Reflexões Estratégicas de Desenvolvimento Local no Contexto da Preservação da Identidade de Penedos (Mértola)

Resumo O trabalho de investigação que está a decorrer, tem como objeto de estudo as questões da identidade e da memória de uma aldeia alentejana, enquanto território de partilha de uma comunidade rural, tendo em conta a participação estratégica dos atores locais. Estudaremos a partir daí, a sua relação com a terra, o quotidiano, a mudança, a organização social, a ruralidade, os fatores portadores de futuro e novas propostas de desenvolvimento local, para territórios de baixa densidade. Pretende-se encontrar formas contributivas para preservar a identidade da aldeia e concomitantemente encontrar conjuntamente com os atores locais territorializados, alternativas de desenvolvimento local, capazes de contrariar a tendência de despovoamento e empobrecimento territorial. Com este trabalho de investigação, que se insere no âmbito da Sociologia da Ação, será utilizada metodologicamente o MACTOR e a sua aplicabilidade na determinação da estratégia de atores e respetivas relações de forças com o território e o que a ele diz respeito e ainda a observação participante/método de pesquisa de terreno e consequentemente o inquérito por entrevista. Pretendendo-se aprofundar e conhecer os problemas da interioridade e abandono populacional, designadamente na aldeia de Penedos que se situa na margem direita do rio Guadiana, freguesia de S. Miguel do Pinheiro e concelho de Mértola, no Baixo Alentejo. Abstract The research that is taking place, has as its object of study the issues of identity and memory of an Alentejo village, while sharing the territory of a rural community, taking into account the strategic participation of local actors. We'll look from there, his relationship with the earth, the everyday, change, social organization, rurality, the factors bearing on the future and new proposals for local development to areas of low density. The aim is to find ways contributory to preserve the identity of the village and found concomitantly in conjunction with local stakeholders territorialized, alternative local development, able to counteract the trend of depopulation and impoverishment territorial. With this research work, which falls within the Sociology of Action, will be used to methodologically MACTOR and its applicability in determining the strategy of respective actors and power relations with the territory and that he has concerns and participant observation / method of field research and thus the survey interview. Intending to go deeper and understand the problems of interiority and abandoned population, particularly in the village of Penedos which lies on the right bank of the Guadiana River, parish of S. Miguel do Pinheiro, county of Mértola, in the Baixo Alentejo.

O contributo das parcerias no desenvolvimento local : O caso de agrupamento o Monte

Num mundo complexo e globalizado como o de hoje, as instituições não sobreviverão se tiverem visões que não ultrapassem seus obstáculos. Elas precisam descobrir parceiros que possam ajudá-las a atingir resultados mais amplos e eficazes. A complexidade dos problemas do mundo rural, ultrapassam as capacidades institucionais das organizações, com e sem fins lucrativas, de isoladamente darem as devidas respostas. A cooperação emerge como espaço de novas possibilidades. Nenhuma entidade isolada possui todos os elementos necessários para abordar e dar resposta aos problemas com que as zonas rurais estão confrontadas. A busca de soluções a nível local sem descurar o intercâmbio de ideias a nível nacional é o caminho viável. Trata-se de mobilizar os atores locais para que se envolvam no futuro da sua zona e de abrir os espaços rurais a outros territórios. Neste contexto nas regiões menos favorecidas como é o caso do Alentejo, com falta de população, as parcerias aparecem como instrumento fundamental para levar a frente projetos ligados ao desenvolvimento local. ABSTRACT: ln a complex and globalized world like the one we are currently living in, institutions are not going to survive if they have visions that do not extrapolate their obstacles. They need to look further in order to discover partners that can help them in achieving higher and more efficient results. The growing extension and complexity of social and economical challenges go beyond the institutional capacities of organizations, which have to deal with them individually - whether they are profit-seeking or not. Cooperation emerges with space of new possibilities. No isolated entity has all the necessary elements for discussing and answering the problems which rural zones face. The search for solution on a local level without mentioning the exchange on national level ideas is a save way. This is about mobilization of local actors with the purpose of a major involvement in the future of the zone and opens the rural spaces to other territories. ln this context the regions less beneficiaries through the lack of enough population like the Alentejo case, the partnerships show up as a fundamental instrument to bring forward projects connected to the local development.

Escola e comunidade: missão ou miragem no combate ao insucesso e abandono escolares, no período 1997/2007, no Concelho do Alandroal

Este estudo procurou conhecer a realidade do insucesso/abandono escolares no Concelho de Alandroal, no período de 1997-2007, identificando as causas das duas problemáticas e as medidas educativas de resolução, a partir de uma amostra de 41 sujeitos. Pretendemos identificar e caracterizar os episódios de insucesso e abandono escolares protagonizados por um grupo de alunos que iniciaram o seu percurso escolar em 1996/1997, no Concelho de Alandroal. No corpus teórico deste estudo, procedemos à revisão da literatura e à análise de normativos legais que abordam e regulamentam esta temática, de maneira a olhar para ela, de forma reflexiva. Ao nível do corpus empírico, utilizámos uma metodologia quantitativa/qualitativa, no sentido de obtermos o melhor conhecimento e interpretação desta realidade. Os resultados permitem concluir que existe uma relação entre as causas individuais, familiares, escolares e do meio envolvente que levaram ao insucesso e abandono escolares. Sublinhou-se a importância da implementação de medidas educativas adequadas e a sua relação com as instituições do concelho de Alandroal que levaram parte dos sujeitos a concluir o ensino obrigatório com sucesso; ABSTRACT: This study aimed to know the reality of failure / dropping out of school in the Municipality of Alandroal in the period 1997-2007, identifying the causes of both problems and educational measures of resolution, from a sample of 41 subjects. We intend to identify and characterize the episodes of school failure and dropping out staged by a group of students who started their schooling in 1996/1997, Municipality of Alandroal. In the theoretical corpus of this study, we carried out the literature review and analysis of legal norms that regulate and address this issue in order to look at her reflectively. In terms of empirical corpus, we used a method quantitative / qualitative, in order to obtain a better understanding and interpretation of reality. The results indicate that there is a relationship between the causes of individual, family, school and environment that led to failure and early school leaving. It underlined the importance of implementing appropriate educational measures and their relationship with the institutions of the county of Alandroal that led the subjects to complete the compulsory education successfully.

Cartografia das aprendizagens formais para adultos na cidade de Estremoz: o período 2000-2005

O presente trabalho centra-se no levantamento das entidades promotoras de certificação formal, académica ou profissional, na cidade de Estremoz, direcionadas a adultos, no respeitante ao ensino não superior. Assumindo como ponto de partida a identificação desta oferta, pretende-se delinear um desenho cartográfico que permita conhecer e caracterizar a oferta de qualificação existente entre 2000/2005. Pretende-se compreender como esta contribuiu para a qualificação do público adulto, e, perceber, se foi ao encontro das necessidades socioeconómicas desta cidade, tentando compreender qual o seu impacto no que concerne ao desenvolvimento social e humano. Identificadas as entidades existentes, sustentada numa abordagem quantitativa, foram aplicados dois questionários visando caracterizar a educação formal, e, qual o seu contributo para o desenvolvimento deste público específico tendo-se verificado alguma preocupação em responder às necessidades sociais identificadas. Considera-se ainda a existência de um aumento na oferta formativa ao longo do tempo, associado à melhoria do desempenho profissional em que se estabelece uma relação entre empregabilidade e qualificação juntamente com a preocupação de promover a formação holística do cidadão; ABSTRACT:This paper focuses on the survey of promoters of formal certification, academic or professional, in Estremoz, aimed at adults, with respect to non-higher education. Taking as its starting point the identification of this offering, it is intend to outline a cartographic design to ascertain and characterize the range of qualifications between 2000/2005. The objective is to understand how this contributed to the qualification of the adult public, and notice if it was according the socioeconomic needs of the city, trying to understand its impact regarding social and human development. Identified existing entities, sustained in a quantitative methodology, two questionnaires were applied to characterize the formal education, what their contribution to the development of this specific audience and there has been some concern in responding to social needs identified. It is further considered that there is an increase in training provision over time associated with the improvement of professional performance which establishes a relationship between employability and qualification concerning the promotion of holistic formation of the citizen.

Trajectórias de qualificação e projetos de futuro em adultos formandos de um curso de educação e formação na freguesia de Alcáçovas (2010-2012)

O presente estudo foi realizado, através de uma abordagem qualitativa, recorrendo-se à análise de dados, por meio de entrevistas semi-estruturadas, com o objetivo de conhecer as motivações e o perfil dos alunos de pastelaria e panificação de um curso EFA (Educação e Formação de Adultos), que teve lugar em Alcáçovas, entre 2010 -2012. A elaboração deste estudo permitiu conhecer e caracterizar, na freguesia de Alcáçovas, a relevância que uma iniciativa como a Mostra de Doçaria em Alcáçovas desempenhou no desenvolvimento local e na sua economia. Revelou, também, o papel que as associações de desenvolvimento local podem ter nestes casos e a sua importância na formação e qualificação dos indivíduos. Verificou-se que a Associação Terras Dentro tem tido um papel relevante na educação formal, não formal e informal da população, acompanhando a formação e crescimento de todas as empresas que surgem nesta freguesia e motivando, através de várias iniciativas, os empresários e potenciais interessados para a importância da formação, da modernização e da melhoria que pode representar ter pessoas qualificadas nas suas empresas. Foram acompanhados 12 formandos de pastelaria e panificação, durante o seu percurso formativo, com o objetivo de conhecer as suas motivações, antes e depois da formação, a importância que este curso poderá representar no seu futuro profissional e no aparecimento de mais postos de trabalho relacionados com esta área. Ficámos ainda a conhecer a importância que estes formandos dão às aprendizagens no presente e o que isso representa para si e para a sua família; ABSTRACT: This study was conducted through a qualitative approach, resorting to the analysis of data through semi-structured interviews, in order to understand the motivations and profiles of students from a pastry and baking course EFA (Education and Training Adults), which took place in Alcáçovas between 2010 -2012. The preparation of this study helped identify and characterize the parish Alcáçovas, the relevance that an initiative like the Show Confectionery in Alcáçovas played in local development and economy. The role that local development associations can have these cases and their importance in the training and qualification of individuals. It was found that the Lands Within Association has had an important role in formal, non-formal and informal population, following the formation and growth of all companies that appear in this parish and motivating through various initiatives, entrepreneurs and potential stakeholders to the importance of training, modernization and improvement that can represent have people qualified in their companies. 12 trainees were followed pastry and baking during their training in order to know their motivations, before and after training, the importance of this course may represent your professional future and the emergence of more jobs related this area. We also knew that these students give importance to learning of this and what it represents for you and your family.

Sauvegarde et valorisation du patrimoine culturel immatériel du Sénègal: projet de création d'un écomusée des pratiques divinatoires et curatives

7 RESUME/ABSTRACT Au Sénégal, il existe des pratiques culturelles et cultuelles, séculaires que l’on retrouve au niveau de toutes les composantes ethnolinguistiques. Une donnée qui nous interpelle, chacun en ce qui nous concerne, et nous invite à repenser le devenir de nos spécificités et particularités culturelles face aux assauts répétés et multiformes de la modernité. La caractéristique qui entoure les rites et rituels est le plus souvent sujette à plusieurs formes d’interprétations fantaisistes et parfois dévalorisantes. Force est de reconnaître que le recours à la médecine moderne ne saurait pleinement répondre à ce besoin de tranquillité et de sérénité mystique qui habite chaque africain en général et chaque sénégalais en particulier. Il s’agit ici, pour l’africain et en ce qui nous concerne le sénégalais, de trouver une tranquillité psychologique et une assurance symbolique propres à créer les conditions d’une guérison physique et/ou morale. En ce sens que l’emprise du modernise ne peut aucunement influer totalement sur cette croyance ancestrale que bon nombre de sénégalais, et pas des moindres, ont en l’endroit de ces pratiques. Une prédisposition culturelle sous-tendue par des préoccupations cultuelles qui font l’objet d’une communion agissante entre les différents membres des communautés. Une prise de conscience qui se manifeste à travers des cérémonies ponctuellement organisées et présidées par des prêtres et prêtresses. Notre présente étude participe de la recherche d’un juste équilibre spirituel et temporel apte à offrir une possibilité de concilier les aspects traditionnels des spécificités culturelles de nos composantes ethnolinguistiques avec ce qui constitue les contraintes et exigences de la modernité. Il reste certes évident que cette opposition a généré une sorte de fracture culturelle en véhiculant une autre manière de voir, mais surtout de percevoir nos traditions et coutumes. Cependant à l’heure d’un redimensionnement et d’une adaptation contextuelle de ce qui constitue nos valeurs identitaires, il nous revient de procéder à une démarche de sensibilisation et d’explication pour conférer plus de lisibilité à nos expressions culturelles. La mise en place d’un écomusée des pratiques divinatoires et curatives, est un moyen moderne et pratique de sauvegarde et de valorisation des savoirs et connaissances thérapeutiques endogènes. Outre la création d’emplois et de revenus, cette infrastructure sera une vitrine du patrimoine local qui favorisera le développement d’un tourisme culturel source de devises et vecteur de développement local; ABSTRACT: In Senegal, there are cultural and religious practices, ancient that we find in all the ethno-linguistic components. A given that challenges us, each in our case, and invites us to rethink the future of our cultural specificities and characteristics and multifaceted face of repeated assaults of modernity. While it remains clear that this opposition has generated a kind of cultural divide by conveying a different way of seeing, but above all to collect our traditions and customs. However at the time resizing and contextual adaptation of what constitutes our identity values, it is our responsibility to conduct an outreach approach and explanation to give greater clarity to our cultural expressions. The establishment of a museum of divination and healing practices, is a modern and convenient way to backup and recovery of therapeutic knowledge and endogenous knowledge. In addition to creating jobs and income, this infrastructure will be a showcase of local heritage that promote the development of cultural tourism source of foreign exchange and local development vector.

Rede social de excelência: qualidade na participação institucional: O caso de Moura

O problema da falta de participação cívica é uma das condicionantes para o desenvolvimento local de qualquer território, pelo que devem ser estruturadas medidas e processos que facilitem e incentivem uma participação mais ativa, pautada por critérios de qualidade. É nesse sentido que o presente trabalho de investigação, tendo por base a aplicação de um inquérito por questionário a todos os dirigentes e técnicos envolvidos na Rede Social de Moura e a realização de uma sessão focus group com os membros do Núcleo Executivo, apresenta os processos de participação existentes e a desenvolver no programa e, desta forma, elabora um modelo de participação institucional de qualidade, com base nas orientações da ISO 9001 e respetivos oito princípios (enfoque no cliente, liderança, envolvimento dos colaboradores, abordagem por processos, abordagem sistemática da gestão, melhoria contínua, abordagem factual para a tomada de decisão e relações de mútuo beneficio com fornecedores). ABSTRACT: The problem of the lack of civic participation is one of the setbacks of local development in every territory, thus making it necessary to structure measures and processes to ease and encourage a more active participation, ruled by quality criteria. Taking that into consideration, this work of investigation, based on an inquiry of questions taken to all the directors and technicians involved in the Social Network of Moura, and a Focus Group session held with the members of the Executive Group, shows the existing levels of participation, as well as of those yet to develop, in the programme and therefore creates a model of institutional participation of quality, under the ISO 9001 directives and its eight principles (emphasis on the client, leadership, associate involvement, process approach, systematic approach of management, continuous improvement, factual approach on decision making and mutual benefit relationships with suppliers).

Os trinta anos do projecto Mértola Vila Museu : Balanços e perspectivas

A partir de final da década de setenta do século XX Mértola viveu novos tempos, não tão áureos como os do seu passado de cidade portuária, elo de ligação com as riquezas do Mediterrâneo, mas, pelo menos, de Vila conhecedora das suas raízes, pronta para construir o seu novo futuro. Este novo alento foi sem dúvida dado pela consciencialização relativamente à importância do seu património arqueológico, histórico e natural. Esta tese pretende clarificar a relação existente entre o Projecto Mértola Vila Museu e o desenvolvimento local, caracterizando e analisando o projecto com o objectivo de conhecer as suas acções, implicações e consequências no desenvolvimento de Mértola. Passados trinta anos esta reflexão é essencial para perceber se este projecto foi, ainda é, e será, factor de desenvolvimento local, e quais as suas perspectivas de futuro. ABSTRACT: From the end of the 70s of the 20th century Mértola has experienced a new phase, not as magnificent as when it was a city port in the past, when it was a link in the relationship with the riches of the Mediterranean but at least as a town with knowledge of its roots, a town ready to construct its new future. This new breath of energy was, without doubt, given by the awareness of the importance of its archaeological, historical and natural heritage. This thesis aims to clarify the relationship that exists between the Project “Mértola Museum Town” and local development, characterizing and analyzing the project with the aim of getting to know its actions, implications and consequences in Mértola’s development. With the passing of thirty years, this reflection is essential in order to understand whether this project was, still is and will be a factor in local development and what are its perspectives for the future.

Inventário e análise sociológica das políticas públicas de turismo em Angola

As políticas públicas na área do turismo tornaram-se uma prioridade dos governos dos países desenvolvidos e menos desenvolvidos a partir da década de 1970, quando os organismos estatais ligados ao sector do turismo deram início à definição de amplas agendas nacionais para o desenvolvimento da indústria do turismo para períodos de longo prazo, com descrições claras sobre a posição que o turismo ocupa no âmbito do desenvolvimento da economia nacional; sobre as metas que se pretendem alcançar e a forma como elas serão atingidas. O enorme crescimento do turismo, o envolvimento dos governos e os impactos negativos do turismo que foram registados nos países em desenvolvimento ajudou a trazer ao debate académico a análise sobre as políticas públicas do turismo no final dos anos 80 e início de 90 do séc. passado. Neste estudo inventariou-se o quadro legislativo das políticas públicas do turismo em Angola e fez-se o enquadramento sociológico da Política Nacional e do Plano Diretor do turismo em Angola; identificaram-se os atores que intervêm na execução das políticas públicas do turismo em Angola e o seu sentido social, assim como os fatores centrais propiciadores do desenvolvimento social e económico em contexto local (Huíla). Isto permitiu determinar o perfil e tipologias resultantes da contribuição do quadro de Políticas Públicas de turismo para o nível de promoção do desenvolvimento social local em Angola, ajudando-nos a tentar perceber até que ponto as políticas públicas do turismo em Angola se constituem como fator de desenvolvimento social local. Partindo do perfil e tipologias resultantes da contribuição do quadro de Políticas Públicas de turismo e com base nos resultados obtidos através da análise de conteúdo das entrevistas, construiu-se uma proposta de modelo de políticas públicas de turismo propiciadoras do desenvolvimento local sustentável em Angola baseada numa lógica de ação coletiva, capaz de salvaguardar a sustentabilidade económica, política, social e territorial; ABSTRACT: Public policies in tourism became a priority of developed country governments and less developed countries from the 1970s, when the state bodies linked to the tourism sector began the definition of a broad national agenda for the development of the tourism industry for long-term periods, with clear descriptions of the position that tourism occupies in the national economic development; on the goals they want to achieve and how they will be achieved. The tremendous growth of tourism, the involvement of governments and the negative impacts of tourism were registered in developing countries and helped to bring the academic debate analysis on public tourism policies, in the late 80s and early 90s of the past century. In the legislative framework, we inventoried public tourism policies in Angola that later became the sociological framework of the National Policy and Plan for tourism in Angola; we identified the actors involved in the execution of public tourism policies in Angola and its social meaning, as well as the central factors conductive to social and economic development in the local context (Huila). This allowed to determine the profile and types resulting from the tourism Public Policy framework contribution to the level of promotion of local social development in Angola, helping us in this way to try to understand to what extent public tourism policies in Angola work as a local social development factor. From the profile and types resulting from the tourism Public Policy framework contribution and based on the results obtained from the interviews, we constructed a proposed model of public policies which encourage a more sustainable local development kind of tourism in Angola, based on a logic of collective action, able to safeguard the economic, political, social and territorial capitals.

Carta educacional do Concelho de Aljustrel como elemento impulsionador do enriquecimento educativo local

Efetuamos, numa primeira fase do trabalho, uma abordagem teórica, definindo alguns conceitos fundamentais para o desenvolvimento e fundamentação deste estudo. Ainda no campo teórico, realizámos a caraterização do território em estudo nas suas diversas vertentes. Esta investigação procura conhecer as instituições concelhias mais relevantes, caraterizar a sua atividade e perceber quais são os seus contextos de aprendizagem. Por parte das instituições, há disponibilidade para estabelecer parcerias e colaborar com a escola, podendo esta articulação contribuir para aumentar e diversificar a sua capacidade e oferta educativa, através da mobilização dos conhecimentos existentes nas instituições locais. O estudo empírico foi quantitativo, recorrendo ao inquérito por questionário como meio de recolha de dados. Foram estudadas 25 instituições num universo de 73 associações existentes. Procedeu-se à apresentação, análise e interpretação dos dados e principais conclusões do estudo. Foram feitas algumas recomendações e sugestões; ### ABSTRACT: We established a theorethical approach in the initial stage of our work, defining some crucial concepts for the development and grounding of this study. We also characterized the territory under study in its several forms. The research aims at knowing the most important municipal institutions, characterizing their activities and understanding what are their learning contexts. By the institutions, there is will to establish partnerships and co-operate with the school. This linkage may contribute to increase and diversify their ability and educational provision by harnessing existing knowledge in local institutions. The study was quantitative, using the inquiry and survey as a way to collect data. 25 institutions were studied within a total number of 72 existing associations. Afterwards, the data and main conclusions of the study were presented, analysed and interpreted. Some recommendations and suggestions were made.
