The STREAM Initiative is a process rather than a project, and its focus is on learning and building on learning, not the achievement of pre-determined objectives. An overarching goal of STREAM is to facilitate changes that support poor people who manage aquatic resources. A key objective of STREAM is policy change, which in itself is complex and difficult to monitor. Two further layers of complexity relate to the regional scope of the Initiative and the collaborative involvement of stakeholders, all of which need to be accountable for their work. The objectives of this workshop are consistent with the aims of the STREAM Initiative and can be summerized as follows: 1- Familiarizing everyone in the regional STREAM Initiative with work being done in process monitoring and significant change. 2- Discussion and development of a practical information system that enables (i) the monitoring of development processes and significant changes occurring within the STREAM Initiative, and (ii) learning to inform STREAM implementation and other stakeholders. The PICES Science Board and the Science and Technology Agency of Japan held a Workshop on Monitoring Subarctic North Pacific Vaiability,October 22-23,1994, in Nemuro,Hokkaido,Japan,in conjunction with the PICES Third Annual Meeting. The Workshop was not intended to discuss process studies or to review the science of the subaractic Pacific,but rather to focus on the longterm monitoring programs required for assessment of the physical and ecological responses to long-term forcing,both natural and man-made. The Channel Islands—sometimes called the Galapagos of North America—are known for their great beauty, rich biodiversity, cultural heritage, and recreational opportunities. In 1980, in recognition of the islands’ importance, the United States Congress established a national park encompassing 5 of California’s Channel Islands (Santa Barbara, Anacapa, Santa Cruz, Santa Rosa, and San Miguel Islands) and waters within 1 nautical mile of the islands. In the same year, Congress declared a national marine sanctuary around each of these islands, including waters up to 6 nautical miles offshore. Approximately 60,000 people visit the Channel Islands each year for aquatic recreation such as fishing, sailing, kayaking, wildlife watching, surfing, and diving. Another 30,000 people visit the islands for hiking, camping, and sightseeing. Dozens of commercial fishing boats based in Santa Barbara, Ventura, Oxnard, and other ports go to the Channel Islands to catch squid, spiny lobster, sea urchin, rockfish, crab, sheephead, flatfish, and sea cucumber, among other species. In the past few decades, advances in fishing technology and the rising number of fishermen, in conjunction with changing ocean conditions and diseases, have contributed to declines in some marine fishes and invertebrates at the Channel Islands. In 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters. To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. This booklet describes some results from the first 5 years of monitoring the Channel Islands MPAs. Although 5 years is not long enough to determine if the MPAs will accomplish all of their goals, this booklet offers a glimpse of the changes that are beginning to take place and illustrates the types of information that will eventually be used to assess the MPAs’ effectiveness. Reef fishes are conspicuous and essential components of coral reef ecosystems and economies of southern Florida and the United States Virgin Islands (USVI). Throughout Florida and the USVI, reef fish are under threat from a variety of anthropogenic and natural stressors including overfishing, habitat loss, and environmental changes. The South Florida/Caribbean Network (SFCN), a unit of the National Park Service (NPS), is charged with monitoring reef fishes, among other natural and cultural resources, within six parks in the South Florida - Caribbean region (Biscayne National Park, BISC; Buck Island Reef National Monument, BUIS; Dry Tortugas National Park, DRTO; Everglades National Park, EVER; Salt River Bay National Historic Park and Ecological Preserve, SARI; Virgin Islands National Park, VIIS). Monitoring data is intended for park managers who are and will continue to be asked to make decisions to balance environmental protection, fishery sustainability and park use by visitors. The range and complexity of the issues outlined above, and the need for NPS to invest in a strategy of monitoring, modeling, and management to ensure the sustainability of its precious assets, will require strategic investment in long-term, high-precision, multispecies reef fish data that increases inherent system knowledge and reduces uncertainty. The goal of this guide is to provide the framework for park managers and researchers to create or enhance a reef fish monitoring program within areas monitored by the SFCN. The framework is expected to be applicable to other areas as well, including the Florida Keys National Marine Sanctuary and Virgin Islands Coral Reef National Monument. The favored approach is characterized by an iterative process of data collection, dataset integration, sampling design analysis, and population and community assessment that evaluates resource risks associated with management policies. Using this model, a monitoring program can adapt its survey methods to increase accuracy and precision of survey estimates as new information becomes available, and adapt to the evolving needs and broadening responsibilities of park management.

The Socio-economic Monitoring (SocMon) training workshop followed up from the capacity building workshop held in Mannar, 2015. It's aims were to validate information collected at the previous workshop, assist in filling in any gaps and develop a vision tree fro future actions. Planned outputs included: a detailed workplan; a workshop process report; and a final socioeconomic base line report for Vidathaltivu village.
