausdrückt, hat bei Hecht der Sache nach drei Anknüpfungspunkte: die bildungspolitische Wirksamkeit transnationaler Herrscherfamilien, die gemeineuropäische Bedeutung der Gebildeten- und Gelehrtensprache Latein und die nationübergreifende Dimension des humanistischen Bildungskanons. Das alte Europa kannte Nationen und Staaten, aber es kannte noch keine Nationalstaaten. Die Deutschen sind für Hecht noch eine alteuropäische Nation, die Engländer dagegen auf dem Wege zur oder sind schon Staatsnation. Die Vergleichende Erziehungswissenschaft entsteht mit Hechts Schrift in einer Situation, da die alte transnationale Ordnung der Nationen und Staaten in die neue internationale Ordnung der Nationalstaaten übergeht. Historisch wie aktuell besitzt die Primarschulpädagogik – aber nicht nur sie – mit der Berufung auf das "Kind" eine wirkungsmächtige Argumentationsfigur. Sie wird von Primarschullehrkräften in positiver wie negativer Konnotation beansprucht, um berufsethische Haltungen, pädagogisch-didaktische Grundsätze sowie unterrichtsinhaltliche und -methodische Entscheidungen zu legitimieren. Anknüpfend an die Zentralität der Argumentationsfigur "Kind" in pädagogischen Kontexten befasst sich die vorliegende historische Studie unter Konzentration auf die DDR mit Wissensvorräten über Unterstufenschüler, die über die Zeitschrift "Die Unterstufe" in den 1950er bis 1960er Jahren an die Profession vermittelt wurden. Unter Einsatz der Historisch-kontextualisierenden Inhaltsanalyse erhebt die Untersuchung hierfür die in der analysierten Lehrerzeitschrift dominierende "langue" in ihrem diachronen Wandel und bringt sie zudem in einen Gesamtzusammenhang mit zeitgenössischen kontextualen Ereignissen und Publikationen. Hierbei manifestiert sich die "langue" zum einen in Veränderungen innerhalb der drei Perspektiven auf Schüler als gesellschaftsorientiert Agierende, schulleistungsbezogen Lernende und aktiv Spielende und zum anderen im wechselnden Verhältnis zwischen diesen drei Rollen. The article analyses the (third) Coleman Report on private and public schools. The report scrutinises the relationship between private and public schools and shows that private school students show better academic achievement. Coleman concluded that these findings provided a strong argument in favour of public financial support for private schools. However, he identified a number of school characteristics that he believed to be related to student achievement. According to his analysis, these characteristics were not limited to private schools; public schools exhibiting the same characteristics also had good results. Coleman interpreted the available data in favour of financial aid to private schools, although this was not the only possible interpretation. An alternative conclusion would have been to encourage these characteristics in public schools. Why did Coleman disregard this possibility? Why did he deviate from his usual scientific rigour? The present article suggests that there appear to be two reasons for the narrow interpretation of the relationship between public and private schools in Coleman's third report. The first lies in Coleman's notion of contemporary society as a constructed system in which every individual actor holds a place in the structure and requires incentives in order to act to the benefit of society. In the case of education, the goal of the institution is to ensure the high cognitive achievement of students, and the incentive is related to choice and competition. The second reason is related to Coleman's vision of sociology as a discipline aiding the construction of an effective society. (DIPF/Orig.)
