Importancia de la auditoria de seguridad vial (ASV) en las concesiones viales de Colombia

Para el desarrollo del documento se tuvo en cuenta las Concesiones que se encuentran bajo la supervisión de la Agencia Nacional de Infraestructura – ANI, dado que es la entidad estatal que tiene a su cargo la mayoría de estas; se planteó una serie de actividades para alcanzar los objetivos plasmados en el documento, tales como: búsqueda teoría sobre el tema, antecedentes en países pioneros de las ASV, lectura de los contratos de las Concesiones e Interventorías que tienen a su cargo los proyectos viales, se realizó una encuesta la cual fue enviada a los 49 concesionarios que se encuentran actualmente bajo la supervisión de la ANI, se realizó la búsqueda de información mediante oficios dirigidos a las entidades del país que tienen a su cargo responsabilidades con el área de transito como: Ministerio de Transporte, Agencia Nacional de Seguridad Vial – ANSV, Instituto Nacional de Vías – INVIAS, Superintendencia de Puertos y Transporte, Agencia Nacional de Infraestructura – ANI, Dirección de Tránsito y Transporte – Policía Nacional - DITRA, se realizó un estudio de caso en un tramo de vía en el cual se aplicó una lista de chequeo para la realización de una Inspección de Seguridad Vial - ISV con el fin de identificar aspectos peligrosos, deficiencias o carencias en el tramo de vía objeto de la inspección susceptibles de desencadenar un siniestro, para que se adopten medidas adecuadas con el fin de eliminar o mitigar estos problemas. Se analizaron los resultados de la encuesta y la información proporcionada por las entidades que tienen a cargo actividades que incluyen el tránsito y la infraestructura vial del país para poder determinar si en Colombia las Concesiones y el Estado dan la importancia que se debe a las ASV en sus proyectos.

This Project is born from the increasing concern given the high accident rate found in the streets of the country. The main problem starts with the necessity of all human beings of doing different activities within a certain territory; reason for which a determined movement in a given area is needed in order to do all kind of different activities. It is for this reason that every day, several trips take place in a city connecting people from points of origins to their several destinations using numerous transportation systems within a public infrastructure, because of this, any perturbation affecting the order found on this system that uses different mediums or methods in order to properly flow and accomplish what it was created for, increases the chances for accidents to happen. The intent of this document is to identify the degree of relevance that the Concessions and the State or Nation, as direct responsible in the care of the road infrastructure in this country present the RSA, as the primary tool for the mitigation and prevention of traffic accidents within the roads that they over see; in the same sense, be able to show the benefits that are brought in as a result of the motion preform, by helping identify the critical points and accident chances in each and everyone of the road development projects that are or will take place.
